RIAEYC Answers Request of RI Early Learning Council
Earlier this month, the RIAEYC Governing Board received a request from the RI Early Learning Council to provide recommendations on how Rhode Island can improve children's access to high-quality early learning programs. RIAEYC's recommendations, along with input submitted by other groups across the state, will be shared with the Early Learning Council at their December meeting. Our response stated that RIAEYC supports proposals discussed at the November meeting of the Permanent Legislative Commission on Child Care, particularly those that relate to lessening the financial and administrative challenges families face when confronting the barriers to accessing quality care. Other recommendations in our letter to the Council include:
- Coordinate, centralize, translate and expand the reach of information about access to quality programs, focusing on web-based information delivery systems, existing information networks, and face-to-face points of contact with families.
- Reach out to and train individuals at those points of contact in those organizations and systems in the importance of quality programs and in assisting families to access to those programs.
- Conduct annual, brief, culturally and linguistically appropriate trainings for families about the importance of quality care and the information they need to access that care, in partnership with appropriate agencies and state departments.
- Integrate information on quality child care into the newly developing child care resource and referral system by, e.g., highlighting programs that are BrightStars, Accredited, and/or RIDE approved, collecting information from families for follow-up email/mail contact on selecting quality care.

Resources for Families: New Videos & Tipsheets
The Center for Early Literacy Learning (CELL) has produced the following two new videos:
1. Literacy Rich Environments - Making Room for Literacy: For use by parents to create a literacy rich environment in the home by using ordinary materials and everyday home activities.
2. Books, Nooks, and Literacy Hooks: For use by practitioners to create a literacy rich early childhood setting as part of everyday classroom routines and activities.

"Making Life Easier" Tipsheets
The Technical Assistance Center on Social Emotional Intervention for Young Children (TACSEI) has launched a new series entitled Making Life Easier to provide helpful tips for parents and caregivers on how to make often challenging events easier to navigate and even enjoyable. Parents, Pediatricians Debate Technology Use by Young Children
Check out this brief, yet thought-provoking article on ABCnews.com that discusses use of "touchscreen" technology by young children. The American Academy of Pediatrics offers: "There is absolutely no hurry to rush kids into technology, either old or new. And the AAP recommends avoiding screen time for babies under the age of 2. In terms of computer use and television and movies, I think parents need to be very cautious over the age of 2. There's every reason to believe that kids should be engaging in creative active play, not passive viewing, when they're very young." But some parents and media experts cited in the article believe that touchscreens (e.g. smartphones, iPads) are developmentally appropriate for sensory-motor learners and can engage kids and encourage learning. Science Grows on Acquiring New Language
An October 2010 Education Week article discusses the recent "explosion of research on bilingual-language processing". The piece draws implications from several studies, including one where infants of native-English-speaking parents were exposed to sounds associated with Mandarin either through sessions with a native-Mandarin-speaking tutor or video or audio lessons. At 12 months, babies who had worked with a person recognized Mandarin sounds more accurately than did infants who were exposed to the language through video or audio only. The article concludes that "human brains are wired to learn best in social interactions, whether that learning is about language or problem-solving or emotion". Read the entire article here. |
