Effective October 1, 2010...
Included in the July 22, 2010 Federal Register are the 66 new RUGS-IV PPS rates. Beginning on October 1, 2010, the use of MDS 3.0 will generate billing and payment at the new RUGS-IV categories and rates. Even though payment will be at the RUGS-IV rates, the Patient Protection and Affordable Care Act (the health care reform legislation), postponed all provisions of RUGS-IV, except for the changes related to concurrent therapy and the look-back period. Consequently, CMS plans to develop a system that processes payments using "Hybrid" RUGS-III rates (HR-III), which will be less than the RUGS-IV rates. CMS anticipates recouping the overpayments sometime in 2011. The HR-III rates will be forth coming.
