Clemson City Council Provides Report on Town-Gown Conference and Exchange Visit with Murray, KY and Murray State University CLEMSON, SC - A report in The Daily Messenger describes a report provided by the Mayor, City Council members and staff that attended a national town & gown conference and exchange visit in Murray, Kentucky. The City representatives reported on presentations made by other cities and universities of practices in their communities to address town & gown issues.
Town-gown Task Force to Wait for New President and New Mayor EVANSTON, IL -The Daily Northwestern reports that Evanston's new mayor plans to create a Northwestern University- Evanston Task Force to resolve what the mayor has described "a 100 year war", but the task force is on hold until August waiting for the arrival of NU's new president.
Students Seek Mayor's Seat and Council Positions in College Towns CLIFTON PARK, NY and ITHACA, NY- According to articles in The Times Union and The Ithaca Journal, a 21 year old college student from Clifton Park is running for Mayor of Oneonta, NY. The student is running against a former Hartwick College president.
In Ithaca, NY the president of the Interfraternity Council at Cornell University is running for an open alderman seat for the 4th ward representing an area near the University. | |

College Town May Get New More Restrictive Occupancy Limits CONWAY, SC - Carolina Live News 15 reports that a proposed ordinance would create an overlay zone around College Park and other Conway neighborhoods tucked behind Coastal Carolina University.Complaints about trashy yards, loud parties and rude behavior have Horry County cracking down on off-campus student housing. If adopted, the new ordinance would mean there could not be more than one unrelated person per bedroom, and no more than four unrelated people could live in one house. The new laws would also restrict overnight parking on rights-of-way between 11:00 p.m. and 8:00 a.m. |

Blacksburg Transit Receives Award BLACKSBURG, VA - The New River Voice announces that Blacksburg Transit was recognized by the Virginia Transit Association in their Outstanding Program category for the pedestrian safety campaign, Yield It's Worth the Wait. Blacksburg Transit partnered with other departments of the Town of Blacksburg, Virginia Tech, and the Town Gown Community Relations Committee to the create award-winning campaign. As a direct result of this program communication between pedestrians, bicyclists, and motorists has doubled and pedestrian related accidents have decreased.
College Town Passes Bicyclist Harassment LawCOLUMBIA, Mo. -- Belleville News-Democrat writes that bicycle riders in this central Missouri college town now have added protection from verbal and physical harassment by aggressive motorists. The Columbia City Council voted unanimously Monday night for a new ordinance that makes harassing bicyclists a misdemeanor criminal offense. Similar laws are on the books in Colorado, South Carolina and several other states. |

University of Cincinnati Police Partner With City Police CINCINNATI, OH - The News Record reports on a new plan promoting cohesion between the University of Cincinnati Police Department and the Cincinnati Police Department. The mutual-aid agreement between the UCPD and CPD started soon after the arrival of the new UC president. The departments are seeking to redefine that relationship because of rising crime rate in off-campus neighborhoods. One change resulting from the mutual aid agreement is that UC police are now able to make arrests in nearby neighborhoods. Their presence will supplement CPD patrols, which have also increased.
Connecticut City and University Police Win Award From Governor's OfficeNEW BRITAIN, CT - The New Britain Herald reports on a unique partnership between the New Britain Police Department, Central Connecticut State University's Police Department and the CCSU Town and Gown Taskforce. This partnership was recognized by the Connecticut Governor's Statewide Prevention Partnership for New Britain's Innovative Police-Community Partnership in Preventing Underage Drinking. The joint collaborative between departments and the community resulted in a 50 percent decrease in judicial misconduct cases; a 60 percent reduction in on-campus vandalism; a 10 percent decrease in off-campus vandalism; and a 74 percent reduction in hospitalizations related to alcohol intoxication by students. The educational component of the partnership also resulted in a decrease in binge drinking by students because of the inclusion of landlord associations that work closely with students and the partnership. |

Town & Gown Leader Forum
A proposal floated recently in the university community of State College, PA would reduce the number of unrelated persons allowed in a single family or duplex unit to two from the current limit of three. This would mean that a new student rental could only be occupied by two students. The advocates of this proposal believe this change would be a disincentive to the conversion of single family homes to student rentals. Others argue that this would spread student rentals further into the neighborhoods. We are requesting feedback on other communities' experience with the following: · If you have experience with a 2 unrelated rule: o What has been the impact? o What issues do you encounter with enforcement? o Did you change from a higher number and reduce it to 2; or did you start with 2? o When was this rule established? · If you have experience with a recent reduction in the number of unrelated persons allowed to share a home, whether from 3 to 2, from 5 to 3, or some other reduction: o Was there a measurable impact from the change? o Was there community support or opposition to the change?
