President's Message,
 
It may be hard to believe, but we are already half way through the year! The economy has hit our industry hard over the past couple of years, but the Association is still working hard to protect and promote our industry. NUCA of NM officially joined the SB33 Lawsuit recently which will attempt to stop the mandatory use of Collective Bargaining Agreement Wage Rates on Prevailing Wage Jobs. Watch you email box for updates on the progress of the lawsuit, but also remember these things can move slowly.
   
On May 20, 2009 representatives for NUCA of NM visited with the NM Delegation to discuss national issues such as Clean Water Funding, State Revolving Funds, and Card Check Legislation. Clean Water and SRF received a big boost in funding from the stimulus package but more is needed. On May 20th, NM Governor, Bill Richardson announced  $27.5 million in Recovery Funds for Statewide Drinking Water and Wastewater Projects.             I recently attended an executive retreat in the Manzano Mountains.  With several session options to choose from, my first choice was 'Communication'.  Who can't benefit from better communication skills?
 
            The interesting thing about this mini seminar is that it was centered on communication with 'Millenials' - today's teen generation.  With 93 million of them, Millenials are a force to be recognized as we consider how we are going to move forward - both politically and in the work place.
 
            While we have much to learn from and about Millenials in order to make everyone's life easier, I learned something critical about us:  the Baby Boomer generation in which 90 percent or more of NUCA-NM's membership fits.  We are known as the "Sit Down and Shut Up" generation.  And that certainly explains a lot.
 
            We have played our role and lived up to our generational definition all too well.  We have only ourselves to thank for where we are politically in this state and in this country.
 
            Quite honestly, I lost out on a lot of what was said after this one enlightening moment about our generation.  I was lost in thought wondering, "Are we too late?"  Having raised two Millenials, I choose to adopt their optimistic outlook on life and say, "Absolutely not!"  But then I have to jump back into my Baby Boomer group and recognize that it is going to take work - hard, dedicated work over many years to make changes in our political system that will once again recognize that business is the backbone of this country.  And it is business that creates jobs, pays the majority of the taxes and generally supports the life that we've come to love and expect.
 
            If we continue to 'sit down and shut up,' we will lose more business advocates in our state's legislature and allow more 'Progressives' to raise taxes and tell us how to run our businesses.  After suffering through the battles of the last 60-day session, any lobbyist will tell you, it's a brutal environment for business in this state.
 
            So what are we going to do? 
 
            I have organized a meeting of business owners, association executives and other interested parties to discuss how we will get involved in the next statewide election cycle.  If we don't get to work now for victories in the next election cycle, it will mean exponential losses for business that will be increasingly difficult to overcome.

On May 19, dedicated NUCA members from coast-to-coast took to Capitol Hill as part of the 2009 NUCA Washington Summit, and the timing couldn't have been better. Significant progress on a broad range of issues was made, especially with regard to legislation that would benefit America's underground environmental infrastructure. NUCA members received positive feedback on two priority NUCA legislative goals--providing the EPA's State Revolving Fund with $3.9 billion in FY 2010 appropriations ($2.4 billion for the Clean Water SRF and $1.5 billion for the Drinking Water SRF) and encouraging Senate floor action on the Water Infrastructure Financing Act (S 1005), which would authorize $35 billion for the SRF programs over the next five years, as well as billions more for other water infrastructure programs.
 
Summit participants also encouraged Congress to oppose the so-called Employee Free Choice Act (S 560 / HR 1409), better known as "Card Check" legislation. NUCA members called for the preservation of the secret ballot process for company decisions regarding unionization and explained how the proposed binding arbitration requirements would put the federal government in the driver's seat of union contracts, thereby compromising effective business operations in scores of American companies. NUCA members also supported legislation that would reauthorize the nation's surface transportation program at significantly higher funding levels and encouraged the inclusion of several provisions in pending health care reform legislation that would assist employers in providing quality health care to their employees at a more affordable cost. Finally, Summit attendees opposed the Protecting America's Workers Act (HR 2067), which as currently written would unnecessarily increase OSHA fines and criminalize various OSHA violations, as well as inject unnecessary emotion into OSHA's enforcement process by allowing family members of those killed in work-related accidents to be involved in OSHA settlement processes.

APDThe Construction Industry Crime Alliance (CICA) will meet montly at NW Area Command Headquarters; 4051 Ellison Avenue, NW 87114 (right across the street from Cibola High School) The next meeting will be on July 1 , 2009  at 10:30am.
 
The CICA is a tool for Association members that sends out alerts of job-site crime and also has the ability for you to report crime on your job sites (system is not intended to be used in place of an actual police report). This program is an avenue to work closely with APD to help curtail job-site crimes and catch the criminals in the process. Bring your concerns, reports, incidents (even un-reported) to this meeting where you can also sign up on-line to receive valuable information about crime on construction job sites.
 
To become a member you must sign up through the APD Web Page and then be verified as a NUCA of NM Member.
