Angry Demonstrations in Wisconsin as Cuts Loom

Angry public workers, facing cuts, crowded into the Capitol on Wednesday in Madison, Wis.
|
MADISON, Wis. - As four game wardens awkwardly stood guard, protesters, scores deep, crushed into a corridor leading to the governor's office here on Wednesday, their screams echoing through the Capitol: "Come out, come out, wherever you are!"
Behind closed doors, Scott Walker, the Republican who has been governor for about six weeks, calmly described his intent to forge ahead with the plans that had set off the uprising: He wants to require public workers to pay more for their health insurance and pensions, effectively cutting the take-home pay of many by around 7 percent.
He also wants to weaken most public-sector unions by sharply curtailing their collective bargaining rights, limiting talks to the subject of basic wages.

Deadline today on DSO's final offer
| By MARK STRYKER Detroit Free Press Staff Writer Feb. 16, 2011

Detroit Symphony Orchestra musicians walked off the job in October. An up-or-down vote is requested by 5 p.m. today on a contract proposal.
|
Detroit Symphony Orchestra management made what it calls a final offer to musicians Tuesday night, requesting an up-or-down vote on the contract proposal by 5 p.m. today. The move -- which comes in the wake of five days of talks during which the two sides found common ground on some key issues but remained divided on a number of others, including basepay -- starts the clock ticking again toward a possible cancellation of the season as early as tonight. With the strike in its 20th week and half of the season already lost, the two sides have struggled to create a financial and work-rule package that will lower costs enough to sustain the cash-strapped DSO and make possible a wider range of outreach initiatives -- while at the same time satisfying musicians' concerns about retaining parity with peer orchestras in or near America's to 10. Contributions: Colorado Symphony musicians have been taking up collections to forward to the DSO Musicians' Fund. CSO contributions are administered through the DMA. If you wish to include your contributions with CSO musicians, make your payable to the "Denver Musicians Association" and note "DSO Musicians' Fund" in the memo. Michael Kaiser - The Orchestra Conundrum
| Michael Kaiser President of the John F. Kennedy Center for the Performing Arts Posted: February 7, 2011 08:26 AM Huffington Post
Over the past three months I have been approached by three separate regional orchestras seeking advice on ways to deal with crippling budget deficits.
In each case, the orchestra has suffered chronic deficits that have blossomed over the past two or three years. The combination of shrinking audience and donor interest has been compounded by the poor economy.
Each of these organizations has been bailed out before, but this time many major donors are angry and refuse to give substantial amounts unless a new business model is put in place.
I know these three orchestras are the rule, not the exception. One only has to observe what has happened in San Antonio, Miami, Honolulu and Detroit (none of "my" three orchestras) to know that the orchestra world is going through a major discontinuity, at best, and an implosion, at worst.
What has led us to this point? Read On

Stand with Wisconsin's working people
|

Dear Supporter,
CEOs and their corporations spent more than $1 billion nationally last fall to elect politicians who would work for them. Now those politicians are saying "thank you" by trying to enact an all-out assault on middle-class families. But this week, Wisconsin has shown us how powerful it is when working people fight back.
Wisconsin Gov. Scott Walker thought he could cut the pay and trample the rights of more than 150,000 state workers and not face any consequences. Well, he was wrong. Tuesday, 13,000 people went to the state capitol to protest Gov. Walker's plan, and to tell their state legislators to oppose it. Dozens spent the night in sleeping bags in the Capitol Rotunda and over 50,000 arrived to protest on Wednesday.
Stand with the workers in Wisconsin in their struggle to be heard over the CEOs.
Then, get ready to put up the same fight in your state, because Gov. Walker isn't the only one who owes payback to the CEOs who got him elected. Governors and state legislatures around the country are threatening to pass similar laws that would drive down wages, weaken workplace protections and cut services middle-class families depend on.
Wisconsin has shown us that when working people join together and fight back, we can make headlines and influence politicians-even without billions in corporate money. Stand with Wisconsin's workers.
In solidarity,
Working America, AFL-CIO

GOP Budget Ax Slashes Workers, Spares CEOs
| Feb. 15, 2011 The House Republican budget plan makes massive cuts in education, job training, infrastructure jobs, workplace safety, workers' rights and the environment in this fiscal year. But it doesn't ask for any sacrifices from Wall Street or CEOs. AFL-CIO President Richard Trumka says the plan is a "naked payback to the CEOs who poured millions into the 2010 elections." Read On

President Obama Proposes Deep Cut to NEA in FY 2012 Budget
|
  | | |
February 14, 2011
The Obama Administration released today the FY 2012 budget request to Congress which includes the nation's cultural agencies and programs, including the National Endowment for the Arts (NEA), Institute for Museums and Library Services (IMLS), and the Department of Education's Arts in Education program.
As Americans for the Arts President & CEO Robert Lynch noted in a press statement:
"The administration request of $146 million for the National Endowment for the Arts is a decrease of $21 million from the $167.5 million that Congress appropriated last year. The arts community recognizes the shared sacrifice being asked of all federal agencies to help reduce our national debt and is willing to do its part. President Obama had acknowledged in his State of the Union that it was time to prioritize and identify the programs and agencies that work and invest in them to 'win the future.' The NEA is one of those agencies. It helps create jobs and drive economic activity by leveraging modest but critical funds at the state and local level and is part of the solution to returning our economic vitality.
At a time when NEA dollars are the critical lifeline helping state and local budgets survive as philanthropic dollars are dwindling, this drastic reduction does not take into account the incredible return on investment those funds generate to federal, state and local treasuries. While we are pleased that cultural institutions such as the Smithsonian received additional funds and that the Corporation for Public Broadcasting saw continued support from the president, we believe the administration has missed the mark with such a deep cut to the primary federal source for leveraging support for cultural programs and public and private funding to every state and community in our country.
It is our hope that Congress and President Obama will work together to come to a compromise that understands the importance of the creative sector to our communities and economy."
A breakdown of the president's FY 2012 budget request is as follows:
Key Federally Funded Arts Program | FY 2010 Enacted Appropriations (in millions) | FY 2012 President's Budget Request (in millions) | National Endowment for the Arts | $167.5 | $146 | National Endowment for the Humanities | $167.5 | $146 | Institute of Museum and Library Services | $32* | $32 | U.S. Dept. of Education's Arts in Education | $40 | $0** | Corporation for Public Broadcasting | $460 | $451 |
* The FY10 Office of Museum Services (IMLS) budget also included $16.3 million in congressional earmarks, not included in our figure.
** Similar to last year's administration budget proposal, the Arts in Education program is consolidated with six non-arts programs. It is unclear at what level grants in arts education will be supported.
A Complicated Budget Situation
President Obama's budget announcement today is complicated by the fact that Congress has yet to complete consideration of the previous year's budget (FY 2011). As you may know from our email alerts to you last week, we are working to prevent deep cuts to, or possible termination of, the NEA from taking place in the U.S. House of Representatives later this week. We will be monitoring action in the House and reporting back to our grassroots advocates as soon as possible.

Song for Band- Grade 1/2, by Debbie Davidson. A great song for the
first band concert of the year! It uses the first five notes typically used in
band method books, and is inspired by "Bolero." A quiet tune begins with the
flutes and then gradually all of the instruments are added for a big climax
before it tapers back down to the flutes. Sure to be a crowd-pleaser! $25
