Connecting for Children & Families, Ready to Learn Providence Awarded Early Reading First Grants

On September 22, U.S. Secretary of Education Arne Duncan announced the award of more than $108.8 million in Early Reading First grants to 28 local education agencies and other public or private organizations. The grants are meant to improve the school readiness of young children, especially those from low-income families.

Two local agencies, Connecting for Children & Families and Ready to Learn Providence, each received an award. In all, Rhode Island will receive $7.2 million dollars over the next three years to support school readiness.

Connecting for Children & Families has developed "Phenomenal Readers: Northern Rhode Island's Early Reading First Project". The project will transform two Woonsocket child care centers (CCF's Hope Street Child Care Center and Hamlet Early Learning Center), the Woonsocket Even Start program, and the Tri-Town Community Action Agency's North Providence Head Start site into programs of excellence by improving instruction and classroom environments based on scientifically-based early literacy research. Key efforts will include effective implementation of the OWL (Opening the World of Learning) preschool curriculum; supporting school readiness (particularly literacy development) of English language learners; and a rigorous evaluation.

R2LP will work with early care programs in Providence, Pawtucket and Central Falls - Children's Friend Child Care Program, Heritage Park YMCA Early Learning Center, Pawtucket Day Child Development Center, Progreso Latino, and Roger Williams Day Care Center. R2LP will provide directors, teachers, and assistants at these centers with college-level courses and intensive on-site mentoring, all designed to strengthen instruction, improve teacher-child interactions, and create environments that support early language and literacy development. Funding from the grant also provides the participating centers with hundreds of high-quality children's books and other classroom materials.

"Our five partner sites are all strong early childhood programs," notes R2LP Director Leslie Gell. "They have leaders who are powerful advocates for children and families, and classroom staff who are passionate about their work with young children. With these grant resources, we will have a tremendous opportunity to build upon the strong foundations that exist in these programs."

Resources for Families: FAQ on ASD, Put Away the PDA

The American Academy of Pediatrics has prepared a Q&A to answer parents' questions about autism. A national survey of parents showed the prevalence of autism spectrum disorders (ASD) is approximately 1 in 91 U.S. children. The study, "The Prevalence of Parent-Reported Diagnosis of Autism Spectrum Disorder Among Children in the United States, 2007," was published in the October 5, 2009, issue of Pediatrics. The parent handout (2 pages) is available here.

The New York Times recently published a must-read piece titled "From Birth, Engage Your Child With Talk". The author discusses the importance of talking with children and laments parents' seeming obsession with cell phones, BlackBerrys, and iPods. The piece states that "parents have stopped having good communications with their young children, causing them to lose out on the eye contact, facial expression and overall feedback that is essential for early communication development".

Research Roundup: Status of Subsidies, Pyramid Model

The National Women's Law Center released its sixth annual review of child care subsidy policies in all the fifty states and the District of Columbia, State Child Care Assistance Policies 2009: Most States Hold the Line, But Some Lose Ground in Hard Times. This year's report reveals that states largely held off major cuts, but there was a slight shift in a negative direction. Most states did not advance or fell further behind in one or more policy areas since 2001. The report mostly covers February 2008 to February 2009 and therefore does not cover most subsequent changes due to ARRA and/or state budget cuts. Read and download the full report here.

The  Technical Assistance Center on Social Emotional Intervention for Young Children (TACSEI) recently published a 4-page fact sheet on the Pyramid Model for Promoting the Social and Emotional Development of Infants and Young Children. The Pyramid Model is a tiered intervention framework of evidence-based interventions for promoting the social, emotional, and behavioral development of young children. The model describes three tiers of intervention practice: universal promotion for all children, secondary preventions to address the intervention needs for children at risk of social emotional delays, and tertiary interventions needed for children with persistent challenges.
