On January 27, 2011, the Planning Commission passed Resolution #11-004A stating that "the Commission was unable to reach a majority decision regarding findings for approval or...denial."  Please use this version instead of the version sent earlier.

Greetings!

We are happy to report that the final Planning Commission vote was a 4-4 tie and not a rejection.  The Board of Supervisors will decide the fate of the proposed neighborhood serving, shopping village.


Half of Planning Commission finds project "suitable for site"
 

On January 27, 2011, the Planning Commission passed Resolution #11-004A stating that "the Commission was unable to reach a majority decision regarding findings for approval or...denial."  Finding 2f reads: "The commission was split with half of the Commission finding that the Project Alternative proposed and modified by staff was suitable for the site, while half the Commission felt that the size and scale of the project was not appropriate for the site."  The decision will be appealed to the Board of Supervisors.

Village Pioneers Environmental and Economic Sustainability 

 

The Phelps family has proposed a Hybrid LEED alternative site plan that wouLEED Silverld make village the county's 1st GREEN, LEED new construction commercial project. By providing local shopping, the village would cut the community's VMT (vehicle miles traveled) by close to 3500 vehicle miles every day, mostly on Highway 68.  The project would contribute over $25 million to the local economy and provide both construction and long term jobs.  Click here to learn more about the project's merits.

Hybrid LEED Site Plan 

The Phelps have revised the proposed site plan that reduces the market footprint, adjusts a couple of building locations to accommodate a rainwater runoff capture system, preserve oak trees, increase building set backs, widen frontage berms, add pedestrian links, a children's play/picnic area and numerous low water usage trees along frontage roads that create a green visual screen.

My family is heartened by the outpouring of community support for the village and for the progress we've made in creating a project that will improve the local economy and schools, improve the quality of life for Toro Area residents and lower our community's carbon footprint.  We will need EVERYONE's help in the weeks to come as the supervisors consider whether the shopping village will at long last be able to move ahead.
