The beginning of a New Year is a great time for reflecting back on the past year and as we look towards 2011, I would like to take a moment to wish everyone a prosperous New Year!


Results for the first quarter 2011 global Manpower Employment Outlook Survey released by Manpower Inc. Dec. 7, 2010, suggest a more positive start to the new year's hiring for the global labor market than was seen in 2010.


A new law officially extends the holiday season - all year - by reducing the amount of Social Security taxes people will pay next year.

Using employees to recommend job applicants is a tried-and-true approach to snagging good people. Here are some tips on how not to muck up your employee referral program.

Global Employment Expected to Show Positive Signs in First Quarter of 2011

Results for the first quarter 2011 global Manpower Employment Outlook Survey released by Manpower Inc. Dec. 7, 2010, suggest a more positive start to the new year's hiring for the global labor market than was seen in 2010.

Data reveals improved hiring expectations from 12 months earlier in 28 of 39 countries and territories, including the G7 countries of Canada, France, Germany, Italy, Japan, the United Kingdom and the United States, where hiring plans are stable or improved from the fourth quarter of 2010 and the same time in 2009. Despite continued mixed results across Europe, German employers are reporting their strongest hiring plans since early 2008. Job prospects continue to be robust across the Asia Pacific region with Chinese and Indian employers reporting the most optimistic hiring intentions globally.


"The stability and incremental improvement reflected in the data for the G7 countries indicates progress toward recovery for the global labor market," said Jeffrey A. Joerres, chairman and CEO of Manpower Inc. "In fact, net employment outlooks for the G7 countries are all in positive territory for the first time since the third quarter of 2008. Nonetheless, the global market still has a long way to go as employers are not yet confident enough to hire for permanent positions on any noteworthy scale. With workforces stretched so thin in recovering markets, we're seeing companies experience a choke point as demand picks up-at this point companies are either hiring very selectively and/or increasing their use of contingent labor."

A new law officially extends the holiday season - all year - by reducing the amount of Social Security taxes people will pay next year.


Employees of all income levels will enjoy a "payroll tax holiday" in 2011, when the Social Security tax rate for employees falls from 6.2% to 4.2%. Employers will continue paying 6.2%.


The taxable wage base remains $106,800, which means the maximum taken out for 2011 will be $4,485.60. That's compared with $6,621.60 in 2010.


So, someone earning that amount or greater will save roughly $2,136 in taxes. An average worker - say someone earning between $35,000 and $64,000 - will find about $613 more in his or her pay in 2011 than 2010, according to an analysis by the Tax Policy Center.


The Social Security tax holiday's just one piece of the Tax Relief Unemployment Insurance Re-authorization and Job Creation Act Of 2010 that President Obama signed into law on Dec. 17.  Here are some other specifics affecting Payroll - and the size of workers' paychecks:


Current tax brackets extended


The Bush-era tax cuts, which were set to expire on Dec. 31, are extended another two years. The income tax rates remain:

  • 25%
  • 28%
  • 33%, and
  • 35%.
