 TRANSITIONING TO MDS 3.0 
 
On August 24th during the CMS RUG-IV National Provider Call, information regarding the transition from the MDS 2.0 and RUG-III to the MDS 3.0 and RUG-IV was provided.   Last week our newsletter summarized the three Options presented by CMS to obtain a RUG-IV score during the transition months of Septermbe to October. Additional points made  by CMS were as follows:
 
The transition also does not apply when payment ends 9/30/10 or sooner or when payment starts 10/1/10 or later. The transition does not apply to the following Medicare start dates:

  • 7/03/10 - Day 90, 9/30 is last paid day for 60-day
  • 8/02/10 - Day 60, 9/30 is last paid day for 30-day 
  • 9/01/10 - Day 30, 9/30 is last paid day for 14-day 
  • 9/17/10 - Day 14, 9/30 is last paid day for 5-day

 
Default payment may apply if a Medicare Part A stay ends October 1 -4, 2010, the facility can opt to not complete an MDS 3.0 and get paid the default rate. CMS stressed that the facility must still complete a discharge assessment in this circumstance.
 
Short Stay Policy:
Effective w/ Medicare end date (A2400C) 10/01/10 and later. The assessment circumstances must meet the short stay criteria.
 
Start of Therapy: When the earliest therapy start date is 09/25-09/30 and the resident is not assigned into a Rehabilitation category, the facility may complete an optional SOT OMRA. The ARD must be 10/01/10 or later as per requirements. Payment for the SOT OMRA will begin 10/01/10.
