Business Confidence Up
 
 
A new survey of small business owners reveals a growing confidence in the economy with expectations of an economic turnaround in 2010.
 
The most recent Business Confidence Survey by Administaff (NYSE: ASF) showed 58 percent of small business owners surveyed believe there will be an economic rebound in 2010, while 14 percent expect a rebound by the end of 2009.

Intl Flow May Be Hiding Economic Recovery
 IANA Seeing Early Signs of Improvement
 
Shipments of rail-truck intermodal cargoes across the United States and Canada are showing more signs of life, says IANA, but are swamped by continued sharp declines for international shipments that are mainly ocean-borne imports.

The Intermodal Association of North America said domestic cargo originations, combining truck trailers and the large-cube containers built solely for that domestic market, fell 9 percent in the second quarter from a year earlier.  However, domestic container moves actually increased as more big shippers move out of chassis-equipped trailer equipment. Those containers, mostly 53-footers, made up nearly two thirds of all domestic loads at 969,231 units, compared with 386,586 trailers in the April-June period.  Yet the driving force for the rail-truck box shipment industry across this continent remains the international containers that are dominated by imports coming into U.S. ocean ports. IANA said the international loadings fell 26 percent from a year earlier to 1.47 million containers.

Of nine geographic regions IANA lists in Canada and the U.S., it said domestic loading improved year-over-year in five...but that international container moves declined at double-digit rates in all nine.
That is all in line with numerous signs that this continent's economies may be pulling out of the recession, but that trade with other parts of the world is slower to recover. Part of that reflects continued weak U.S. consumer demand for imported goods. Meanwhile, some of the growth that is taking hold in recent weeks comes from government efforts to stimulate companies at home.

Norfolk Southern Railroad To Open New Intermodal Terminal, Intermodal Traffic Fell In 2nd Quarter, PierPass Traffic Mitigation Fee Maintained

Norfolk Southern Corp. plans to construct a $95 million, 200-acre intermodal terminal in Greencastle, Pa., as part of its Crescent Corridor initiative to establish high-speed freight lines between the Gulf Coast and Northeast.  The new intermodal terminal will have the capacity to handle more than 85,000 trailers and containers on an annual basis.  The Pennsylvania site is part of the same project that will include the construction of a similar $129 million intermodal facility across 570 acres in Rossville, Tenn., outside of Memphis.  The Norfolk, Va.-based company has said the Fayette County, Tenn., facility will employ 429 full-time people. Formally announced in mid-July, it is expected to open in January 2012.  The Crescent Corridor runs from New Orleans to the New York Metropolitan area. The Memphis leg will run to Corinth, Miss.; Huntsville, Ala.; and Chattanooga, Tenn., before running northeast to New York City or southwest to New Orleans.
 
Intermodal trailer traffic fell 26.9% in the second quarter of 2009, the Intermodal Association of North America reported.  Trailer traffic fell to 386,586 trailers during the quarter, down from 528,836 last year. Trailer volume has declined 16 of the last 18 quarters, IANA said.  International container traffic dropped 26% to 1,991,078 containers, while total domestic equipment traffic fell 9% to 1,489,786 units. International volume dropped in every region at a double-digit pace, IANA said.  Domestic container traffic saw the only increase of the quarter, gaining 0.9% to 960,950 containers, IANA said. The increase was mainly due to a 5% increase in 53-foot equipment, which now accounts for 95% of all domestic container loads.  
 
On August 3 it was announced that marine terminal operators in Los Angeles-Long Beach will maintain the PierPass traffic mitigation fee at the current level of $50 per TEU despite declining cargo volumes.  PierPass is the extended gates program that is designed to reduce truck congestion and pollution at the ports of Los Angeles and Long Beach by encouraging more traffic to move during the off-peak hours.  Importers and exporters who ship during the peak daytime hours pay a traffic mitigation fee of $50 per TEU. Revenues are retained by marine terminal operators to cover the additional costs associated with operating night and weekend gates.

Diesel has increased for a third straight week. The all-time record of $4.764 a gallon, was set last July 14.
 
The Department of Energy is now forecasting that diesel fuel will average $2.84 in 2010.
