As we announced yesterday, the House FY2012 Labor, Health and Human Services, Education and Related Agencies (Labor H) Subcommittee has released their draft bill. The phenomenal spending freeze for CSBG is a great step forward as Congress continues the FY2012 Appropriations process.
We also made progress on other programs. The draft bill funded Head Start programs at $8.1 billion which is $540 million more than last year and the same as the President's request.
Unfortunately, LIHEAP funding received a $1.3 billion cut from FY2011, but this figure is still $822 million above the President's request. Defenders of LIHEAP in Congress are telling me that they need more Administration support in order to pursue increasing funding levels.
This is only a draft bill, and there are still many hurdles to go. This includes a large percentage of the Congress who is pressing for deeper cuts to domestic spending. As always, Labor H draws the most attention. There is hope that all bills will be put into an omnibus bill by the time the Continuing Resolution ends on November 18th. However, I hear from senior members of the Appropriations Committee that passing an omnibus bill will be difficult.
