Changes in Leadership:

·         In August, John Taylor stepped down as NUCA of NM's President and the Board of Directors voted for Matt Lehman, TLC Plumbing & Utility, to take over as President for the remainder of 2010 and to continue in 2011. Steve Moore, RMCI Inc., will service as Vice-President the remainder of 2010 and will also continue that position in 2011. This was announced at the membership meeting on August 19, 2010.

·         On October 1, 2010, the 2011 Board of Director's Ballot will be mailed to all member companies. Each company has one vote in this election and the ballots must be returned by mail or fax no later than November 1, 2010. Please take a few minutes to fill in your ballot and return to the Association office.

·         Don't have the desire or time to get involved on the Board of Directors? No problem, we have many ways for you to get involved. NUCA of NM's standing committees are always looking for volunteers and most committees meet once a month for about an hour. Contact the Association office if you are interested; 2011 will be here before we know it and provides a perfect time to join a committee.

o   Safety Committee - whether you are your company's safety director, or just have input into your company's safety culture, this is the committee for you. The meetings follow an agenda each month and also have discussions on safety topics that are relevant to what's going on right here, right now.

o   Education Committee - this committee has a broad purpose that includes educational programs for the association members and interacting with our youth to educate them and their educators about our industry. This committee takes care of the association's scholarships, participates in career days at local schools, School-To-World, Jobs for America's Graduates, classroom presentations and more.

o   Planning Committee - often referred to as the 'fun-planning' committee, this one plans and executes all of the membership meetings; schedules speakers, member outings to Isotopes, Zoo, and other excursions; plans the golf tournament, associate showcase and end-of-year social.

o   Membership Committee - proud to be a member of NUCA and NUCA of NM? Interested in strengthening and growing our membership? Then this is the committee for you. This committee works on membership recruitment and marketing. We also concentrate on retention by keeping our current members informed and aware of the benefits of the association.

o   Government Relations - This committee assists in making decisions on proposed legislation during the NM session. This committee also decides if NUCA of NM will endorse candidates. It's important to keep members informed on local and national issues and this committee puts it all together, and works closely with the NUCA of NM lobbyist Carla Sonntag, and is also assisted by the Vice President of Government Relations for NUCA, Eban Wyman. Will also set up and attend the Santa Fe Summit during the NM session, and encouraged to attend the Washington Summit in Washington DC in May.

o   NM Regional Common Ground Alliance - The NMRCGA Planning Committee meets once a month to plan the three day EXPO which will be in Farmington, NM in 2011. The planning committee plans and executes every detail of the EXPO including classes, meals, registration, entertainment, presentations, and more. The General Meeting is every other month and concentrates on issues that deal with preventing damages to underground infrastructure. The general committee works on issues such as white lining, wide area locates, marking lines as well as other issues and discusses them for the purposes of a best practice for NM.

 

We are also planning a community project for 2010 and all members will be invited to participate. Look for details in your newsletter and on the web page. Get involved; it's rewarding!

NUCA's Safety Director's Forum 
Since 1994, the National Utility Contractors Association's Safety Directors Forum (SDF) has been bringing together utility construction safety and risk management professionals from around the country to learn from expert presenters and each other about how to create and maintain accident-free workplaces and jobsites. 

The Safety Directors Forum  will be held on October 26-27, 2010 and the Safety and Damage Prevention Committee Meeting will be held on October 28, 2010 at the Flamingo Las Vegas Hotel & Casino in Las Vegas, Nevada. As always the program will include safety presentations related to the needs of utility contractors followed by another great Open Forum where attendees can discuss safety-related ideas, suggestions, problems, solutions, etc. The tentative list of presentations for 2010 includes: How Safety Directors/Employers Can Affect Safety and Other Issues on Capitol Hill, Democracy in Action, Asbestos Cement Pipe Handling and Removal, OSHA and What to Expect in the Future, Drug Testing and ADA Implications of Medical Marijuana and PHMSA ANPRM on Federal Enforcement

SENATE APPROVES SMALL BUSINESS TAX BILL

 

This week the Senate passed legislation (HR 5297) that would provide $12 billion in tax cuts for small businesses and set up a $30 billion "Small Business Lending Fund." The fund would be run by the Treasury Department and the money would be directed to help community banks (defined as those with less than $10 billion in assets) make loans to small businesses. The bill, which passed on a 61-38 vote  would also allow businesses to write off up to $500,000 in capital investments and 50 percent of the cost of new equipment, as well as increase the tax deduction for small business start-ups to$10,000.

During Senate debate, an effort to strip a controversial tax-reporting provision from this year's sweeping healthcare law failed on a 46-52 vote.  The provision, which is estimated to raise $17 billion over 10 years to pay for a new prevention and public healthcare fund, requires businesses and other groups to file 1099 tax forms to report purchases from any single supplier that totals more than $600 in a year. The failed amendment, offered by Sen. Mike Johanns (R-Neb.), would have saved businesses and nonprofit groups from having to report a range of small and medium-sized purchases to the IRS. An alternative to the Johanns amendment was offered by Sen. Bill Nelson (D-Fla.), but, it too, fell short of passage. Nelson's proposal would have increased the reporting threshold to $5,000 and eliminated the requirement for businesses with fewer than 25 employees. In the end, Nelson's amendment failed by a vote of 56 to 42 , four votes short of the 60 needed to cut off debate and move to a final vote.

NUCA recently signed onto a letter from scores of business organizations in support of the Johanns amendment. Without a doubt, the new requirements impose a heavy cost on small businesses and will harm the economy. Republicans expressed concerns over the Nelson alternative because it would have been paid for by repealing a tax break for large oil-and-gas producers. Some Republicans said they were not surprised the Johanns amendment did not attract more votes, citing staunch opposition from President Obama.
