Regulation, or lack thereof
By Pete Vriesenga

Whether in context of economics or industry safeguards, the very mention of "regulation" is hot button issue. The April 20 catastrophic explosion on the BP deepwater drilling rig left 11 workers missing, and presumably dead. The resulting impact on the environment, coastal residents and related industries will last for decades. A Wall Street Journal story cites how logical regulations may have prevented the resulting spill by requiring a remote, acoustic shutoff valve. Countries of Brazil and Norway (since 1993) require these devices, but once again it's a day late and a dollar short by the time we acknowledge our failings and shortsightedness.

When will we wake up as a society to acknowledge the need for clear and enforceable regulations? Combined malfeasance of the finance, insurance, mining and oil industries have brought much of the world to its knees, and only now can we hope that tougher regulations will be put in place. There are untold thousands of preventable disasters waiting to happen at this very moment, but the political will to fend them off will only come after it's too late.

The Colorado Music Festival is among 20 Colorado organizations to receive a NEA "Access to Artistic Excellence" grant. This $10,000 grant was possible only because Colorado is among 18 states that have no Prevailing Wage regulations governing arts funding. CMF's compensation rate for musicians (approximately $270/week for 4 rehearsals and 2 concerts) falls well below prevailing wage in this industry.

Many of these musicians who summer in Boulder routinely file for unemployment compensation in their home state. Ironically, they must be careful not to earn more than their allowable maximum or risk jeopardizing their unemployment checks.
Arts & Creative Industries Post Legislative Wins

Chris DanielsThe legislative session was fruitful for arts advocates this year. In January, Governor Ritter announced a package of three pieces of legislation to target the creative sector as a strategy for economic growth. All three bills have passed the House and Senate and now await the Governor's signature. In addition, the Legislature maintained level funding for the Council on the Arts for next fiscal year. Unfortunately, the budget for the Office of Film, Television and Media was reduced 10%, but this cut is much lower than the original budget proposal which would have cut both agencies another 33% over last year's 25% reductions. The Governor's Office is working to schedule a bill signing event during the week of May 3, which will likely be held at the Art Institute of Colorado. We hope that arts and creative industry advocates will come out in large numbers to help celebrate the bill signing, so please stay tuned for final details.

A fourth piece of legislation that would require a course in visual or performing arts for graduation from high school has not yet passed out of the legislature. The bill was championed by Representative Michael Merrifield, a former choir teacher.

Kellogg Fanfare (world premiere)
Sibelius Violin Concerto
      Featuring Yumi Hwang Williams, violin
Copland Symphony No. 3
A special treat opens up the final concert of the 60th season, so new that the details are still forthcoming-but, it will be made in Colorado! Then, the FCS is thrilled to welcome back Yumi Hwang-Williams as she plays one of the great early 20th century violin concertos: the D minor by Jean Sibelius. To conclude this special event, the symphony takes on the symphony that many consider to be the best of its genre in the 20th century, Copland's No.3, complete with a "ginormous" set of variations based on this American composer's Fanfare for the Common Man.

ENGLEWOOD ARTS PRESENTS in Hampden Hall, 5/9
Music from "Pulcinella"
The Rosetta Music Society
Scott O'Neil, conductor and music director
Musicians from the Colorado Symphony Orchestra

Celebrate Mother's Day with Englewood Arts Presents! The closing concert of the 2009-10 season will feature the third program by the Rosetta Music Society in a performance of Stravinsky's "Suite from Pulcinella."
After having composed The Rite of Spring, Stravinsky was rightly considered one of the most progressive composers of the early twentieth century and one of the greatest orchestrators ever. His interest in early music, however, was piqued when Diaghilev approached him about doing a modern adaptation of music originally composed by the Baroque composer, Giovanni Pergolesi ~ or so they thought.
Hear, see, and interact with a performance that explores what happens when a modern master orchestrator designs new clothing for the themes of an old, master melodist - when random arias and trio sonatas become Pulcinella.  When does it cease to be Pergolesi, and when does it become Stravinsky...or does it?  Come hear the Rosetta Music Society play the old and the new side-by-side ~ and then decide for yourself!

a chamber music component of the Colorado Chamber Orchestra,
Noriko Nikki Tsuchiya, Music Director and members of the CCO.

WHAT: Walden to Xanadu: Retreats for the Mind
This music program is presented in three acts and invites the audience to travel through time and space. The idea of a retreat for spiritual renewal is exemplified by HD Thoreau's Walden as well as Xanadu, the summer palace of Kublai Khan who preferred the peace of the countryside to war-mongering. It was famed for its opulence and as a rich center of culture. Since the Mongul empire once stretched from Mongolia through China into the European continent, it creates the perfect "set" or backdrop for the wide-ranging repertoire we propose to present. The audience is invited to create their own narrative using the music and their own imagination as inspiration. We end our evening with a joyous Suonare Fete fit for a palace in Xanadu!

ANNOUNCEMENTS

AFM-EPF Pension Rehabilitation Plan
The Pension Protection Act of 2006 requires the funding "zone status" for defined benefit multiemployer plans including the American Federation of Musicians and Employers' Pension Fund (the "Plan") to be certified each year by the plan's actuary.  On April 15, 2010 the actuary for the Plan certified the Plan to be in "critical status" (also known as the "red zone") for the Plan year beginning April 1, 2010.  The significance of entering critical status is that the Plan's Board of Trustees (the "Board") is required by law to adopt a "rehabilitation plan" designed to improve the Plan's financial health and to allow it to emerge from critical status.

On April 15, 2010 the Board adopted a rehabilitation plan (the "Rehabilitation Plan") consistent with this requirement. Click Here for more information.

Announces auditions for the 2010-2011 season
May 29/June 5, 2010

All String Players (violin, viola, cello, and double bass) between the ages of 13 and 29 are welcome to audition. Interested woodwind, horn and trumpet players may also audition for our programs that include winds.

The CYS is a chamber orchestra comprised of the finest middle school, high school, collegiate, and young professional string players in the region. We seek a complement of 14 violins, 6 violas, 6 celli, and 3 double basses, but will fill our roster with only the most highly qualified players.

The CYS presents three to four programs each season, with most programs being performed at least twice. This orchestra provides an opportunity to learn repertoire not usually programmed by larger ensembles, and may serve as a unique supplement to a full orchestra experience.

2010-201 repertoire highlights will include: Elgar Introduction and Allegro, Brahms String Quartet in c minor and Mendelssohn String Symphony #9 and our annual baroque program. We will also collaborate with eminent local artists in concerto appearances. Past guest soloists include Linda Wang, Ricardo Iznaola, Alice Rybak, Bil Jackson, Michael Thornton, Lisa Martin , Claude Sim and Eugenia Alikhanova.

Quiet Song for Band- Grade 1/2, by Debbie Davidson.
A great song for the first band concert of the year! It uses the first five notes typically used in band method books, and is inspired by "Bolero." A quiet tune begins with the flutes and then gradually all of the instruments are added for a big climax before it tapers back down to the flutes. Sure to be a crowd-pleaser!

Finale to Beethoven Symphony No. 9- Grade 2+ for full orchestra and SAB chorus, Debbie Davidson.
Arranged to make this amazing classic accessible for middle school students. Key signatures and changes are simplified. Vocal parts are all doubled, and the Baritone part is optional. An advanced part is included for extra support - when this piece was premiered at Cherry Creek Academy, a teacher played this advanced part on the cello and an advanced piano student played it on piano. Most of the second parts (i.e. second clarinet, second flute, second violin) can be handled by students in their second year of instruction. The Cherry Creek Academy performance involved singers, grades 5 - 8, band members, grades 6 - 8, and orchestra members, grades 6-8.
