Labor Skills and Foreign Direct Investment in a Dynamic Economy: Estimating the Knowledge-Capital Model for Singapore Gnanaraj Chellaraj Economist/Consultant World Bank, Washington, D.C. Visiting Scholar, East-West Center
Dr. Chellaraj will share how changes in the inbound and outbound investment between Singapore and a sample of industrialized and developing countries are analyzed. The nature of Singapore's two-way investment with the industrialized nations has shifted into skill-seeking activities over the period, while Singapore's investments in developing countries have increased sharply and become concentrated in labor-seeking activities. Over the period 1984-2003, Singapore's skilled labor abundance relative to all parent industrialized countries increased total inbound FEI stocks from these countries to the tune of US$ 30 billion, while its skilled labor abundance relative to all host developing countries increased total outbound FEI stocks to these countries to the tune of US$ $9.5 billion.
Dr. Gnanaraj Chellaraj's research interests include foreign direct investment, immigration, intellectual property rights and health care policy. He has worked in thirty-eight countries for the World Bank, including Papua New Guinea and Malaysia. Between 2002 and 2005 he was an economic advisor to the Government of Singapore. He has also held visiting positions at the University of Colorado and the University Adelaide, Australia.
