74TH STATED MEETING HIGHLIGHTSFebruary 26, 2011
Moderator Installation 
At each winter stated meeting, we install our moderator for the coming year. Here is the sequence:
  • Outgoing Moderator Elder John Hitchcock shared a number of his activities, all clearly positive experiences for him.
  • Call to Worship and Opening Prayer.
  • The congregational singing of Joyful, Joyful, We Adore Thee.
  • Following a responsive Invitation to Discipleship, John led the incoming Moderator, Rev. Joyce Rife, in a series of questions related to her term of office. A unison prayer followed.
  • The Commerce Presbyterian Church choir sang Majesty and Glory of Your Name.
  • John then passed the symbols of the office of Moderator, a cross, stole and gavel, to Joyce, and all sang presbytery's theme song and Joyce's favorite, Here I Am, Lord.

Reception of New Ministers

While reception of new ministers is not ordinarily done at the start of a meeting, it was this time so as to allow new ministers voice and vote related to the Proposed Constitutional Amendments. The following became minister members of our presbytery:

  • Roger Nicholson, member of Middle Tennessee Presbytery - serving as Interim Pastor of Oconee Presbyterian Church.
  • Joan Stevens, member of Tampa Bay Presbytery - serving as Stated Supply Pastor of Helen Presbyterian Church.
  • Rindy Trouteaud, member of the Presbytery of Greater Atlanta, serving as Interim Pastor of Monticello Presbyterian Church.
  • Jennifer Horton, member of Giddings-Lovejoy Presbytery - serving as Temporary Supply Pastor and Moderator of Session of Pleasant Hill Presbyterian Church.

Votes on Proposed Constitutional Amendments
Alice Wood, pastor of the Wiley Church and member of the Bills and Overtures Committee, opened this portion of the meeting with prayer and led a responsive reading of a  "Covenant", a specially prepared prelude to voting. Elder Bill Cravens, chair of the Bills and Overtures Committee and member of Saint Andrew Church of Augusta, called upon Stated Clerk Joe Berry for a definition of persons eligible to vote.

 

Bill then presented guidelines regarding the voting process. This included: a three minute limit to speaking, alternating pro and con presenters, voting would be by paper ballot, and the stated clerk and members of the Bills and Overtures Committee would tally the votes and present the results in the early afternoon.

Debate started regarding Part 1, 10-1, New Form of Government (FOG). A total of five or six persons total spoke pro and con but the allocated time was not used. Ballots were distributed and collected.

 

The next proposed change was Part 3, 10A Gifts and Requirements - on Amending G-5.0106b. The intensity of involvement here was noticeable. Approximately six pro and six con persons address this proposed change, with 15 to 20 in line pro and 4 to 5 in line con. At the end of the allocated time, debate stopped and Bill asked if there was any desire to extend debate. A motion to do so failed by voice vote so again, ballots were distributed and collected.

 

The discussion and debate regarding Part 3 10F Certified Christian Educators - On Amending G-11.0407 and G-14.0730 began. Distribution of ballots, voting and collection of ballots proceeded.

 

There still being time on the docket for voting, Bill called attention to an omnibus motion regarding Part 3, items 10-B through items 10-O. Two items were removed from the omnibus ballot and were to be voted on separately. These were: 10-C Requiring Sexual Misconduct Policy - On Amending G-9.0404c and 10-G Synod Function - On Amending G-12.0100. A question was raised as to what constituted "sexual misconduct." In an effort to furnish adequate definitions from presbytery policies and respond to other requests for information, the decision was made to delay vote on 10-C until the spring meeting, and to provide church and commissioners with additional educational information before then. Ballots were distributed, filled out, and collected regarding the omnibus motion and 10-G.
Necrology and the Sacrament of the Lord's Supper
In addition to presbytery's tradition of change of Moderator at the winter stated meeting, there is another tradition. This one recognizes the death of our elders and ministers and, at the same time, emphasizes our unity and permanency in God's kingdom. Commerce meeting

 

Following a Call to Worship, Unison Prayer, and the singing of When We Are Living, there occurred A Time of Remembrance. Here were recognized the passing of two ministers and thirty-four elders in 2010. Subsequent worship acts, including the Prayers of the People, Call to Confession, Prayer of Confession, Assurance of Forgiveness, Scripture Readings, and Reflections by Rev. Joyce Rife and Rev. Monty Nelson, led to the Sacrament of Communion. Worship ended with the singing of For the Bread Which You Have Broken.

 

Subsequent to worship, the Bills and Overtures Committee reported the tally of the voting which occurred earlier:

10-C will be voted on at the May stated meeting, along with Part 2 10-2, Confession of Belhar.
Council

Council's report began by introducing Maurice Gregory, an elder for the First Gainesville Church and chair of the Budget and Finance Action Team. Maurice began by indicating that presbytery's budget for 2010 ended in the "black." However, the draft of the 2011 budget in the amount of $525,468 contains a $27,000 deficit. As a result, Ministry Teams and Action Teams are advised to commit no more than 1/2 of their 2011 budget at this time. He also recommended that churches pledge an additional 25 cents per member per month. Following review, a revised budget will be presented at the May 17, 2011, stated meeting.

 

Presbytery approved the Council recommendation that the 2011 fall stated meeting of presbytery be held at Unicoi State Park, convening late afternoon on Sunday, November 6, and concluding the next day. Also, following our CPA's recommendation, a fourth person was authorized to sign checks - the chair of Council. In this case, Brock Burnett was so elected.

 

Further Matters

As the afternoon began to wind down, the following reports informed the commissioners:

  • The Committee on Ministry recognized the retirement of the Reverend Dave Fahner.
  • Edie Covert, reporting for the Leadership Development Ministry Team, called attention to the report in the Handbook and various documents in the presbytery packet e.g. Summer Camps and Conferences and resources in the presbytery Resource Center, such as Vacation Church School curriculum options, and information related to the Middle East. Edie also called attention to the Kairos/Palestine document, urging churches to study it prior to the stated meeting in May.  Ken Meeks commented on the recent highly successful Winter Leadership event, which drew about 270 participants.
  • In a Minute for Mission, the Lavonia Church described, among other programs, their involvement in the Georgia Food Bank distribution - providing 3,000 food boxes to individuals and families.
  • The Nominating Committee requested presbytery to approve Preparation for Ministry Team being given the authority to recommend to presbytery names of persons to serve as readers for standard ordination examinations. Nominating Committee was further granted authority by presbytery to fill additional Ministry Team and Commission vacancies between meetings of presbytery.
  • Communications/Links Network Ministry Team chair, Emily Cheney, presented a strong case for electronic media versus paper, environmental issues, and ecological concerns.
  • Congregational Development Ministry Team - Alice Wood and Julie Thompson emphasized the coming Acts 16:5 program to be led by Stan Ott, and Alex Stevens called attention to the Association of Smaller Congregations Conference to be held May 16 - 18, 2011, at Epworth-by-the-Sea.
  • Following the report of the Resolutions Committee and a Worshipful Moment, the meeting ended at 3:30 p.m.

 The next meeting is May 17, 2011 - hosted by the Augusta Korean Presbyterian Church. Registration begins at 8:30 a.m. with Call to Order at 9:30 a.m. The theme is "Toward a Just Peace in Israel-Palestine." Rev. Fahed Abu-Akel and Mr. Mark Braverman will both make presentations at the meeting.

Postscript 

 

After approximately ten months of seeking to mediate differences and reconcile persons at Reid Memorial Presbyterian Church in Augusta, Georgia, representatives of the Committee on Ministry presented their report to a Special Meeting of Northeast Georgia Presbytery held at Friendship Presbyterian Church on March 15, 2011. It included comments from various members of the Session of Reid Memorial Presbyterian Church. Per procedures outlined in The Book of Order, the pastor of the church, the Reverend Dr. R. Leslie Holmes and persons supporting him presented his responses to this report. Following questions and debate from elected commissioners, Northeast Georgia Presbytery passed the following actions:

  • Dissolved the relationship between Rev. Dr. Leslie Holmes and the Reid Memorial Presbyterian Church of Augusta;
  • Formed an Administrative Commission to provide pastoral support and guidance to the Session of Reid Memorial Church in facilitating healing and reconciliation within the congregation.

Thank you, Commerce Presbyterian Church! You did it again - meaning you successfully hosted a meeting when we had special needs. The last time we met there, we needed ten break-out rooms. This time, while break-out rooms were not an issue, the sheer number of persons present was. Since there were over 200 present, special accommodations were necessary for seating in the sanctuary and at mealtime.

Folks, you were outstanding in your hospitality - from registration, welcome snacks, displays, and as already mentioned - the sanctuary and a delicious lunch! While many members there contributed to the success, two names stand out - host pastor, Monty Nelson, and chief organizer, Elder Pat Ellis.
