Capacity, sibling and high school attendance issues are still with us, and Seattle Public Schools is undertaking a series of meetings and work sessions to gather feedback and assess options for phase II of the New Student Assignment Plan. This will result in a board-adopted plan for next year's transition.

Time frame:
  • Community input: Through mid-November
  • School board action: Introduce plan for 2011-12 on Jan.5; vote on Jan. 19.
What's happening? What are options?
 Presentation

Issues in presentation you should be aware of:
  • Surge capacity is maxed, resulting in overcrowding at some schools. This is related to sibling placement. See slide 25.
  • Siblings may need to go to kindergartner's attendance school. With many schools at maximum capacity, it is unlikely split siblings will be able to be accommodated at the older child's school.  See slides 22-26
  • Geographic zones for Option Schools to be set.
    Zones are not a guarantee for placement; they are a tie-breaker category for option schools.
    The tiebreakers are: 1) Sibling; 2) Geographic zone; 3) Lottery. See slides 18-20
    Option schools are: STEM@Cleveland, NOVA and The Center School high schools;
    AS#1, Jane Addams, Salmon Bay, TOPS, Pathfinder, Orca and South Shore K-8 schools; and Thornton Creek and Queen Anne elementary schools
  • Garfield is overcapacity:  Enrollment at Garfield HS exceeds its functional capacity. There were 175 students new to SPS at Garfield this year. APP enrollment is up and increasing. Options were presented to address this issue, many of which would impact other high schools. See slides 28-34

    SOME OPTIONS FOR GARFIELD: 
    Change Garfield's boundary - possible boundary-change map (Would affect Rainier Beach, Franklin, Ballard, Roosevelt and Ingraham high school boundaries.)
    - Reduce
    or eliminate open choice seats at Garfield next year.
    - Create
    another program for highly gifted students
    - Create an additional APP pathway for new 9th-graders
    - Create an additional APP pathway for new 9th-graders and upper-grade students
    - Split schedule
  • West Seattle feeder patterns:The district is concerned about future imbalances in enrollment for West Seattle high schools and middle schools. Options were presented to realign feeder patterns. See slides 67-69.
  • North end middle school capacity: The district stated it will need to include construction of a north end middle school in 2013 BEX IV capital levy. See slide 36.
  • Jane Addams K-8 stays same: The Superintendent does not plan any changes in the Jane Addams K-8 program/grade and it will continue as a K-8 option school. See slides 35-36.
  • Thornton Creek could expand: The district proposed relocating Nathan Hale's portables to Thornton Creek to allow more students access to the program and to ease capacity issues at Bryant, View Ridge and Wedgwood elementaries. See slides 37-38
  • AS #1 sustainability questioned: Enrollment at AS #1 has been decreasing and the district stated the program is not sustainable.  One option would be moving some of the special education developmental preschool students into the building. See slides 38-43.
  • Madrona K-8 enrollment down: Enrollment has dropped. An option discusses is to consider new program placement to "increase rigor and attract families." See slides 44-46.


ASSIGNMENT COMMUNITY MEETINGS ONGOING

All are 6:30-8 p.m.

Meetings will include a presentation, question-and-answer session, discussion and opportunity to report on feedback. Interpretation services will be provided at each of the meetings (languages noted below), and light refreshments will be served. Child care will not be available, but books and drawing and coloring supplies will be provided. Details are at left.
