Successful "WCA Human Services Day" Held in Madison

state capitolOver 150 county and human services officials gathered in Madison on Thursday, March 4, 2010 for "WCA Human Services Day."  This event was a presidential initiative of WCA President and Calumet County Supervisor Alice Connors.

In addition to a strategy session where county officials discussed key challenges, attendees met with legislators to discuss the top human services challenges facing counties.  These challenges included age of juvenile court jurisdiction, use of federal stimulus funds, human services financing and county homes: multi-county collaboration.

"Human service delivery is such a critical part of what counties do for the citizens of Wisconsin, while at the same time being an extremely complex issue," said WCA Executive Director Mark D. O'Connell.  "WCA President Connors has been a tireless advocate of human services issues and her presidential initiative for a 'Human Services Day' was a huge success in educating and raising awareness of funding needs for counties. We congratulate her for her dedication and vision."
Job Creation and Economic Development Bill Passes Senate Unanimously Last Week

A bill aimed at creating jobs and economic development opportunities in Wisconsin unanimously passed the Wisconsin Senate on Thursday, March 4, 2010 and will now move on to the Assembly for action.

Senate Bill 399, authored by Senator Pat Kreitlow (D-23) and Representative Donna Seidel (D-85), passed the Senate on a 32-0 roll call vote.  

"The overwhelming, unanimous support of the Senate demonstrates their commitment to getting people back to work in Wisconsin," said Wisconsin Counties Association (WCA) Executive Director Mark D. O'Connell. "We look forward to this important bill going to the Assembly and ultimately to Governor Doyle's desk so businesses right here in our state - businesses that are ready to grow once they are able to secure affordable financing, can create the necessary jobs to propel our economy and Wisconsin into the future."

WCA Staff Attend NACo Legislative Conference This Week

WCA legislative staff, as well as county officials, are attending this week's National Association of Counties (NACo) Legislative Conference, which runs from March 6-10 in Washington, D.C.

Health and Human Services Secretary Kathleen Sebelius and Agriculture Secretary Tom Vilsack will speak at NACo's Legislative Conference. Sebelius will address delegates at the Tuesday morning general session, March 9, and Vilsack will speak at Tuesday's Luncheon.

The Wisconsin delegation's caucus will be held on Wednesday, March 10 at the U.S. Capitol Visitor Center.  Several of Wisconsin's congressional delegation are expected to attend and office visits with other representatives and senators are being arranged.

WCA Steering Committee Updates

One of the foundations of WCA is the involvement of county officials on seven steering committees.  Each of the committees has now met at least once to discuss key county issues and more meetings are scheduled in the near future. 

Current topics addressed by the steering committees have included a proposal to defer conversion fees on agricultural land removed from production (a provision of the Working Lands initiative); countywide assessing of real property, which the Wisconsin Department of Revenue has now largely abandoned as a goal for 2010; invasive species including the Asian Carp in the Chicago Sanitary Canal; and WCA's continued support for ACE, the Agriculture Community Engagement program.  ACE is a joint effort of WCA, the Wisconsin Towns Association and the Professional Dairy Producers of Wisconsin.

WCA Seminar on Economic Development Draws Big Crowd; Register Today for March

Economic development is clearly a hot-button issue right now, as the WCA seminar on "Economic Development for Counties" held on Monday, February 22 drew 44 attendees and ten speakers. 

One development announced at the seminar is the availability to counties of a resource developed by Ken Harwood, the new director of Lafayette County's Economic Development Corporation.  Ken is making the networking resource available for free use by counties and can be found at www.futurewisconsin.com.  Stay tuned to the April Wisconsin Counties magazine for an article on this topic.

Grant Availability Through DATCP

The Wisconsin Department of Agriculture, Trade and Consumer Protection is accepting applications for its Agriculture Development and Diversification (ADD) grant program, which supports new enterprises and opportunities in the food and agricultural industry through innovation and growth. The amount of federal money Travis County, Texas, officials say was left on the table as the result of a 2000 census under count of about 16,000 county residents: $236 million. State officials say that the 2000 census under count cost Texas $1 billion over the past decade.
