A Farewell Message from the President

Col WilsonDear friends and members of SAME,

For the past 12 months I have been privileged to serve as President of the Greater Kansas City Post, Society of American Military Engineers. With over 25 years of active duty Army Engineer service, this was my first opportunity to lead a SAME post. More "corporate" than anything I had done in the past, the experience was truly a positive and rewarding one for me. Thank you to the very impressive officers of the Post - Mark Loes, Ann Evy, Kent Dvorak, and previously Tim Fobes - for their expert counsel and assistance throughout the year. Each of you volunteered and invested significant time and energy into your duties, and it was a pleasure to witness your talents. To our board members, committee chairs, and committee members, you delivered a year to remember by planning and providing excellent opportunities to meet monthly, share experiences, and build relationships throughout the Greater Kansas City community. 2009 was a tremendous year of growth and accomplishments which will undoubtedly lead to recognition as a Distinguished Post at the National SAME Conference. The officers, board, and committees should be very proud of their efforts this past year.

 

I would also like to thank our 539 members and 83 sustaining firms for their continued robust support to the Post and its goals and programs. Not only were our monthly luncheons of great professional value and camaraderie, but with your unwavering support the Post conducted highly successful marquee events like Industry Day, Vice President's Dinner, Skeet Shoot, and Small Business Social. Engineering and Construction Camp programs continued, as did the granting of scholarships to help offset college expenses to our most worthy applicants. None of this would be possible without the strong support from members and member firms. Thank you for your unwavering and enthusiastic financial support to our many activities and events. We couldn't do it without you.

 

In my last contribution to the newsletter, I would also like to make mention of significant administrative achievements during the past year. Ted Hartsig and the Education and Mentoring Committee completed a thorough review of our Scholarship Program application and award process. Using best practices we now have a process that is more closely tied to the Post's goals and provides more consistency, fairness, and accountability. We filled several vacancies on the board, and we welcomed the University of Missouri, Kansas City Student Chapter into our ranks to serve alongside our great Kansas University Student Chapter. Our website has been refreshed and is now more interactive and representative of our activities and membership than ever. Stemming from the Audit Committee's efforts we now manage separate Operations and Endowment expense and earnings reports, as well as balance sheets. We took advantage of the Post's excellent financial health and considerably grew the Corpus by meeting 2007, 2008, and 2009 contribution goals and prior year obligations. And, thanks to the oversight and leadership of John Brake, Merrill Watt, and our Council of Fellows we were able to review our Endowment holdings and rebalance in order to meet our investment strategy. Now, more than any other time in the recent past, we are operating in a fiscally transparent and responsible manner, with the necessary controls and accounting required of a non-profit entity.

 

I'm pleased to have played a role in the above accomplishments in 2009, and consider the future of the Post to be very bright. As Mark Loes takes over as President in the New Year, I wish each of you the very best regards. We must capitalize on the momentum gained in educating the officers and board on the Endowment, its purpose, and governance in order to grow the Corpus to meet our long-term financial goals. We must begin the rigorous task of planning the Missouri River Regional event in 2011. And, we must continue to grow our members, programs, and Post in a way that will enable us to win Top Post in the Society. As Immediate Past President, I look forward to addressing these challenges with you, and I know that together we will achieve them. Thank you for service to the Society and good luck in 2010.

3rd Annual Sporting Clays Challenge

gunshootThe 3rd Annual Greater Kansas City Post SAME Sporting Clays Challenge proved to be just as entertaining as always. Although the original date was a rain out, the teams enjoyed an absolutely gorgeous Veteran's Day holiday when the event was rescheduled. The Challenge began at 2:00 pm with a safety brief and then each team worked its way through the 12 station course at Powder Creek Shooting Park in Lenexa, Kansas. Following the shoot we enjoyed a great BBQ dinner sponsored by The Louis Berger Group.

 

The Post is fortunate to have the support that we do from our members for Winning Team   this good cause in raising over $4,000 for the work the Education & Mentoring committee does. Thank you to all the individual registrants, as well as our sponsors:  Arrowhead Contracting, Berger Devine Yeager, HDR, HNTB, JE Dunn Construction Company, Kleinfelder, Terracon, The Louis Berger Group, and. My Experience as the Muthanna Provincial Reconstruction Team Engineer in Iraq

Subsequent to the furling of the flag at GRD on 23 October 2009, Larry Myers was assigned to the State Department's one of fifteen Provincial Reconstruction Teams (PRTs). PRTs are a multi-discipline team organized to implement a "Whole of Government Approach" which is an integrated and comprehensive effort.

 

The PRT has five objectives: Governance, Political Development, National Unity (Reconciliation), Economic and Rule of Law. I was assigned to the Muthanna Province in Iraq. My role is providing assistance in the infrastructure planning, design, providing project management services as well as assuring quality construction into the many projects valued at over $50 million to the Province. These projects include schools, electrical distribution, roads and bridges, government offices and community buildings, including a shopping mall in the heart of the capital to spur economic development. I also am responsible for assisting the PRT in developing and planning project scope of work, cost estimates, as well as establishing priorities with the provincial governments in the rebuilding of infrastructure.

 

The Muthanna Province suffers from decaying infrastructure and a weak economy. But violence in this religiously homogenous province is rare and markets are well-stocked. Its roots are in the tribes of the desert, and they provide an auxiliary justice system that contributes to stability and social cohesion, especially in rural areas. Electricity, education, water and sewage systems remain problematic, but the fuel crisis of January has ceased.

 

mapThough second largest in area, Muthanna is a sparsely populated province that consists of agricultural land adjacent to the Euphrates along with vast expanses of desert. Its urban core has government facilities and services, but life in the outlying areas is strongly influenced by tribal customs. Throughout the province almost all women wear the hijab and abaya, and women generally do not venture outside the home without a family member; the culture is socially conservative. Muthanna is arguably the safest majority-Arab province in Iraq, and the cafes full of men in the evenings attest to its strong social networks and the freedom of its citizens to assemble peacefully.

 

Subsequent to the pull-back of the US Forces and turn-over of the security on 30 Jun 09, the PRT's are the catalyst to accomplishing the mission of sustainability and the Key Priorities for PRT's are:

ü   Serve as Platform for Reporting - "Eyes and Ears" of US Government

ü   Serve as an Honest Broker to mediate and manage ethnic tensions and avoid sectarian breakdown

ü   Help Iraqis strengthen capacity of Government Institutions and Civil Society to:  Protect the Rule of Law and Confront corruption

·         Deliver basic services

·         Support independent media

·         Encourage private sector-led economic development

·         Partner with newly elected provincial governments

·          Assist internally displaced persons

·         Support Elections (reporting, technical assistance, funding)

·         Serve as a Platform for United Nations 

 

The experience is not only rewarding but gratifying, as well as gaining new friends on the other side of the globe. It's amazing what $200k can do; for instance; replace a two room mud hut school with a 12-classroom brick school and playgrounds with recreation equipment. I think it is safe to say; without the United States of America military and taxpayer's assistance; this country would not have the opportunity to fully realize the potential that lies within its borders and the realization centuries of talent the Iraqi people possess. Another lesson learned is diplomatic and military actions can co-exists to bring about a change into the Iraqi society. While there are always thugs and goons in every society, the majority of the Iraqi people are grateful to the US for providing the means to bring peace, harmony and avenue for a better life and future for their children and grandchildren. Isn't this what we want as well?

 

I was asked by a Wall Street Journal reporter if I have seen progress from my tours in 2004, 2006 and 2009? You bet I have. I've seen a tremendous change not only in the infrastructure, but also in the minds and hearts of the people. When I was here in 2004, the people were holding onto the hope that things would get better. Today, I see action of people working together to build their country and the vision of a brighter future. The US Army Corps of Engineers and our partners rather they be designers, construction or suppliers have played a key role in bringing about this change, which I am very proud to have played a small part in making the people of Iraq dreams become a reality.

 

Larry is currently assigned to the State Department working with the PRT in Muthanna Province in southern Iraq. His one-year tour will end in April 2009.

 
Many Hands Make Light Work

On Saturday November 21st, members and friends of the SAME Greater Kansas City Post participated in a workday for Habitat for Humanity. This was the 3rd year that the Post participated in the event, which was a great success. The day's work included hanging drywall, interior painting, and general cleanup which all will lead to the homeowner having occupancy after the first of the year. A big thank you to all who volunteered their time and talents!

 

There are several Habitat for Humanity affiliates in the greater Kansas City area. Truman Heritage Habitat for Humanity serves eastern Jackson County. Habitat's mission is to eliminate poverty housing. Since its start in 1989, Truman Habitat has built more than 50 houses with the assistance of volunteers, corporate sponsors and families who will eventually call it their home. The homes are then sold to the families at cost, with a no-interest loan carried by Habitat.

 
 
SAME 3rd Annual
Small and Large Business Networking Event

A record crowd exceeding the 165 RSVPs participated in the 3rd Annual Small and Large Business Networking Event hosted by Berger Devine Yaeger Architects. Organized by Jackie Hacker, and Joe Davis, of the Small Business Committee. The Greater Kansas City Post (GKCP) provided a very conducive and elegant atmosphere for small and large business representatives across numerous markets, sectors and government to exchange information about capabilities and needs.

 

Col. Roger A. Wilson, Jr., USACE Kansas City District Commander presented a Norman Rockwell memento gift  to each of the Sponsors; and, each had a photo shoot with the Commander for their financial support to help make this a gala event. Multiple door prizes were given out including a gift certificate catering a 25-person group from the Kansas City Catering! Kansas City Catering provided delicious Baron of Beef, Spring Rolls, Three Cheese Pesto Torte, Boursin Spinach Mushroom Caps, "Uptown" Deviled Eggs and Gourmet Brownies to name a few of the tasty and delightful food. Other door prize contributors included BHC Rhodes, Custom Engineering, Jackie Hacker & Associates, and the Shaw Group.

Elisabeth Skibba - was impressed with the event and commented, "GSI's geotechnical engineering and material testing small business is expanding beyond our Kansas Professional Services Center in Wichita, Kansas. Kansas City is the location of GSI's newest endeavor. Networking through the small business community of the GKCP is an exciting and friendly way to make new acquaintances, quickly. SAME and the GKCP have produced opportunities we wouldn't have had. I was very favorably impressed with the benefits that resulted from GSI participating in this small business event. The GKCP, Jackie Hacker and Joe Davis organized and executed an impressive, effective and convenient small business marketing "meet and greet". And they did so in a value-oriented economical way that small, growing businesses can afford during a tight economy."

The objective of the 3rd Annual Small Business networking event was met by the continuation of new firms meeting and introducing themselves to each of us for anticipated prime, subcontract and joint venture Federal Contracting opportunities. These types of small and large business networking events help to develop and foster new working relationships amongst various contractors. It is truly a pleasure working as a Governmental advisor on the GKCP Small Business Committee with Jackie Hacker and Joe Davis."

 

Small Business Administration Kansas City District Representative Robert Fayne -"This was another outstanding affair where small businesses and large business, some meeting for the very first time, could exchange cards and greetings. The firms could give a brief synopsis of the type of business they are in and the kind of contracts they are looking for. They can set up future meetings to explore the different ways they can help each other complete future jobs or compete for future jobs. Having the head of the Kansas City Corps of Engineers, Col. Roger A. Wilson, make a presentation was a special treat."

Greater Kansas City Post Website has a NEW Look

It has been a year in the making but the NEW Greater Kansas City Post Website is here! The Communications Committee first budgeted and sought Board approval for a new Website in early 2009. The hunt was on then for a designer who would provide excellent service, possessed excellent capabilities, and would do so at an excellent price given the fact the Post is a non-for-profit organization. SAME found that partnership with Joel Johns at Webphibian and after reviewing the project proposal, signed a contract in February.
 
Collaboration between the Communications Committee and the Webphibian team began while the skeleton or "site map" was developed. Old content was reviewed, server hosts were changed, new content was added all while keeping in mind the overall look and feel of the SAME National Website.

The Greater Kansas City Post is hosting the 2nd Annual Industry Day held at the University of Missouri, Kansas City Campus Wednesday, February 3rd. The event will be kicked off with a Social Event the evening of Tuesday, February 2nd at the Boulevard Brewing Company. 
 
Conference Synopsis
The mission of SAME, the University of Missouri Kansas City and the United States Army Corps of Engineers is to bring a high quality education and training program to the engineering community. There will be significant opportunities to learn about military and civil programs of USACE, hear from local professors on interesting topics contributing to the community as well as being able to promote individual companies. Both private and public sector information will be presented.
