 Are you having trouble with your soil stockpiles freezing up in cold weather?  Place thin stockpiles 3-5 feet thick on top of the landfill so that the heat from the garbage can help keep the soil thawed out.  As an alternative, place shredded wood or compost material on top of the stockpile in a layer of 2-3 feet to act as an insulation barrier.
