Daylight Saving Time Change
Sunday, March 9
2 AM
"Spring Forward, Fall Back"
One the second Sunday in March, clocks are set ahead one hour at 2:00 a.m. local standard time (which then becomes 3:00 a.m. local daylight time).
Safety reminder: Many fire departments encourage people to change the batteries in their smoke detectors when they change their clocks because Daylight Saving Time provides a convenient reminder.
Trivia: Did you know that the official spelling is Daylight Saving Time ...and not Daylight Savings Time? Nevertheless, many people feel the word "savings" (plural version) rolls off the tongue easier. Both versions can usually be found in the dictionary. | |

Industry Updates WC Labor Talks, HOS Extension & Another WC Fee?
St. Patricks Day will be the backdrop as negotiations begin on March 17 between the International Longshore & Warehouse Union and the Pacific Maritime Association. Analysts are predicting both sides will work hard to get a contract to avoid potential shutdowns and strikes. Optimism seems to be the buzz word surrounding the talks, however, all are admitting that the negotiations will remain tough, challenging and time consuming. Many customers have already adjusted freight schedules by shipping earlier and utilizing all-water service to the East Coast and other alternate routing options....just in case.
Another important event occurring on St. Patricks Day is the deadline for public commenting regarding the ongoing battle to overturn the interim HOS (hours of service). The previous deadline of February 15 was extended by the Federal Motor Carrier Safety Administration based on a request by advocates who are still hoping to force another revision. The advocacy groups had hoped to strike down the ruling allowing drivers to be behind the wheel for 11 hours in a workday and to start a new work week after resting for 34 consecutive hours. The current interim ruling permits 11 hours of driving within a 14-hour period with at least 10 hours off duty after that to rest. Comments on the interim ruling will now be heard through March 17, 2008 and a final ruling is expected after that.
Hold onto your hats, there is word that another container fee may face Southern California shippers. Senator Alan Lowenthal is proposing yet another infrastructure bill imposing a $30 per TEU fee on containers moving through Los Angeles, Long Beach and Oakland. The revenues would be used to develop freight infrastructure. Legislative action on the bill could come as earlier as this week. The ports of LA and LGB have already placed in their tariffs a $35 per TEU dirty truck fee (collections begin on October 1) to help operators purchase new trucks meeting new emission guidelines. The ports also intend to impose a $15 per TEU infrastructure fee (collections begin January 1) to help develop roads and bridges within the harbor area. |
