Greetings!
As state director, I have the opportunity to visit with community leaders, small business owners and employers across the state. One reoccurring theme I hear in communities is the concern about
limited access to quality child care. Parents are concerned about finding care for their children, employers are concerned about losing quality employees, and existing childcare providers are concerned about retaining their workforce.
As a parent and someone who manages employees, I understand how important it is to know that our children are being cared for in a safe environment and how immobilizing it can be when a working family cannot find child care.
The staff at USDA Rural Development will do all they can to leverage our programs, expertise and resources to help in the development and expansion of child care facilities. On October 2nd, 2012 we are partnering with Child Care Resource and Referral to host a statewide Child Care Summit. This summit will be comprised of child care experts, business leaders, employers, and leaders who are working to develop solutions to relieve North Dakota's child care crisis. At a time of unprecedented opportunity, we need to ensure that our children remain our priority. Not only is it important to economic development and to maintaining and growing our workforce, but investing in our children is the most important investment we can make in our future.

UNDER SECRETARY
DR. CATHERINE WOTEKI
Dr. Catherine Woteki is Under Secretary for United States Department of Agriculture's (USDA) Research, Education, and Economics (REE) mission area, as well as the Department's Chief Scientist. She visited North Dakota to celebrate the centennial year of the Northern Great Plains Research Lab at Friends & Neighbors Day. She also attended the Food and Agriculture Council (FAC) meeting which included representatives from agriculture entities at the federal and state level. | |

DICKINSON
USDA partners to provide affordable housing

USDA Rural Development joined local, state, and federal partners for the Prairie Hills Townhomes ribbon-cutting ceremony. The $5.8 million development provides affordable, quality housing options in the City of Dickinson. The project consists of 36 two and three-bedroom units, which have all been rented. The units come with attached garages and four units are handicap accessible. Read more.

NAPOLEON
Care Center breaks ground on expansion

As the level of care for residents has changed, so has the demand for privacy and space. The Napoleon Care Center broke ground on an expansion project to meet those needs. USDA Rural Development is helping with the project by providing a $1.8 million direct loan and a $500,000 guaranteed loan through the First Community Credit Union.
The 44-bed nursing home, built in 1965, will be renovated and a 6,460 square foot addition constructed. The upgrades will consist of window replacements, new flooring, new generator, updated resident call system, new doors, and a remodeled activity room. The expansion will add eight new semi-private rooms while eight private rooms will be created in the current building. The new construction will also expand the dining room, add a new bathing room facility, and create more administrative space. | |

ANNOUNCEMENTS
Grants will improve energy efficiency
(Aug. 2, 2012) - Farmers Union Oil Company of Velva received over $3 million in financing to build a new convenience store to address the increased traffic levels due to energy development in western North Dakota. Read more.
USDA supports small business in rural communities
(July 11, 2012) - Eight recipients were selected to receive over $470,000 in grants to support small business and to create job opportunities. The grants are administered through USDA Rural Development's Rural Business Enterprise Grant (RBEG) program. This program provides grants for rural projects that finance the development of small and emerging businesses, help fund distance learning networks, and help fund employment-related adult education programs. Value Added Producer Grant Deadline
Agricultural producers are invited to apply for grants to increase the value of their products through the Value Added Producer Grant (VAPG) program. The funds in this program enable America's farmers, ranchers and rural business owners to find ways to expand their product offerings, revenue streams and create more economic opportunity by bringing additional value to what they already produce. The application deadline is October 15, 2012.
Community Facilities and Water Programs
It's that time of year again when the unused Community Facility and Water and Wastewater programs funding will be pooled to fund accumulated applications throughout the Unted States. Pooling dates were August 3rd for the Water & Wastewater program and August 6th for the Community Facilities Program. Applications can still be submitted for either program to be considered for funding this year. Both programs are able to provide direct and guarantee loans and/or grants for projects. All applications are first considered for loan funds based on the ability to repay a debt. Grant funds may be applied to assist with keeping payments in reach of a community's financial resources.
Guaranteed Rural Rental Housing Program
Rural Development is currently accepting application for the Section 538 loan guarantees under the Guaranteed Rural Rental Housing Program for Fiscal Year 2012. The Section 538 program provides lenders with loan guarantees up to 90% for new construction and rehabilitation of affordable rural rental housing.
