Champions for Town-Gown Relations Recognized at Clemson
Clemson, SC- Greenvilleonline.com reports on awards. The Joint City/University Advisory Board has recognized Clemson University's Habitat for Humanity chapter and former assistant city administrator Chip Boyles with its first Abernathy/Cox One Clemson Award. The award is named for current Clemson Mayor Larry Abernathy and the late Walter T. Cox, president emeritus of Clemson University, who together founded the Joint City/University Advisory Board 27 years ago. The award will be given annually to an organization and/or an individual whose accomplishments have served both Clemson University and the City of Clemson and have made a significant impact on both entities in a single year. Habitat for Humanity was recognized for having an impact on the university and city and on many area families. Recognized as National Collegiate Chapter of the Year in 2008 by Habitat for Humanity International, the Clemson chapter has built more houses than any other collegiate chapter in the nation. In the past 10 years, the group has built 16 houses in the area and has traveled to Guatemala and other places to build houses. Habitat for Humanity has partnered with Pickens High School to build two houses as part of the Youth Build Program. Chip Boyles was recognized for his work to found the International Town/Gown Association. He began work at the City of Clemson as assistant administrator in 2000. In 2008, Boyles left the City of Clemson for the Municipal Association of South Carolina but in September of that year became the first executive director of the International Town and Gown Association. He was instrumental in getting the organization off the ground and operating.

Kentucky House Bill 305 Blocks Mandatory Meal Plans For Off-Campus Students
Louisville, KY-WHAS11.com explains possible legislation. Some students at the University of Louisville are fighting for a change in student meal plans. Right now, students who live on campus and attend school there full time pay about $1100 each semester for the meal plan and students who don't live on campus pay $175 per semester for the meal plan. But, the off-campus students say that's too much and Kentucky State Representative Joni Jenkins agrees. She has introduced House Bill 305 to limit the power of public universities from imposing fees on students at will.
  
 
New Realities Sinking In For Local Government Finance
Pittsburgh, PA-
The postgazzete.com reports on joint efforts. The city needs money. The county needs money. Both believe that the big nonprofit institutions have money. That dynamic has resulted in the unusual circumstance of the city of Pittsburgh and Allegheny County simultaneously, and separately, asking large educational and medical institutions for dollars to plug holes in their 2011 budgets. The city has launched a collaborative, which is set to have its first meeting. The county has a task force, which has been holding meetings with individual institutions since November. Mayor Luke Ravenstahl and County Executive Dan Onorato concede that they're chasing the same money, and each makes a compelling case that his government deserves help from the tax-exempt institutions it hosts.

Education Initiatives and Extra Patrol Plans Help Students Respect Laws
Wilkes-Barre,PA - The Dallas Post reports on progress of initiatives. Officials at Wilkes University and King's College say the opening of more than a half-dozen new bars near their campuses has not caused any change in the way they educate students about alcohol safety."There's nothing we do that was instituted in the past two years," said Wilkes spokeswoman Vicki Mayk. She said that what is in place now is what was in place before the bars opened around Public Square and along South Main Street since students came back from the holiday break in January 2008.Reflex, Manny Fats, The Mines, Luna, Bourbon Street, Hardware Bar and a larger, relocated Rodano's have opened for business in that time, bringing more students out at night and leading to a stiffer police presence downtown. Though they aren't linked to the bar openings, high-profile incidents involving students led King's to bolster security around the campus on select nights.

Preserving Water Quality and Quantity Is Focus Of Agreement
San Marcos,TX- The San Marcos Local News describes progress of collaboration. Three local public entities recently announced a plan intended to preserve water quality and quantity at Spring Lake. Last month, Hays County Judge Liz Sumter (D-Wimberley) placed her signature with those of San Marcos Mayor Susan Narvaiz and Texas State University President Denise Trauth on a watershed protection plan amendment to a memorandum of understanding (MOU). The MOU, created in 2006, formalized an intention to "promote and facilitate planning for an innovative, collaborative effort to provide an environmentally-sensitive, contiguous green space from Spring Lake Hills, along Spring Lake and the San Marcos River, to Interstate 35," in the language of the document.  "It could mean more green space within the city and the county, it could mean more stewardship practices out in neighborhoods, down Ranch Road 12 all the way to the junction," Mendelman said. "For developers, it could be more controls on the runoff that comes off of new construction, it could be stronger storm water protections. It could be more coordinated education program for students about their impact on the river, and for landowners, their use of pesticides and lawn care chemicals and the variety of things that are put down in the ground.
