RIAEYC Delivers Testimony Opposing Provider Rate Cuts

On January 13, 2010, RIAEYC Vice-President Dave Kulick testified before the House Finance Committee regarding proposed cuts to subsidy rates. A portion of his testimony follows:

The Rhode Island Association for the Education of Young Children (RIAEYC) opposes the proposed cut to child care funding in the Governor's supplemental budget.

While this cut of 5% ($465,473) may seem small relative to other cuts in funding included in the supplemental budget, the effect on the child care field in Rhode Island will be extremely detrimental to the services provided by child care professionals. This will have a ripple effect on working parents who rely on high quality child care so that the can work and provide for their families.

RIAEYC stands for quality for all child care programs. Any cut to state funding for child care will decrease quality. This cut will result in programs laying off experienced staff members, reducing the amount of activities for children and an overall reduction in the quality and availability of programs Rhode Island has been working for over the last 10 years.

The National Scientific Council on the Developing Child just released a new working paper on the impact of maternal depression on young children. The report examines why the failure to address the consequences of depression for large numbers of vulnerable, young children presents a missed opportunity to help families and children in a way that could support the future prosperity and well-being of society as a whole. The New York State Council on Children and Families recently published a report of focus groups conducted to learn about immigrant mothers' decision to either enroll or not enroll their children in early learning programs. One of the goals of the study was to gain a better understanding of the perceived barriers and benefits of such programs. Of particular interest was the identification of cultural factors that might contribute to differing enrollment rates. Access the report (32 pages) here.
