Greetings!
Welcome back and thank you for showing interest in our e-newsletter. It is our focus to improve communication with our parents and community.
Please don't hesitate to leave any feedback you have that would help us reach our goal of improved communication.
We would love to have you come to our next board meeting. The next meeting will be held Wednesday, December 10, 2008 at 7:00 p.m. in the large conference room at the District Administration Office located at 211 N. Baldwin St. Topic to be discussed is: Technology in the 21st Century.

High School Student Council
Reports to Board of Education
STUCO representatives reported that this week is Drive Smart and the Harvest of Love food drive for the Community Cupboard is underway.
STUCO also shared on election day they held a mock election where eligible students were able to cast their vote on-line. The survey results of this method were so positive that STUCO is considering using this voting method for STUCO elections and homecoming royalty.

Activities Director Brian Gustafson highlights Activities & Athletics
The last of the high school fall sports to wrap-up were Cross Country, Football, and Volleyball:
-
As a state qualifier, the Girls' Cross Country team enjoyed a commendable season and finished 15th at the State Meet in Fort Collins.
-
The Boys' had one qualifier, Shawn Dubbs, who earned an 18th place finish in his race at State.
-
Football finished with a 5-3 league record and a fourth place Southern League finish.

The Volleyball team experienced the most successful volleyball season in a decade as their 2nd place District finish qualified them for the Regional round and an opportunity to go to the State Tournament. Although the Panthers were eliminated in the Regional Tournament, they still ended up in the top 16 teams out of the 67 4A volleyball teams in the state.
Winter Sports (Wrestling, Girls' Basketball, Boys' Basketball) begin November 12th. The Winter Sports "Meet the Coaches Night" is scheduled for November 18th at 6:30 p.m. Competition begins December 1st.
The high school Marching Band made finals at the state competition and ended up with a 6th place 3A finish.

Exploratory Achievement is the focus of this
month's Ends discussion
This month's Ends discussion was on E-4 (Board End's Policy #4) Exploratory Achievement. Board President Rick Wetzel read the policy and shared the goal and purpose of this policy.
Members of the audience including teachers and administrators reported to the board how Exploratory Achievement is being implemented daily whether it be through our art, music, drama classes or through the Panther Enterprise class or the EDGE program at the Middle School.

HIGH SCHOOL MADRIGALS PERFORM
The High School Madrigals performed at the November 12th Board of Education meeting under the direction of teacher Constance Campbell. Ms. Campbell also gave statistics on how involved these students are in not only all the arts programs that are offered at the high school, but also in sports and Student Council. The board thanked them for their wonderful performance.
The Madrigals will give their "15th Annual Madrigal Dinner" on Friday and Saturday, December 12 and 13. Tickets are $25 per person call 686-2470 for tickets.
Also, the Madrigals and Ladies Select have a free concert in the Dickson Auditorium on Tuesday, December 9 at 7:00 p.m. The Concert Choir, Women's Glee, and Men's Ensemble have a free concert on Wednesday, December 3 at 7:00 p.m.
The Band has a concert on Thursday, Dec 11 at 7 pm. All are free and in the Auditorium.

Gateway Fourth Graders showing their bowls they have made
Empty Bowls Night will be held Thursday, November 20, 2008. The basic idea of empty bowls is simple. Students, parents, and teachers create ceramic bowls. The community gathers for a meal of soup and bread.
Come choose your bowl, make a donation, share a meal with friends, and then keep your bowl to remember those who suffer with hunger and poverty, and those in our own community who are experiencing a time of need.
This very special event lets our Woodland Park students know that they can make a difference in their community through their art. Students in every school are making bowls and generously donating each bowl to help make a difference. This piping hot event offers soup, friendship, and community.
Proceeds will go to the Community Cupborad, a non-profit organization helping families in our area.

Conversation on Current Budget Issues
Board President Rick Wetzel shared that school finance is extremely complicated and the tax dollars collected in our district goes directly to the state and they ascertain through categoricals how that money is disseminated back to our district. We are in the bottom 5% of districts statewide in the dollars we receive per pupil.
As many are aware the district auditors are conducting a forensic audit and thus far have discovered over $500,000 discrepancy. Please review the following press releases for more detailed information.
Mr. Wetzel shared the missing funds is not from our operating budget, but from our contingency/reserve fund. This is one time money and can not be used for teacher salaries, benefits, or salary increases. This money is targeted for special projects i.e., School in the Woods, Technology software/hardware upgrades, and Full Day Kindergarten. As we reprioritize spending this money Full Day Kindergarten is a high priority with the Board of Education.
Superintendent Arseneau shared the district is in the process of reorganizing our finance department and once a final report is obtained from our auditors more information will be shared.
********************************************************************************************* Woodland Park School District Press Release November 3, 2008 Woodland Park School District's auditors are conducting a forensic audit that began October 20, 2008 in response to inconsistencies they discovered in the 2007-2008 preliminary financial audit. Woodland Park School District, located in Woodland Park, CO. has a student population of approximately 2800 students and an operating annual budget of approximately 26 million dollars. This forensic audit has not been completed, but the investigation thus far has revealed that it appears a long-time and trusted District employee fraudulently manipulated our accounts over a period of at least four years for personal gains. The current amount discovered through the audit exceeds $500,000 and the investigation will continue until all years and accounts have been cleared. The employee has been terminated as a result of this discovery. No other District personnel have been implicated.
This employee was able to manipulate funds in such a manner as to avoid detection by our internal procedures as well as the annual financial audit. During the 2007- 2008 annual financial audit, auditors discovered larger than normal adjustments that were not present in previous years. This information led to a forensic audit that began October 20, 2008. Currently, auditors believe the activity began in the 2004-2005 school year. Years prior to 2004-2005 are also being investigated, but at this time no inconsistencies have surfaced.
As soon as questions were raised surrounding the 2007-2008 financial audit, the school district immediately implemented increased security precautions to ensure no further such activity could occur. The District is working closely with the auditors to develop additional internal financial policies and procedures to safeguard all District funds. We anticipate this to be an ongoing process while the District's financial department is being reorganized.
Since October 20, 2008, the District has been working closely with the Woodland Park Police Department. Their investigation may result in criminal charges which would be filed with the Teller County District Attorney. The school district will also pursue a civil suit against the former employee. The Colorado Department of Education Finance Department has been notified and is assisting the District in its investigation. The funds missing will not directly affect any current or future programming, teacher salaries, or operating expenses including transportation in the Woodland Park School District. District reserve funds will be used to temporarily offset any missing money while the District pursues all avenues to recover these funds. Potential recovery methods include District insurance, recovery through the civil suit, and any possible restitution resulting from criminal proceedings.
Woodland Park School District is deeply concerned about this matter and the breach of trust that has apparently occurred. It has always provided an outstanding education for all students and will continue to do so. Our goal and belief is to provide our students and staff with all the necessary support needed to continue our pursuit of academic excellence and cutting edge programming. Accountability to our community, students, parents and staff will always be a top priority as we move forward from this very unfortunate situation.

Violations of district policy concerning financial records have been discovered as a result of the current accounting review. A district employee has been placed on administrative leave. All necessary precautions have been taken by the district and our auditors to protect district funds and records, and to ensure that no further violations can occur. The Woodland Park Police Department has been notified and is conducting its own investigation. The district is cooperating fully with authorities. Only limited details are available for release until these investigations are completed. WHEREAS, public schools are the backbone of our democracy, providing young people with the tools they need to maintain our nation's precious values of freedom, civility, and equality; and WHEREAS, by equipping young Americans with both practical skills and broader intellectual abilities, schools give them hope for, and access to, a productive future; and WHEREAS, education employees, be they substitute educators, custodians, teachers, bus drivers or librarians, work tirelessly to serve our children and communities with care and professionalism; and WHEREAS, schools are community linchpins, bringing together adults and children, educators and volunteers, business leaders, and elected officials in a common enterprise; and WHEREAS, our nation is celebrating the week of November 16-22 as American Edcuation Week with the theme "Great Public Schools: A Basic Right and Our Responsibility"; NOW, THEREFORE, BE IT RESOLVED, we the members of the Board of Education of the Woodland Park School District Re-2, do hereby proclaim November 16 - 22, 2008 as the 87th annual observance of American Education Week.

SUPERINTENDENT CONGRATULATES ALL FALL SPORTS COACHES
Superintendent Guy Arseneau publicly thanked all of our fall sports coaches and their assistant coaches. Our participation numbers were up in almost every area and our athletes competed at a very high level. Thanks to all coaches for your hard work and dedication to our students.
