On January 20, 2011, Governor Jerry Brown released his proposed budget for 2011-2012. His plan addresses California's $25.4 billion budget gap with spending cuts and revenues. The education portion of the Governor's budget is largely dependent on a 5-year extension of the temporary tax increases. These increases are dependent on voter approval of a June 7, 2011, special election that still needs to be placed on the ballot. Should the tax extension be placed on the ballot and passed by voters, under the Governor's proposal, education funding would remain roughly at the same level in 2011-2012 as it is in 2010-2011. If voters reject the tax extension measure, the state would need to cut an additional $9 billion, which would include large cuts to education, according to finance experts. The Proposition 98 funding guarantee would be reduced, resulting in a minimum of $2.3 billion in cuts to public education, which would mean EGUSD would face minimally a $20 million shortfall in 2011-2012. In addition, the state would need to reduce its budget by an additional $6 billion, which would likely mean cuts to education on top of the $2.3 billion. For EGUSD this means that the district will need to prepare for the possibility of $40 million or more in 2011-2012 budget reductions should the tax extension measure fail. The $40 million would be on top of $100 million in reductions EGUSD has made over the past three years. School districts are required by law to provide preliminary layoff notices to certificated employees by March 15 and final notices by May 15. It has been the district's practice, in consultation with employee associations, to also provide classified staff with notice by March 15. Like other school districts across California, EGUSD will notice staff of potential layoff based on the tax measure failing to get placed on the ballot, or once on the ballot, failing to be approved by voters. On February 15, 2011, the Board of Education will be asked to discuss the preliminary list of budget cuts for the 2011-2012 school year. On February 22, 2011, the Board will be asked to take action on the layoff notices prior to the March 15 deadline. More information will be posted on Budget Watch in the days. Ideas about areas of savings or reductions should be submitted through the Online Comments section. |
Sheldon High School to host free pertussis shot clinic for the public
On Wednesday, February 16, through a partnership between the Elk Grove Unified School District and the Sacramento County Department of Public Health, a free pertussis booster shot clinic will be offered to families, including children ages 10 or older from 3:30 p.m. to 7:30 p.m. in the cafeteria at Sheldon High School. All school-age children should try to bring their shot record with them.
The Elk Grove Unified School District urges parents of current 6th through 11th grade students to get the booster shot now to avoid the back-to-school rush this summer.
A new California law now requires that students entering 7th through 12th grades in the 2011-2012 provide schools proof that they have received an adolescent pertussis (whooping cough) booster shot (Tdap) prior to starting school. The new law was enacted following a widespread pertussis epidemic in 2010.
Students will not be able to attend school in 2011-2012 until they show proof of the booster shot.
After students receive the Tdap booster shot, parents should bring the written proof to the front office at their current school. If students have already received their Tdap booster shot, parents should also bring the written proof to their student's school.
After the 2011-2012 school year, only students entering 7th grade will need to show proof of having received the adolescent pertussis booster shot.

Elk Grove Unified, San Juan Unified,
Sacramento City Unified Superintendents
Gather for Budget Discussions
Elk Grove Unified Superintendent Steven M. Ladd, Ed.D. joined the superintendents of San Juan Unified and Sacramento City Unified school districts on February 3 in a conversation with local elected officials and their representatives about California's budget crisis and its impact on school districts.
EGUSD Board President Priscilla Cox and EGUSD Board Members Jeanette Amavisca and Pollyanna Cooper-LeVangie attended the meeting along with about 30 other area representatives.
The three superintendents - Ladd, Jonathan Raymond of Sacramento City Unified and Dr. Pat Jaurequi of San Juan Unified- represent the Sacramento region's three largest K-12 districts, collectively serving 157,000 students. At the morning meeting, the three superintendents each shared the ongoing impacts of the state budget and offered ideas that could help school districts weather this financial crisis.
"We need to engage our elected officials in a dialog about the deep impact these ongoing cuts are having on public education," Ladd said. "Education advocates must join together to ensure that both a ballot measure is put before the voters and that California's legislators understand the need for adequate funding for public education."
Governor Jerry Brown's 2011-12 proposed state budget is dependent on the passage of tax extensions in a June special election. The Governor's proposed budget would retain funding to K-12 systems near last year's level if voters approve extensions to temporary taxes enacted in 2009.
EGUSD is planning on addressing more than $40 million in budget reductions should the tax measure fail to get on the ballot or be passed by voters. The $40 million is on top of $100 million in reductions that EGUSD has had to make over the past three years.

EGUSD Board of Education approves boundary changes for five elementary schools
On February 1, 2011, the Elk Grove Board of Education approved boundary changes for Joseph Sims, Elliott Ranch, Carroll, Robert J. Fite and Irene B. West elementary schools. The following proposals were approved:
Joseph Sims, Elliott Ranch and Carroll Elementary Schools The Board approved an implementation of the boundary change for Joseph Sims, Elliott Ranch and Carroll elementary schools that is a hybrid of two proposals. These boundary changes will better balance enrollments between Cosumnes Oaks High/Elizabeth Pinkerton Middle, Franklin High/Toby Johnson Middle and Laguna Creek High/Harriet Eddy Middle schools.
Under the Board approved implementation plan, current 6th grade students at Carroll, Elliott Ranch and Joseph Sims elementary schools will remain in their current attendance boundaries for middle school and then matriculate to a high school in the new boundary. Current 7th grade students will finish at their current middle schools and matriculate to the high school in their current boundary. Current 8th grade students also will matriculate into the high school in their current boundary. All students in 5th grade and below at these three schools will attend the middle and high school within the new boundaries.
Under the approved boundary change, once full implementation takes effect, Joseph Sims Elementary School students will attend Harriet Eddy Middle School and Laguna Creek High School, Elliott Ranch Elementary School students will attend Elizabeth Pinkerton Middle School and Cosumnes Oaks High School and Carroll Elementary School students will attend Toby Johnson Middle School and Franklin High School.
Robert J. Fite Elementary The Board of Education approved a boundary change that unsplits Robert J. Fite Elementary and helps to address the enrollments at Pleasant Grove High and Katherine Albiani Middle schools which are rapidly approaching their capacities.
Under the Board-approved implementation plan, current 6th grade Robert J. Fite Elementary students will remain in their current attendance boundaries for middle school and then matriculate to Sheldon High School. Current 7th grade students will attend through 8th grade at their current middle school and matriculate to Sheldon High School. Current 8th grade students will matriculate into the high school in their current boundary. All students in 5th grade and below at these four schools will attend T.R. Smedberg Middle School and Sheldon High School within the new boundaries.
Irene B. West Elementary School The Board of Education approved a boundary change for Irene B. West Elementary that takes effect in the 2011-2012 school year. This boundary change will assist Laguna Creek High and Harriet Eddy Middle schools with their declining enrollment while also eliminating the need for these students to cross Highway 99 to attend Monterey Trail High and Edward Harris, Jr. Middle schools.
The new boundary impacts a portion of Irene B. West Elementary students who live west of Highway 99 between Sheldon Road and Laguna Boulevard. The new proposal shifts students living in this area from the Monterey Trail High and Edward Harris, Jr. Middle schools boundary into the Laguna Creek High and Harriet Eddy Middle schools boundary beginning with the 2011-2012 school year.
Current affected 6th grade students will attend Harriet Eddy Middle School. Current 7th grade students can remain at Edward Harris, Jr. Middle School but will attend Laguna Creek High School. Current affected 8th grade students will attend Laguna Creek High School. All affected students in 5th grade and below will attend Harriet Eddy Middle and Laguna Creek High schools.
Effective immediately, any new students that move into the affected areas will attend schools in the new boundaries. In addition, students who wish to transition to their new boundary will be allowed that option in 2011-2012 unless the middle or high schools are already at capacity.
