County Officials Elected to WCA Board of Directors
The Wisconsin Counties Association (WCA) has announced the results of the elections to their board of directors. The elections occurred at their biennial district meetings, which wrapped up last week and are held every two years following the spring election.
The term of office for the WCA Board of Directors is two years, with board composition including county supervisors, board chairpersons, executives and other constitutional representatives.
"Our Board of Directors drives this association. These district meetings, which represent literally every corner of Wisconsin, are an opportunity for county officials to learn more about the activities of WCA, as well as get involved by running to serve on the board," said WCA Executive Director Mark D. O'Connell. "This board represents the interests of our counties and we look forward to working with each of them to impact policy and direction of both our association and the state."

Nominations for WCA Second VP; Other Positions Now Being Accepted
Nominations are currently being accepted for the position of Second Vice-President of the Wisconsin Counties Association (WCA). The 2012 WCA Nominating Committee, appointed by President Dick Koeppen, will meet in August or early September to recommend a slate of officers for 2012-2013. The deadline for submitting nominations is Friday, July 6,2012. In addition, nominations are also being accepted for Presidential Appointments to the WCA Board of Directors and WCA Steering Committees.

Still Time to Register: Budget Repair Bill Consortium Meeting May 23rd in Wisconsin Dells
At the recent WCA District Meetings, WCA Executive Director Mark O'Connell discussed the Budget Repair Bill (BRB) Consortium and the ground-breaking policy and procedures they have discussed since Act 10 became effective in March 2011.
This week, on May 23, 2012, Phillips Borowski, S.C. will be hosting another BRB Consortium Meeting. During this meeting, they will provide updates on Act 10 litigation, progress with handbooks, strategies for base wage bargaining as well as compensation system analysis. 2012 WCA Annual Conference Registration; Room Blocks Now Open
Registration materials have been mailed for the 2012 WCA Annual Conference in La Crosse County September 23-25, 2012.
Hotel room blocks are now open and counties are responsible for booking their own hotel rooms at any of the WCA-selected hotels. (Note: there has been a room/rate change with the Courtyard Mariott at 500 Front Street in La Crosse that occurred after publication of WCA materials. The two double queen bed rate is $139.00. The king with double sleeper rate is $139.00. There are 55 rooms blocked at this hotel).

Video: Wisconsin Jobs Outlook
On May 10, the Wisconsin Department of Revenue's Chief Economist, John Koskinen, gave a presentation about Wisconsin's job outlook in 2012 and 2013 to the Association of Government Accountants. The topics Koskinen covered include:
- Wisconsin's unemployment rate is significantly lower than the nationwide average and falling rapidly.
- Why the Bureau of Labor Statistics' (BLS) report of 30,000 job loss in Wisconsin is misleading and inconsistent with other BLS surveys and economic data.
- The different ways BLS measures employment through its surveys.
- What the hard count of unemployment records has to say
GPR revenue collections running ahead of estimates. - Wisconsin's stronger personal income growth and expanded job growth.

New National Report: Wisconsin Justice Initiative on Right Track
A newly released report from the National Center for State Courts (NCSC), a non-partisan justice think tank based in Denver, says Wisconsin's effort to build a stronger infrastructure of community programs and treatment alternatives to address the root causes of crime is paying dividends and should be continued. The 150-page report, Effective Justice Strategies in Wisconsin/A Report of Findings and Recommendations, was two years in the making. Researchers from NCSC visited 15 counties across the state and also surveyed numerous justice system stakeholders to assess the value of a range of strategies developed in Wisconsin to improve public safety and get smarter on crime.
Site visits took place in Ashland, Brown, Dane, Eau Claire, La Crosse, Marathon, Milwaukee, Outagamie, Ozaukee, Portage, Racine, Rock, St. Croix, Waukesha and Winnebago counties. Read more here. |

Use Tax Revenues: How Much are States Not Collecting?
States are now tallying an influx of income tax returns after the federal filing deadline passed a few weeks ago. But some are also eyeing another largely untapped source of potential revenue: use tax collections. In Wisconsin, it is estimated $150 million went uncollected in 2009.
Updated figures compiled in a Minnesota state House report show just how rarely taxes on Internet transactions and other untaxed goods is collected. A mere 1.6 percent of taxpayers in surveyed states reported use tax on their 2009 income returns, amounting to totals that would hardly register on state budgets. Passages: Past WCA President Reuben Schmahl
Past WCA President Reuben Schmahl passed away Wednesday, May 9, 2012. He began service on the Wisconsin County Boards Association, Board of Directors in 1976. He served continuously until his retirement in 1994.
During this time he served as WCA President from 1982-1983 and WCA Secretary/Treasurer from 1986-1994, after which he retired. Read the obituary here.
