Roll Call on Tonko-Bass Amendment to Save Weatherization
in 2012 Funding at approx 2PM

Dear Association Leaders,
The short debate on the Tonko-Bass bi-partisan WAP and efficiency programs amendment occurred last night and can be seen on You-Tube.

The roll call is scheduled for early afternoon along with votes on other proposed changes. Please make sure that your staff or your Members have either made their call already or will do so in the next three hours, ESPECIALLY to the WAP-friendly Republicans listed below.
As you will see in the video, the Subcommittee Chair argues "THEY DON'T NEED THE MONEY" (because of the billions in unspent ARRA). That confuses some Members and staff. Today's calls should emphasize the rebuttal. Here's a short script to modify as befits your state:
"Please vote for the Tonko-Bass amendment that will save the Weatherization Assistance Program for next year after our Recovery Act funds are no longer available. The Committee Bill would make it impossible to keep our best workers and contractors at work - making certain layoffs even deeper.
We have seen the House debate and heard the argument that our Weatherization program doesn't need the money because of ARRA funding. That is not true here in _______ because (pick your best of these three):
1. We will spend all our ARRA funds and also much of our regular DOE funding/utility funding LONG before the funds in this Bill are available (4/1/2012).
2. We will spend all our ARRA funds by the day before the funds in this Bill are available (4/1/2012).
3. We will not have ARRA funds as of the day before this Bill's appropriation is made available by DOE (4/1/2012).
