State Primary Election Day: September 14, 2010 Be sure to head to the polls Tuesday, September 14, 2010 to vote in the State Primary Election. Polling places will be open from 7:00am - 8:00pm statewide. To learn more, please click here.
State Receives $800,000 Grant to Support Counseling Programs for Spring Flood Victims The Patrick Administration announced that the Federal Emergency Management Agency (FEMA) has awarded the state's Department of Mental Health (DMH) $800,000 in funding to provide disaster and crisis counseling for individuals impacted by the flooding caused by severe storms in March. Record rainfall earlier this year affected thousands of Massachusetts residents and business owners in seven counties across the Commonwealth. With these funds, DMH's MassSupports program will be able to better provide individual and group crisis counseling, basic supportive or educational contact, public education, community networking and support to flood victims. Teams will consist of mental health professionals and para-professionals trained to deliver crisis counseling services in impacted areas.
House Gives Final Approval to Vital Records Registry Bill
The House approved legislation to establish a statewide database of all vital records, including birth and death certificates and marriage licenses. The database will make it easier for city and town clerks to access vital records when someone needs copies of birth or death certificates. Also, the records will be available immediately electronically, alleviating long waits to retrieve such information. The bill, which will bring the state in line with new federal legislation mandating all birth certificates be checked against death certificates, will head to the Senate for approval.
Autism Waiver Enrollment The Department of Developmental Services is conducting a new application process for parents of young children with autism to apply for the Children's Autism Waiver Program. Applications are due between September 20th and October 1st. Additional information and applications can be found here.
Gov. Patrick Announces Highest Public School Funding Level In History Due To State-Federal Partnership
The Governor allocated $204 million from the federal Education Jobs Fund to school districts across the Commonwealth, bringing state support for public schools to its highest level in history. A combination of state and federal dollars totaling $4.07 billion will ensure all school districts receive more state aid - at least $25 per student - than they did last year. The new funding, which followed the announcement that Massachusetts secured $250 million in federal Race to the Top dollars, will support an estimated 2,700 teaching positions.
On August 10th, President Obama signed the Education Jobs Fund into law, providing $26 billion nationwide to preserve jobs for teachers and other school-based employees. The Commonwealth's $204 million appropriation will be directly distributed to school districts through the state's education funding formula and combined with state and federal funds to ensure that every school district across the state meets its foundation level budget for the 2010-2011 school year. With this new infusion of federal funding, the Governor is able to fully fund Chapter 70 without the need to use about $60 million in American Recovery and Reinvestment Act (ARRA) funds available for general government purposes.
Fall Publication of Abandoned Property Listings Available Abandoned Property includes forgotten savings and checking accounts, uncashed checks, insurance policy proceeds, stocks, dividends and contents of abandoned safe deposit boxes. After three years of no customer-generated activity, most accounts are considered "abandoned" and are turned over to the Treasury. An updated list of abandoned accounts is published twice annually as new accounts are turned over to the Commonwealth. There is no time limit to claim abandoned property and, in many cases, claimants will receive interest. Please click here to check the Abandoned Property list. The newly released list includes 2 accounts over $100,000, 3 accounts between $50,000 and $100,000, and more than 250 accounts in excess of $5,000. In addition to bank accounts, the new accounts include 100 abandoned safe deposit boxes, 25 owners of mutual funds and 7,652 owners of stock.
State Agricultural Officials Launch Website Featuring Statewide Farmers' Market Guide, Interactive Agricultural Tourism Map With the harvest season at its peak, Department of Agricultural Resources (DAR) launched a new website dedicated to connecting Massachusetts residents and visitors to the Bay State's rich agricultural offerings. The new MassGrown & Fresher website makes it easy to find farmers' markets, culinary- and agri-tourism destinations, and agricultural fairs. The site includes a guide to agricultural fairs, a crop availability chart, a culinary and farm events calendar and information for how to find and purchase locally grown products. The site, www.mass.gov/massgrown, has been getting over 10,000 visits per month since its beta launch in April. Massachusetts State Treasury presents a Fun Financial Education Game for Adults The Financial Education Department of the Massachusetts Treasury has teamed up with Doorways to Dream (D2D) Fund to bring to you a "Massachusetts 2010 Financial Entertainment Contest," with "Celebrity Calamity," an online financial education game tournament. While focused on fun, this game aims to empower participants to master personal finance skills, improve confidence in financial decision making and increase responsible consumer behavior. AARP Tax-Aide looking for volunteers Last year, some 24,000 older, low- and middle-income Massachusetts taxpayers received assistance and tax preparation from the nation's largest, free tax assistance program, AARP Tax-Aide. The Massachusetts Department of Revenue is proud to partner with the American Association of Retired Persons (AARP) and the federal Internal Revenue Service (IRS) in the training of volunteers, 600 of whom provided help to individuals returning their state and federal income taxes. The commitment to work with clients in locales such as public libraries and senior centers extends from Feb. 1 to April 15. This is a meaningful and challenging opportunity for community service. Employers Can Apply for Federal Funding to Reduce Cost of Insurance for Retirees
Massachusetts employers can apply for newly available federal funding that will help them reduce the cost of providing health insurance to their employees who retire early. Employers are encouraged to apply early, as funding is limited and will be distributed on a first-come, first-served basis by the U.S. Department of Health and Human Services. The Early Retiree Reinsurance Program was established by Congress as part of the Affordable Care Act, with $5 billion in funding. The program provides reimbursement to participating employment-based plans for a portion of the cost of health benefits for early retirees and their spouses, surviving spouses and dependents. Employers who are accepted into the program will receive reinsurance reimbursements for medical claims for retirees age 55 and older who are not eligible for Medicare, as well as their spouses, surviving spouses and dependents.
Health benefits that qualify for relief include medical, surgical, hospital, prescription drug and other benefits between $15,000 and $90,000. Claims incurred between the start of the plan year (often January 1) and June 1 are credited toward the $15,000 threshold for reimbursement. However, only medical expenses incurred after June 1, 2010, are eligible for reimbursements under this program.
Unless the funding expires sooner, the Early Retiree Insurance Program ends on January 1, 2014, when early retirees will be able to choose from the additional coverage options that will be available through the health insurance exchanges created under the new national health reform law. Employers can access the program application online.

RMV Customer Service: Road Test Online Booking Road tests can now be booked online at www.mass.gov/rmv. The newest customer convenience to the RMV online branch could help reduce the demand on the call center by approximately 260,000 callers a year. In the last 18 months, MassDOT RMV has made the online branch the busiest by adding a dozen new website transactions which resulted in 39% more customer traffic.
MassDOT RMV examiners conduct 2,500 road tests a week at 29 locations throughout the state. During a two week test launch of the new online feature, more than 1042 permit holders booked a road test through www.mass.gov/rmv. Those who prepay for the exam when they book online also save themselves a trip to an RMV branch once they've completed the road test.
Bay State Gas Residential Past-Due Balance Forgiveness Program Residents struggling to pay overdue utility bills are finding it a bit easier now with help from the Bay State Gas past-due balance forgiveness program. The program provides qualified customers with assistance in budgeting for their current natural gas bills, while each month also forgiving a portion of past-due balances. To take advantage of the forgiveness program, current Bay State customers must first qualify for the company's residential assistance rate. AARP launches new web tool to help lower drugs costs AARP launched its new Doughnut Hole Calculator, a free web tool that can help residents "avoid the dreaded coverage gap" which can leave folks stuck with thousands of dollars in unbudgeted spending. Click here to access this calculator. According to the AARP, in 15 minutes visitors can view a graph of their out-of-pocket spending by month, look up lower cost drugs for their conditions, create a Personal Medication Record and print out personalized letters to their doctors to help start a conversation about safely switching prescriptions.

Waltham Council to Meet on 9/13/10 The Waltham City Council will meet at 8pm on Monday, September 13th at City Hall. Councillors will discuss Sachem Realty, Co's zoning application as well as a special permit to install, operate and maintain wireless communication equipment on the rooftop of the existing building located on the property at 385-387 Winter Street. The Council will also discuss TC Saracen LLC's request for a special permit to install, operate and maintain wireless communication equipment on the rooftop of the existing building located on the property at 190 Willow Street, among other issues. Also up for discussion is a recommendation from the Community Preservation Committee regarding the CPA grant for the City Hall roof.
School Committee Appoints New Superintendent The Waltham School Committee, by a vote of 4-2, appointed Anne Marie Carr-Reardon to serve as the new, temporary assistant superintendent of administration. Committee members Lisa Limonciello, Steve Rando, Robert Cincotta, and Walker voted for Carr-Reardon, while Susan Burstein and Margy Donnelly voted for Herbert Levine, the executive director of the New England Association of School Superintendents and Supervising Director of Mass. Recovery High Schools. Carr-Reardon will serve for up to a year, while the School Department searches for a permanent superintendent.
City of Waltham Offers Housing Programs Home Program Down Payment Assistance Program
The City of Waltham administers HOME funds from the Federal Department of Housing and Urban Development (HUD) to provide down payment assistance to eligible homebuyers who purchase residences in Waltham. Eligible homebuyers cannot currently own property or have owned in the last three years. An eligible applicant is one who does not have sufficient deposits of their own for a down payment on property in Waltham, whose income is within the guidelines set by HUD and one who has at least 3% down of their own funding towards purchase of a home in Waltham. The Housing Rehabilitation Program provides deferred loans for improvements that address health and building code violations, weatherization, handicapped access and Lead Paint Removal. This program is funded through the federal Community Development Block Grant Program (CDBG). The CDBG Program also funds other projects in the City, including road reconstruction, handicapped accessibility, park and recreation facilities and social services. Communities throughout the country offer similar programs with Block Grant funding. Each program is designed to meet one of two national objectives: prevention of blight, and assistance to low-moderate income people. Federal auditors review program files annually to ensure that the local staff has met, and documented, one of these national objectives. The national objective for the City of Waltham Housing Rehabilitation Program is to benefit low and moderate-income people.

Waltham's School Health Advisory Committee Seeking Members
The Waltham Public Schools School Health Advisory Committee (SHAC) meets four times a year. The SHAC is open to all parents, community members, school personnel and students. The goal of the SHAC varies each year. This school year the goal of the SHAC is to review our current Wellness Policy. We need your input! Please join the committee. The SHAC meetings are one hour and we meet at Waltham High School in Room 118 from 2:30 PM to 3:30 PM. WSEPAC-Save the Date-October 13th The Waltham Special Education Parent Advisory Council (WESPAC) will hold its kick-off meeting on Wednesday, October 13th from 7:00-8:30 at Arthur J. Clark Government Center building located at 119 School Street. Learn more about the facets of the WSEPAC and also meet representatives for educational programs and organizations in our community that provide programs, services and supports to school aged children with special needs and their families. Paula Alexander, acting SPED Director and other members of the Waltham School Administration will introduce themselves and briefly speak about updates to special education in the district.
Waltham YMCA Annual Golf Tournament
The Golf Tournament will take place on Monday, October 4th and will benefit the Y's Reach Out Campaign which offers scholarships for families to participant in Waltham YMCA programming. The event is held at the Nashawtuc Country Club in Concord, MA. The cost is $175 per person which includes a day of golf, a cart, a meal and a gift item. Brainstorming for a revitalized Embassy Park! Please join COGdesign, the City of Waltham and local residents for a morning of brainstorming for a re-vitalized Embassy Park! The meeting will take place on Saturday, Sept. 25, 2010 from 9am - 1pm in the Jackson Room of the Francis Cabot Lowell Mill (190 Moody). Breakfast and lunch will be provided. The brainstorming session is free to all but pre-registration is requested. Waltham Police Citizens Academy The next Waltham Police Citizens Academy is scheduled to start September 22, 2010. This free fun 12-week course is every Wednesday evening from 6:30 until 9:30 at the Waltham Police Station. Course dates are September 22 through December 8, 2010. Throughout this program attendees get a true and candid behind-the-scenes look at police work. Some of the topics included in the Academy are: Patrol Procedures, Narcotics Investigations, Law and Court Procedures, Domestic Violence Investigations, K-9 Demonstration, Firearms and Equipment Presentations and more. Attendees can volunteer for scenarios where they are the 'Police Officer' and for evening Ride-Alongs. Attached is the current program flyer and application. Gore Place Announces Event Romance in the Austen Era will be the theme for a special tour of the Governor Gore Mansion. Few writers of any era have written more insightfully or entertainingly on the subject of romantic love than has Jane Austen. This September, the popular Jane Austen Tours of the Governor Gore mansion return. The theme for the tours will be The Art of Romance in the Austen Era. During these special tours of the beautiful 1806 mansion, a guide dressed in period clothing will use quotes from Austen's novels and letters and relate anecdotes about the triumphs and foibles of love in Austen's time.

Friends of the Waltham Public Library Annual Book Sale Where's the best place to take care of that holiday gift list early, easily, and completely? At the Friends of the Waltham Public Library's biggest event of the year: the annual book sale, October 2 through 10 at the Waltham Public Library, 735 Main Street. The great variety of books and other materials for all ages -- including paperbacks, hardcovers, audiobooks, DVDs, videos, CDs, cassettes, LPs, and magazines -- will be available for purchase during regular library hours until thirty minutes before the library closes. Most items will cost between $.25 and $3.00, while sets, some collectibles, and better-quality books will be marked higher. Additional "new" items will be put out each of the first two days of the sale. There will also be two preview sales this year, for Friends of the Library Members only on September 30, in which purchases will be limited to 20 items per person, and Dealer Night (Friends membership required) on October 1. Preview sale hours are 6:30-8:45 PM. Proceeds from the book sale help the 850 concerned active library supporters who belong to the Friends work to improve the City library services for all residents. Waltham's Emergency Alert Program
The City of Waltham has implemented a new Emergency Alert Program which lets residents receive emergency notifications many various ways. You can now receive message via text, home phone, cell phone, emails and work phones. Employees who live in the city are encouraged to sign up to receive emergency notifications by entering their home address. Substitute Teachers Wanted!
Substitutes work as needed from one to five days per week for approximately seven hours per day. Daily rate is $78.00. The Waltham School Department requires that you have completed a minimum of two years of college. All applicants must complete an I9 Eligibility Form. I9 Form requires two forms of identification. Acceptable documents may include, but are not restricted to; a copy of your passport OR a copy of your license and birth certificate OR a license and social security card. Must successfully pass a CORI (Criminal Offender Record Information). Two letters of recommendation also required. Substitute para-professional positions also available at $52 per day. Built in 1806 and furnished in the high style of the eighteenth and early nineteenth centuries, the mansion at Gore Place is one of the great houses of the Federal period. Admission to the mansion is $10 adults and $5 children ages 5 to 12. Parking is free.

Tenant Advocacy Clinic at WATCH The Tenant Advocacy Clinic provides one-on-one training and personalized assistance to any tenant with a housing related issue or question. Tenants can drop in to receive assistance at WATCH (517 Moody Street) every Monday from 7 - 8:30 pm and every Thursday from 7 - 8:30pm. The clinic is provided through a partnership between Brandeis University and WATCH. Nonprofit Spotlight: Waltham Family School The WFS is an Even Start Literacy Program which provides educational opportunities for children and their parents by integrating early childhood education, adult education and parenting activities in a comprehensive family literacy program. WFS serves Waltham's families who have a preschool age child, age 3-5, and who want to work on improving their English language skills and strengthening their parenting and life skills. Waltham is one of seven communities in MA awarded a federal grant, funded through the Massachusetts Department of Education, for an Even Start Literacy Program. WFS is a partnership of the Waltham Public Schools and four key community agencies located in Waltham, including Breaking Barriers, Inc., the Parent Child Home Program, the Power Program and the Waltham Partnership for Youth (PFY). Historic Gardens at the 1793 Coach House at Gore Place
Gore Place, the historic Governor Gore estate in Waltham, announced the completion of 19th century, demonstration gardens recently installed near the 1793 Coach House on the 43-acre estate. Free to the public year-round and fully handicapped accessible, the gardens consist of historic varieties of flowers, vegetables and herbs including aromatic herbs intended to provide an enhanced experience for the low sighted and blind visitor. The gardens are under the supervision of Scott Clarke, Director of Buildings and Grounds for the estate. According to Scott Clarke, "These gardens offer a unique opportunity to tell our visitors about varieties of plants and gardening techniques common in the early 19th century." Thisprogram was supported, in part, by grants from the Waltham and Watertown Local Cultural Councils, local agencies which are supported by the Massachusetts Cultural Council, a state agency. The gardens may be viewed year-round, dawn-to-dusk. Admission and parking are free. Gore Place was the home of Christopher and Rebecca Gore. Gore was the 7th governor of Massachusetts, a lawyer, investor and farmer with over 400 acres of farmland. Waltham Farmers' Market
The market is held rain or shine, and will run from 9:30 a.m. to 2:30 p.m. every Saturday through November 6. The Sovereign Bank parking lot is wheelchair-accessible, and is located at the intersection of Main and Moody, opposite the Waltham Common. The lot can be reached by car from Main Street or Charles Street.
