Senate Bill 6119 "Pathways to Prosperity"
This last January the Committee on Early Learning K-12 Education convened in Olympia in review of Senate Bill 6119. Senators on the Committee are; Rosemary McAuliffe, Chairperson: 1st District Bothell area Christine Rolfes, Co-Chair: 23rd District Bainbridge Island, Poulsbo, and part of Bremerton Tracy Eide, 30th District Federal Way, Pacific, and part of Auburn Nick Harper, 38th District Everett Steve Litzow, 41st District Mercer Island Paull Shin, 21st District Edmonds Andy Hill, 45th District Redmond.
The following people gave testimony on the proposed bill;
Tim Knue, Executive Director of Washington Association for Career & Technical Education, Dennis Kampe, Director Clark County Skills Center for Vancouver area High Schools
John Page, Director Career & Technical Education Tacoma School District, CAMPS member Jim Tschimperle, President Pacific Machine Inc. Tacoma, and Alex Donahue, Intern @ Pacific Machine Inc.
What is Senate Bill 6119?
This Bill is written to address the problem of limited career choices that students are exposed to as they progress in the education system. Presently students are heavily persuaded to go from High School directly into college. This standard policy has not been successful in addressing the needs of Washington State students and industries as well as the United States as a country. It has resulted in a high percentage of student drop outs in High School who don't see themselves as college material for a variety of reasons. A supporting statistic is that
40 % of the students who go to college don't complete their degree. The object of the Senate bill is to impact this statistic by having students exposed to multiple career choices starting in middle school and progressing through high school.
Bill 6119 will ask for businesses to enter into a public /private partnership which would include internships in industries and businesses to allow students exposure to different work environments and the skills that are necessary to work in business.
The goal is to increase high school graduation rates and prepare students for post high school education in businesses that give them the skills needed for family wage earning jobs. This will also provide businesses with a prepared and qualified workforce not only for the State of Washington, but also for the country. Tim Knue, Dennis Kampe, and John Page all testified to the need for this educational change from the prospective of the educators. Jim Tschimperle shared that a skilled, highly trained workforce would have a definite positive impact on current businesses operating in Washington State, and would also make the State very attractive to other businesses looking to relocate.
Alex Donahue shared his experience as a recent High School graduate who is currently participating in an internship and how the proposed educational changes would have upgrade his skill level therefore making him a more skilled and experienced applicant for employment.
