Pacific Disaster Center and UH in Viet Nam

The Hawaii based Pacific Disaster Center (PDC) and the University of Hawaii have recently completed a series of talks with partner institutions in Viet Nam, including the Viet Nam Academy of Science and Technology (VAST), Water Resources University (WRU), the Institute for Economic Research, and the Center for Management and Mitigation of Natural Disasters.

PDC Executive Director Ray Shirkhodai and Chief Information Officer Chris Chiesa, along with University of Hawaii Vice President of Information Technology and Chief Information Officer David Lassner, met with representatives from VAST and directors/senior representatives from four of its approximately 30 institutes to discuss plans to develop, deploy and operate a seismic and tsunami warning system for Vietnam; begin student and faculty exchanges with PDC and UH in support of developing space technology curriculum and programs for Vietnam's 2020 goal of becoming a space nation; to establish collaborations with PDC and UH in studying flash flooding, debris flow and associated land slides, and active faults in the country; and discuss issues in related to urban flooding, climate change impacts, migration, etc., in HCMC and southern Viet Nam, in preparation for the upcoming PDC/East-West Center conference, Urban Asia: Challenges of Transition and Governance, later this summer.

An MoU Signing and PDC Hanoi Project Office Opening Ceremony was co-organized by PDC and WRU. The event was attended by over 40 representatives of Viet Nam's Ministry of Agricultural and Rural Development (MARD), VAST, and WRU, as well as representatives of the U.S. Embassy, USAID, USTDA and The World Bank. Shirkhodai and Lassner provided opening remarks along with WRU Rector Dr. Nguyen Quang Kim. Chiesa provided a presentation detailing PDC's recent and planned activities in Viet Nam. WRU's Ms. Pham Hong Nga provided an overview of current WRU activities and programs at their Hanoi and Ho Chi Minh City campuses, as well as planned expansions (via Asian Development Bank funding) of the Hanoi Campus. (WRU has over 10,000 students at its various campuses.)

Transnational Corporations and Local Firms in Developing Countries: Linkages and Upgrading
By Michael W. Hansen & Henrik Schaumburg-Muller
Copenhagen Business School Press,
2006, 398p.          Price $64

This book studies the organization and effects of linkages between transnational corporations mainly Danish and local firms in developing countries. It is based on a number of case studies of linkage collaborations and a survey of about ninety Danish firms and their relations to partners in developing countries. The analyzed host countries are Ghana, India, Malaysia, South Africa, and Vietnam. The book is a contribution to the emerging literature on firm strategy in developing countries, offering new empirical evidence of the multi-faceted and complex nature of cross-border inter-firm linkages. It documents how even small firms in both developed and developing countries engage in and can benefit from cross-border linkages.
