COLLEGE TOWN LEADERSHIP

Williamsburg, VA-The WyDaily.com explains the new commitment to improving and re-establishing positive Town-Gown relations. The city and the college will be joining together in the New Year to find a way to keep everyone - students and residents - happy neighbors. In a joint press release issued Friday, Mayor Jeanne Zeidler, speaking for the city, and President Taylor Reveley, speaking for the College of William and Mary, announced intentions to form a working group bent on strengthening "town-gown" relations.  In response to a suggestion from a focus group, the college also distributed literature about good neighbor practices to students and recently launched an off-campus housing Web site. Five people will form the Williamsburg Neighborhood Relations Committee - a college representative, a city representative, a student, a landlord and a neighborhood resident. The committee will meet monthly to discuss concerns, assess progress and offer recommendations, according to a joint press release. The group will form before the Spring 2010 semester begins and the meetings will be organized to accommodate students' changing schedules.

BUDGETS & ECONOMY

Tuition Tax Discussion Resolved Thanks To Combined Efforts From City, Universities, And Non-Profits

Pittsburgh, PA-Inside Higher Ed.Com tracks the decisions and resolutions of proposed tuition tax. Pittsburgh Mayor Luke Ravenstahl put this proposal to impose the nation's first college tuition tax on hold indefinitely Monday as two universities and a nonprofit health insurer committed to make new financial contributions to the city.In exchange for dropping the 1 percent "Fair Share Tax," the nonprofits have agreed to donate to the city and be part of a broad-based effort to revitalize Pittsburgh's economy and solve its longstanding fiscal challenges. They will also work to lobby Pennsylvania lawmakers on issues of concern to the city. Both sides gave a bit in a dispute that was closely watched by higher education leaders nationwide, many of whom were worried that the tuition tax idea might spread to their municipalities. The leaders of the city's colleges and universities, who had vowed not to negotiate any deal to kick in new contributions to the city while the tax plan was in play, appear to have become engaged in those the discussions. As state legislators moved to ban taxes on tuition, the mayor, who vowed to keep pushing for it, backed down just as his opportunity to leverage the situation was disappearing. This is a leap of faith for us all -- the future of our city and of our citizens is riding on it," Ravenstahl said at a Monday morning press conference, hours before the City Council could have voted on the tax plan. "But it is a leap of faith that, if successful, will result in the revenue ... that Pittsburgh needs to solve our legacy cost problem," the $15 million the city needs each year to keep its once-mismanaged pension fund alive.

ALCOHOL & ENFORCEMENT

Big Ten Schools Addressing and Enforcing
Off-Campus Violations
Iowa City,IA- The Daily Iowan reports on off-campus policies. At most Big Ten universities, a list of students' off-campus misdemeanor charges lands on a dean's desk every Monday morning. UI officials are looking to follow suit and implement a policy that allows them to discipline students for off-campus drinking violations. Thomas Rocklin, the UI interim vice president for Student Services, said the new procedure will help keep students safe and improve relations with city officials. The UI Code of Student Life states that sanctions cannot be issued in alcohol cases that occur off-campus unless it is at a university-sponsored event. That contrasts with policies in place at a majority of Big Ten schools, whose codes explicitly state that off-campus, underage alcohol consumption will not be tolerated and could result in consequences from the school.

PLANNING & HOUSING

Residential Expertise Offered Through Off-Campus Housing Website
Greeley, CO- The UNC Mirror explains that finding adequate and affordable housing can be especially difficult for college students who have more to worry about than where they want to live in a few months. Even though there are hundreds of students who live on campus, there are many students who, after their freshman year, prefer to live off campus. For UNC students, the Off-Campus Housing Office provides its residential expertise to help with this time-consuming process. According to the Off-Campus Housing Web site, the office is a student-run service funded by student fees. Faculty members assist students with the task of acquiring information about housing options within reasonable distance from campus. The office also has a database of what is available to rent. The information is obtained from management companies and private homeowners. Tristan Johnson, a senior geography major, said he lived in McCowen Hall before moving off-campus. "I loved living in old McCowen before I moved out, but I do like living off-campus, too," Johnson said. "The best part about living off-campus is that we get our own freedom. There are no rules that we have to follow, and there's no resident assistants or authority figures that tell me what I can and cannot do."

Ambitious Goals of Master Plan for Indiana State University
Terre Haute, IN-The Tribune-Star announces Indiana State University is unveiling a new master plan that will guide its facilities and land use for the next 15 to 20 years. The plan, developed by Ratio Architects, calls for updated student housing, several new athletic facilities west of Third Street and some upgraded academic facilities, including the College of Nursing, Health and Human Services. Campus improvements will support redevelopment of the riverfront - called Riverscape - and support downtown revitalization. Another goal is to make the campus more "visitor-friendly" by improving pedestrian and vehicular traffic patterns, and there eventually would be a review of all one-way streets on campus for possible conversion to two-way traffic."I think its exciting, it's do-able and it will improve ISU and have a positive impact on the community," ISU President Dan Bradley said of the master plan. ISU trustees will review the plan today during a seminar. Later, during their regular meeting, trustees will be asked to accept the long-range plan, which builds on previous master plans.
