Zete Government Relations Chairmen (GRC) gear up for Spring 2009

Zete's elected to office  We're building a roster of all Zetes who have ever been elected to any local, state, or federal office or worked 'in government'.  If you've ever held elected office or know of a Zete who has - please let us know!  email [email protected]

Our goals:  Our Zete GRC effort's main goal is passage of the Collegiate Housing Infrastructure Act (CHIA), which would make all donations to buy, build, or upgrade Chapter Houses TAX-DEDUCTIBLE.  This means much easier fundraising, more and better houses that are safer and better maintainedto attract the best students.

Zete GRC's can help achieve this goal in 2009 as part of economic stimulus legislation.  We're building a grassroots network of politically-minded Zetes nationwide to advance future legislative goals, support one another, and get Zetes engaged in public policy.

2008 Results:  CHIA had 211 bi-partisan sponsors in the House and 40 in the Senate - the top 1% of all bills - before the lead sponsor Rep. Stephanie Tubbs-Jones of Ohio passed away.  Zetes also raised $3500 towards the Fraternity & Sorority PAC (FSPAC) to help elect Greeks & Greek-friendly legislators.

How can I help?
Be your Active/Elder Chapter's GRC.  We need many more Actives & Elders to represent their Chapters as Government Relations Chairmen to help lead our efforts nationwide.  This is a small time commitment but very important.  Email
[email protected] for info.

Go online - Support the Capitol Fraternal Caucus (CFC) which heads these efforts. Use the CFC FaceBook App. at
http://www.cfcfacebook.com or the CFC site at http://www.fraternalcaucus.org to register your support!  Or, find out more about FSPAC at www.fratpac.org.

Pat Kepp leaves IHQ Staff

Pat KeppIt is with mixed emotions that I write my final UpZete article as Zeta Psi's Leadership Consultant.  The past year has been a very rewarding, eventful, and memorable time for me; I could not think of a better way to have spent it.

I have learned an immense amount from my travels and interaction with Zetes around the world.  From last years Phi's Conference to the installation of our Iota Omicron Chapter "across the pond" and my first of many Conventions in Montreal to my last chapter visits and my first real tour of Ontario, it has been one heck of a ride. In my short time as Leadership consultant I have seen our Leadership Training evolve and continue to be THE premier program, expansion continues to places we have never been, and recruitment numbers rise.  I can truly say that Zeta Psi is thriving and will continue to do so for years to come.

It has been an honor to work for and with each and every brother in Zeta Psi.  I plan to continue assisting with LTI's, specifically our Phi's Conference, Southern LTI, and Canadian LTI, as well as helping to further the knowledge of the most intimate aspects of Zeta Psi by continuing with Ritual projects.  As I transition back to student life at Virginia Tech in January, resuming my Junior year where I left off, my interactions and experiences along the way will play a huge part in how I live my life and how I can help my Alpha Pi Chapter and all of Zeta Psi prosper.

It has been a privilege and pleasure to serve as Zeta Psi's Leadership Consultant.  I wish every Brother and their family a safe and happy holiday season, and a happy New Year.  As always, the door at Alpha Pi is always open and, as many of you have provided to me in the last year, there is always a place for you to crash.

Always in Tau Kappa Phi,
Pat Kepp, Alpha Pi/Virginia Tech '10

Dave BusaccaRisk Management Crisis

I want to talk about Risk Management.  I know, I know---Elders hate to hear it because they seem helpless to influence its actions at their chapters and actives, after rolling their eyes back, will pay attention about as much as when their parents tell them to clean up their room.  (From visiting some chapters recently, it does not appear that that admonition is any more effective in chapter houses.)

I am not going to get into the components, hazing, alcohol abuse or any of the "causes" of liability actions.  I want to address the EFFECT of those actions.

Everyone knows that our insurance premiums are the single largest component of IHQ's budget and of most chapters as well.  In the past, as incidents occurred and the estimated (reserve) and actual costs were incurred, our insurer recalculates our premium for upcoming years.  All those risks were spread among all members fairly equally.  But a few things have happened that makes me want to take a different tack.

As litigation rises, including in Canada, the distribution of costs to all members seems unfair.  Not only do repeat "offenders" not bear the major burden of the rate increases, but some chapters are not taking advantage of programming IHQ provides that is associated with reduced risk.

Due to our general risk level and the specific reserve for a Canadian incident, our total insurance cost increased by almost $40,000 this year!  And while we did account for about half of that increase, we did not know about the balance until after estimated insurances costs per chapter were already issued.  So we are about $25,000 over budget from the get-go.

I am going to ask our Board to consider a "surcharge" to all chapters mid year for some of the excess premiums.  We have never done that before (but we've never gotten so large a year over year increase).  Additionally, I would like the Board to consider some adjustments to chapter charges based on positive/negative behavior that we believe contributes to chapter risk, e.g. GPA, LTI training, active Risk Management program at chapter level, prior history, discipline behavior.

We are all going to pick up a portion of the increased premiums (or reduction if our risk level improves) but it seems to me that chapters that have multiple incidents and fail to address their own risk factors should pay more than their brothers who "play by the rules".

I realize that this will be a controversial and difficult issue.  But I wanted to get it out there for feedback.  I welcome any Elders or Actives that have opinions to direct them to us at [email protected].

Always in Tau Kappa Phi,

David W. Busacca, Phi Alpha CXXXII
