Congress has voted to restore the implementation of RUGS-IV effective October 1, 2010.  This eliminates the need to retroactively adjust payments for dates of service beginning on October 1, 2010 and eliminates the need for a "hybrid" version of the RUGS rates, referred to as HR-III. 

In addition, the current therapy cap exception process is extended through December 31, 2011.
