Greetings!
The end of the year can be somewhat overwhelming especially for PTAs. Budgeting, special purchases, installation of officers, training and getting your books ready for the audit always comes too soon! Not to fear, your CCCC is here to help you and your unit succeed. Please do not hesitate to contact one of us should you have any questions, issues and/or share your ideas, thoughts and concerns.
With that said outgoing Presidents please make sure you are working with the incoming President to help smooth the transition to their reign. Encourage incoming Presidents to meet with the principal this month to discuss the coming year and select dates for executive board meetings, general meetings and PTA events. Incoming presidents and treasurers are members of the budget committee as well so be sure to include them in committee meetings and discussions.
I hope you take advantage of the CCCC training available this month and the opportunity to attend Texas PTA Summer Leadership Seminar (SLS).
I've enjoyed working with you this year and look forward to another year of helping you grow your PTAs!

TREASURER'S Updates
Possible Suspension of Texas Sales Tax Holiday in 2012 and 2013 & 990-N Updates
Rich Leeney, CCCC Treasurer ,

Possible Suspension of Texas Sales Tax Holiday in 2012 and 2013 The Texas Legislature is looking for ways to raise money to balance the budget. There is discussion about suspending the Sales Tax Holiday for 2012 and 2013. This year's holiday, scheduled for August 19-21, 2011, could be suspended with a two-thirds vote by both legislative chambers but it is likely that the tax free weekend for this year should go on as currently provided by statute.
What does that mean to our local PTA? If your PTA is planning of selling tangible personal property on August 19-21, 2011, as of now, school supplies listed in Tax Publication 98-490 with a sales price of $100 or less are exempt from Texas Sales Tax, www.window.state.tx.us/taxinfo/taxpubs/tx98_490 . PTA's can also designate 2 (24 hour) tax free days each calendar year which could be utilized should the Texas Legislature suspend the Sales Tax Holiday. We will keep you posted on developments made by the Texas Legislature in there efforts to balance the state's budget.
Changes in Gross Receipts Thresholds for Filing Federal Information Forms 990, 990-EZ and 990-N Beginning with Fiscal Years beginning in 2010 and ending in 2011, the IRS has changed the Gross Receipts thresholds (Note: The amount of monies in your Beginning Balance is not part of the current fiscal year's Gross Receipts). Federal 990-N, Electronically Filed will be filed if your Gross Receipts are normally under $50,000. The previous threshold was $25,000. Federal Form 990-EZ, Schedule A and Schedule G will be filed if Gross Receipts are over $50,000 and less than $200,000. federal Form 990's are filed by non-profit organizations with Gross Receipts over $200,000. The Federal Form 990-N can be filed anytime within 5 months after the end of your fiscal year. Ideally the outgoing Treasurer will file the Electronically Filed Federal Form 990-N and include a copy of what was filed along with the password created. The password will be needed to file the 990-N for fiscal year 2011-2012 and future fiscal years.

TEXAS PTA
President's Message
Sharon Goldblatt, Texas PTA President
from "Texas PTA Member Message, April 2011"
|

While PTAs continue to work diligently to provide resources and support to campuses everywhere, the legislators in Austin are battling over the budget. Funding for public education is being cut drastically, and your connections and communication with your legislators is critical!
Texas PTA completed a survey asking our members' opinions on education funding this month, and the results were very interesting. Given the fact that Texas ranks 44 out of 50 states for education dollars spent per student, we asked our members what they thought. With more than 3000 responses, 21.5% felt we should spend the same, 2.8% wanted to spend less, but an overwhelming 75.7% agreed that Texas should increase funding. Our members have sent a clear message that we need to support our students and their education, and, if you agree, then take the time today to let your legislators know how you would like them to vote. There is power in your voice! Fund our children's future!
Because of the current budget situation, our schools will be asking for more and more support from PTA. Remember that we are governed by our Purposes:
- To promote the welfare of children and youth in home, school, community and place of worship;
- To raise the standards of home life;
- To secure adequate laws for the care and protection of children and youth;
- To bring into closer relation the home and the school, that parents and teachers may cooperate intelligently in the education of children and youth;
- To develop between educators and the general public such united efforts as will secure for all children and youth the highest advantages in physical, mental, social and spiritual education.
Whenever you are in doubt about how your PTA should be functioning, you can always rely on these words, which have directed us for more than 100 years. We can be comforted by the fact that they have served us very well, and the relationships we build each day with our teachers and administrators guarantee that our children's education experience is better because of our efforts.
Thank you for everything you do to support every child
through PTA.
