A Note From the Governor
Greetings! 
March is designated by Rotary International as Literacy Month. But, our attention to the issue of literacy
is certainly not just limited to March.
I am proud of the many projects our clubs support in the area of
literacy. Projects include things such
as passing out dictionaries to third graders, reading to children, providing
books to every child in the community, sponsoring student scholarships, and so
much more. These projects, both local
and international, give children and adults a valuable tool to help themselves
and their communities in the battle to alleviate poverty. If your club does not yet have a
project that touches on the area of literacy, I encourage you to look into
implementing one. Elsewhere in this
newsletter you will find resources to assist you.
I also want to mention that our District Conference is just
around the corner, May 21-23. Be on the lookout for
registration information that will be in the mail very soon. Also this year we will be offering online
registration to assist you.
Remember, the Future of Rotary is in Your Hands.

March is Literacy Month
Each year the RI President outlines special areas of emphasis, and for the past few years, literacy
has been one of these areas. In addition, one of our district goals
this year is to have 75% of clubs participate in a local, regional, or
international literacy project.
Almost 800 million people
worldwide are unable to read or write, a lack of skills that makes them
especially vulnerable to hunger, disease, and extreme poverty.
Nearly
two-thirds of these -- 500 million -- are women. Without literacy and
access to a basic education, these women are poorly equipped to access
resources and make decisions that improve the lives of their children
and families. Today, 72 million children of primary school age are not
in school.
Recently, DG Chuck received a summary report of literacy projects from around the world compiled by the Literacy Resource Group. You can read the report, which contains lots of ideas for club projects, here.
The Literacy Resource Group connects Rotarians
with the information and tools they need to actively promote literacy
at home and abroad. It asks Rotary clubs to learn about literacy and
education issues in their communities and help increase access to
quality learning opportunities for those in need. Clubs are also
encouraged to work with the International Reading Association and the Dollywood Foundation's Imagination Library to conduct literacy projects worldwide.

This is World Rotaract Week March 8-14
Every year, World Rotaract Week honors the chartering of the first club
in North Carolina, USA, on 13 March 1968. To commemorate Rotaract's
anniversary, partner with your sponsored Rotaract club and attend each
other's meetings, complete a service project together, and encourage a
nearby Rotary club to sponsor a new Rotaract club in its area.
Participating Rotaract clubs can receive special recognition from Rotary
International if activity summaries are submitted to RI staff by 15

2011-12 Rotary Foundation Ambassadorial Scholarships
 It is now time for each Rotary Club to locate and endorse up to
two candidates for the 2011-12 Rotary Foundation Ambassadorial Scholarship
selection process in District 6710. The
district subcommittee will be able to select two (2) candidates for the academic-year
scholarships and one or two alternates for the 2011-12 award period.
Process Outline
Advertise the availability of the scholarship in
your local newspaper, to local public school personnel or institutions of
higher education, and Rotaract clubs, if applicable (interested Rotaract members should contact their sponsoring Rotary Club);
Select candidates who meet the criteria outlined
in the application, each candidate must be interviewed;
Coach your candidate(s) through the application
process to insure that the form is complete and accurate;
Submit the properly endorsed application(s) along
with 10 copies to the Subcommittee Chair by 1 April 2010 at
the address listed at the bottom of this e-mail; and
Arrange for your candidate(s) to attend the
district interview on 24 April 2010 in Elizabethtown,
KY, at a time and place to be announced.

GSE Team Soon to Visit
Soon, May 8,
a team of four young professionals (one male and three female) along with
Rotarian team leader, Anne Lebetter, will be visiting us in Kentucky District
6710. They will be here until June 5.
Eight Rotary
Clubs will act as hosts. In order of
visitation times they are: Prospect/Goshen, Elizabethtown, Murray, Clinton,
Madisonville, Bowling Green Noon, Danville and Shelbyville.
The visitors
will also attend a portion of the District Conference on May 22 and 23.
The GSE team
co mes from District 1220 which is located in central Great Britain. This is the district that hosted our team
last September and October. We have
heard nothing but rave reviews of that visit and we hope to give our visitors a
wonderful experience here in our lovely state.

District Scholarships Deadline Extended to March 12
Because of the number of school days missed this winter, the deadline
for District Foundation Scholarship applications has been extended to Friday, March 12, 2010. In
addition, the Foundation fund manager reports that we will be able to
award FIVE scholarships this year instead of the seven previously
advertised. As a result, the committee will select five recipeints and
two alternates just in case the funding situation improves in the next
few months. Finalists will be notified by email no later than Tuesday,
March 22, 2010 and interviews will be conducted in Elizabethtown on
Saturday, March 27, 2010.
Eligible Interact or Rotaract members should contact their sponsoring Rotary Club for more information on applying.

Heart of America Breakfast
For those of you that are planning to go to the Rotary International
Convention in Montreal this coming June, there is an event you
should try and attend. The Heart of America
(Rotary Zones 30-31) Breakfast event is scheduled for June 22, 2010 at
the Palais des Congress de Montreal.
This
breakfast is a good opportunity to meet many of your colleagues from
the area at the International Convention. The keynote speaker is
RI President-Elect Ray Klinginsmith, who is from the Heart of America (Missouri).
They have asked me to coordinate the ticket sales for this event.
Tickets are $35.00 each. Please send your request to me along
with a check to District 6710. I will then forward your tickets
to you.
Please share this with any members of your club who will be attending
the convention.
The
more numbers of our Rotary family we can have at the breakfast, the

District Conference - We Need YOU!
We have several volunteers
to serve at this year's District Conference; however, we need more
Rotarians, Rotaractors, Interactors, spouses, kids, and grandkids who are willing to act as
Sgt.-at-Arms, take minor roles in the program, or bring a door prize
(approximately $50 value).

Second Round of District Simplified Grant Applications Sought
- LAST
CHANCE for the 2009-10 Year
The
2009-2010 year got off to a good start!
District Simplified Grants totaling $8,400 have been awarded to six
Rotary Clubs for a range of projects now underway. Although each is creatively unique, the
projects have one important commonality: each boasts the active "shirt-sleeves" involvement of Rotarians in such
meaningful community services as providing weekend food backpacks to at-risk
children, mentoring third graders in literacy with donated dictionaries, or
acquiring math calculators for economically disadvantaged students.
Currently there is still $5,600 available for DSGs to award for the
balance of the 2009-10 year.
The
remaining DSG funds will be awarded on a rolling, first-come, first
considered basis, starting February 1st. When the Grant Subcommittee has fully awarded
the funds, any additional applications received will be ineligible for
consideration and the applicants will be notified accordingly.
To facilitate your Club's DSG
application, you will also find several useful documents on the district website.
Second Round
Applications should be directed to Dennis J. Dolan, District Grants Subcommittee
Chair as soon as they are fully complete with appropriate signatures. The application and all required supporting

Deadline for Resolutions
Notice to all Club Presidents and Club Secretaries- Due to our District 6710
Annual Conference being held later than usual, this year, the deadline for submitting resolutions has been extended from the established February 15 of each
year to March 15, 2010.
Any resolution or proposed revision to the District Operations Manual must be on the respective Club's Official Stationary and
signed by the Club President, the Club Secretary, or both and be postmarked no
later than March 15, 2010. Please mail to PDG Barry K. Holder, Chairman,

New District 671 Foundation Trustee
As most
Rotarians are aware, our District has a foundation which was established in
1983 pursuant to a District Resolution to establish and administer a
Scholarship Fund for youth in our District. The Rotary District 671 Foundation,
as it is called, is administered by an eight member Board of Trustees
consisting of Past District Governors.
This past
month in order to fulfill the IRS code requirement that no person may serve as
a Trustee and simultaneously serve as a member of the awarding committee, Past
District Governor Kay Sharon who served as a Trustee on the Foundation resigned
her Trustee position in order to
formally accept the role as Chairperson of the 671 Foundation Scholarship
Committee.
Past District
Governor Terry Shockley from the Rotary Club of Frankfort has graciously
accepted the appointment to serve as Trustee of the Rotary District 671
Foundation for the three year five month period that had been vacated.

Leave a Legacy through The Rotary Foundation
The educational and humanitarian programs of the Foundation are made possible by the enthusiastic support of Rotarians who give generously of their time and financial resources. These programs not only give Rotarians a sense of satisfaction and fulfillment, but also reinforce the powerful network that links Rotarians in local, national and international service. The Foundation focuses its strength and resources to bring harmony, friendship and understanding among nations to achieve peace. What is the purpose of the Permanent Fund?
The Permanent Fund was established in 1982 to ensure a strong future for the Foundation by providing a continuing stream of income to meet the increasing demand by Rotary clubs and districts for Foundation programs. Contributing to the Permanent Fund enables Rotarians to fulfill their local and global philanthropic goals and secures the Foundation's future by providing long-term stability to its programs. The current goal is to enable Rotarians to fulfill their philanthropic objectives and build the Permanent Fund to one billion dollars by 2025.
How can I leave a legacy with The Rotary Foundation? With a gift to the Permanent Fund you will join a strong tradition of charity, education and community service that began in 1917 when Rotary International's sixth president, Arch C. Klumph, called for the creation of an endowment fund for Rotary to "do good in the world."
The world is ever changing, but like the Foundation it continues to build on lessons shared by leaders long ago. Foundation programs will be developed to meet future needs as they are identified and provide new solutions as they are developed. Your gift to the Permanent Fund will join the hopes of many others and add to the promise of what Foundation programs offer today and for future generations.
The Permanent Fund provides Rotarians and friends of the Foundation a way to create their own lasting legacy with Rotary. Your legacy can begin today with an outright gift that starts helping immediately or you can include a provision in your final estate plans.
As of 30 June 2009, there were 709 named funds (gifts of US$25,000 or more) in the Permanent Fund, including 79 endowed Ambassadorial Scholarships, 38 endowments supporting Rotary Centers, and 221 endowed funds to benefit the World Fund. The remainder of the endowment is comprised of other designations and contributions of less than US$25,000. Every gift is appreciated and put to good use.

PDG Robert Greer and wife Kathleen report on their experience at a National Immunization Day in Chandigarh, India.
Hi All:
Kathleen and I are have a wonderful time in India. We are in Chandigarh. Today we did our first Polio inoculations at booths in the poor areas of the city. Gave the drops of vacine to hundreds of
children. Got lots of pics and looking forward to sharing when we get
home. Tomorrow we will go into the homes in the slums and seek out the under 5 year olds so we can be sure to inoculate all the children that did not come to the booths. During the NID today on 7th of February and on the next 3 days (mop ups), there will be 2.3 million vaccinators and 55,000 supervisors who will go to 200,000,000 houses to vaccinate 172,000,000 children in India. UNBELIEVABLE. It is really great to be a part of such an effort to help eliminate Polio. It is my sincere wish that many of you will consider going on an NID in the future. It is an awsome experience and one that will be remembered for a lifetime.

April is Magazine Month
April is Magazine Month, a time to celebrate the
global network of Rotary's official magazines, which provide valuable
information to 1.2 million Rotarians.
The Rotary World Magazine Press consists
of 32 magazines from Africa, the Americas, Asia, Australia, and Europe
that inform, inspire, and entertain in 23 languages. In addition to The Rotarian, Rotary's English-language flagship publication, it offers magazines such as Vida Rotaria (Argentina), Rotary in Bulgaria, and The Rotary-no-Tomo (Japan).
Use Rotary publications to enhance your club: - Collect The Rotarian magazine from members once they have read them, put a sticker on the front with your club contact information, and leave them in places such as waiting rooms at doctors' offices.
- Donate a subscription of The Rotarian to your local school or library.
- Search past issues of The Rotarian online via Google
- and see if your club has been mentioned in any issue.
- Pick a fact from the latest issue and challenge your members to answer a trivia question at each meeting.
- Highlight information from The Rotarian in club meetings and newsletters.

Presidential Citation Deadline is March 31
As you know, the 2009-10 Presidential Citation program supports President John Kenny's theme, The Future of Rotary is in Your Hands. The 2009-10 Presidential Citation brochure, available at www.rotary.org/awards,
highlights different activities a club may undertake to qualify for
this award. To qualify for a citation, clubs must achieve a net
increase of at least one member between 1 July 2009 and 31 March 2010,
and complete one activity from three of the six categories listed in
the brochure. Club presidents must fill out and sign their club's Presidential Citation Certification Form and send it to the district governor by 31 March 2010.
Rotaract
and Interact clubs may also qualify for a Presidential Citation by
completing at least two activities overall from any of the categories
in the brochure or participate significantly in at least two activities
of their sponsor club. The sponsoring Rotary club must sign the Rotaract and Interact Presidential Citation Certification Form and submit it to the district governor by 31 March 2010.
