House of Lords Reform

Last week CaSE organised a panel discussion on the topic of House of Lords reform.

The event, sponsored by the Biochemical Society, was chaired by our Assistant Director Beck Smith and the panellists were Lord Willis, Professor James Wilsdon and Baroness Finlay. The panel and audience discussed the current representation and use of expertise in the House of Lords, and Parliament more widely, and debated whether it could be improved (with or without reform).

We will shortly be publishing a report on the role of expertise in the House of Lords, which will be made available on our website.

Immigration
April saw CaSE hold a roundtable meeting on immigration policy with Home Office policy leads. Over twenty CaSE member organisations were represented, and the event was hosted by the Institution of Chemical Engineers.

The discussion made clear that, although there is still considerable unease about the Government's immigration reforms, it is apparent that the Home Office is keen to work with the science and engineering community. Fragomen LLP, who have kindly provided a breakdown of the recent immigration changes, note that no other sector has received this level of engagement.

The meeting marked almost two years since CaSE first began campaigning on the issue of immigration.

CaSE News 70
The latest issue of CaSE News has now been published.

As well as a round-up of CaSE's ongoing work, CaSE News 70 includes analysis of the Budget 2012, the government's new immigration rules, and our report on socioeconomic diversity in STEM.

CaSE News 70 also features guest articles on the quality of scientific advice in the Ministry of Defence, and a summary of our recent 'Scientists for Politics' event.

Science and maths education
CaSE Director Imran Khan has written an article in the Times Educational Supplement on the need for a kitemark in the teaching of science and maths education.

Despite some improvements, Imran has called on the science establishment to do even more to promote and celebrate best practice in education. The kitemarking principle of rewarding and recognising good practice would provide schools with a real incentive to give their pupils an advantage in pursuing further science and maths training.
New organisational members
CaSE is pleased to welcome Bayer Industries and the University of Essex as new members.

Ongoing Work
  • R&D Scoreboard
CaSE has asked the Department for Business, Innovation and Skills to reconsider their decision to scrap the annual 'R&D Scoreboard'.
The scoreboard helps government - as well as organisations such as CaSE - understand if policies to encourage R&D spending are having the desired effect.
  • 4G Windfall
CaSE is joining with other bodies to argue that the windfall from the UK's sale of its '4G' radio spectrum to mobile phone operators should be re-invested  in high-tech growth. Having done preliminary work on the viability of a campaign, we'll be spending much of the summer working out the details of the kind of activities such an investment could usefully support.
