One way to get landfill customers to be aware of the rules and pay attention to landfill employees is to hand out a brochure or flyer at the gate.  Useful information like landfill capacity, costs, ground water protection, tipping fees, number of employees, equipment and liner costs might be included. A pie chart can help customers understand what they are paying for. 
 Information about the employees will also help customers be more apt to follow directions and feel part of the team.  For instance you might have a photo of Bill standing next to the compactor with a caption that says  "Bill is our compactor operator, and his job includes compacting the garbage before it's covered."
