A Special Thank You from the Dirtbikeologist

While some members of society may merely think of me as being a hobbyist who enjoys riding dirt bikes and ATVs, I truly feel that the OHV sport in general means much more than that to me.  It is something in my life that is allowing me to live at an extremely high level. 

 

Thanks to the trails provided by the State of New Hampshire I can experience more out of life.  My OHV experiences on the NH trails enhances every other aspect of my life.  Life is short and we only have one bite at the apple, and I would certainly feel like I was missing out on life if the OHV experience were to be taken away from me today. 

 

I am living the American Dream of Freedom, and thanks to you readers, I am living the American Dream of Freedom of Expression. 

 

There are societies in this world where people do not even have a concept of the freedom we enjoy here in New Hampshire.  I have actually met people from these societies who would not believe that there are places like New Hampshire where someone could fix a machine on their own and take it to a place where they can ride that machine as much as they want up to their ability level - whatever level that may be.  I would even show these people pictures and they still would not believe that a place like New Hampshire exists.  And these were perfectly reasonable people - they just came from societies where such freedom would never be allowed.  If any of us were raised in such a society we would feel the same way.  You cannot miss what you never had or what you have forgotten about. 

 

One reason I created this newsletter is to help maintain "top-of-mind awareness" of the issue so that we do not forget just how lucky we all really are to have this experience available to us.  Just by reading you are helping in the effort!  NHOHVA will continue to try and keep OHV on the brain. 

 

I am so grateful for everything the OHV experience has brought to my life.  I am working to make sure this experience is available for as many future generations as possible before we have a world where no one can imagine an OHV experience to be allowed anywhere.

On the NHOHVA Docket
 

NHOHVA is fighting for your right to ride!  NHOHVA is keeping a vigilant eye out for any potential threats to our sport here in New Hampshire and around the country.  Our work is never done and we will never rest!  These are some of the issues NHOHVA is currently working on and where we stand with each issue.

Remember NHOHVA is here working for you and your right to enjoy our sport. Here is the procedural posture of a few of the items on our docket:

  

  • SB0366-FN - relative to use of certain OHRV's on snowmobile trails and relative to authorization for snowmobiles and OHRVs registered in Vermont and Maine to operate in this state
    • NHOHVA supports this bill as originally proposed but we do not support the recent amendments made to allow ME and VT riders to ride NH trails without registration in NH without a reciprocal agreement from those states.
    • This bill was referred to the House Transportation Committee on February 22, 2012. 
    • A House Transportation Committee session was held on March 27, 2012 in Concord, NH. NHOHVA was there and testified before the New Hampshire legislature at this meeting on behalf of all OHV users in the state.
    • An Executive Session was held on April 11, 2012 where the Senate Amendments to this bill were discussed.  NHOHVA was there for this Session where it was announced that this bill would be put on hold. 
    • On April 25, 2012 this bill was referred to the House Finance Committee. 
    • Two further sessions will be held discussing this bill on May 8 and May 10, 2012. 
  • HB1332 - relative to the law enforcement authority of fish and game officers
    • As of February 22, 2012 the posture of this bill is that this bill ought to pass with a vote of 181 to 165
  • HB1337 - relative to the enforcement of violations of fish and game laws and establishing a committee to study the disposition of wildlife confiscated by the fish and game department
    • As of February 22, 2012, this bill has been deemed inexpedient to legislate and put on hold
  • HB1442 - relative to motorcycle noise emissions regulation
    • On March 7, 2012 this bill was referred to the House Transportation Committee
    • A hearing was held on Thursday, April 5, 2012 at the Legislative Office Building, Room 306-308 to discuss this bill. NHOHVA was there to show our presence and concern for all legislation that effects our sport either directly or indirectly.
  • NH1540 - relative to conservation easements on public land
    • As of February 15, 2012, this bill has been put on hold
  • SB0237 - relative to field purchases and transfers of funds for the state park system and the bureau of trails, and the use of gifts and donations to the division of parks and recreation
    • This bill was referred to resources, recreation and development on February 22, 2102 and a public hearing was held on March 12, 2012 at the Legislative Office Building, Room 303 in Concord.
    • This bill will be discussed at an Executive Legislative Session on April 17, 2012 at the Legislative Office Building, Room 305 in Concord,
  • SB0250 - relative to operation of trail bikes and ATV's on state lands
    • This bill was discussed at the public hearing on March 27, 2012 at the Legislative Office Building in Concord. NHOHVA was present in full support of this bill.
    • This bill was be discussed on Tuesday, May 1 during a full committee work session of the Resources, Recreation and Development Committee.  An executive Session followed. 
    • As of May 2, 2012 a Committee Report indicates this bill ought to pass for May 9, 2012. 

A Letter From Del Albright, Blue Ribbon Coalition Ambassador

I am writing to share my personal observations about the importance of a sport-specific state and regional associations like, for examples, the California Association of 4Wheel Drive Clubs (CA4WDC) in CA, or District 36 or 37 of the American Motorcyclist Association, or the Northeast 4WD Association, or the Colorado Association of 4WD Clubs, or the Arizona State Association of 4 Wheel Drive Clubs, or whatever state and regional association might be available to you.
 

Since my first published article about landuse and public lands in 1982 (yea, 30 years ago since I got in the fight), I have always preached the critical need of clubs and individuals belonging to "everything they can afford and that makes sense to them." Nothing has changed. The strength of our landuse fights lies in our clubs and organizations, supported by folks like you.

 

Now more than ever is the time to be in the game at the national, regional, AND state level.

Obviously I believe firmly in our national umbrella group for all sports, all trails - the BlueRibbon Coalition. But I also feel just as strongly about clubs being members of state (and local) associations for their sport. It goes hand in hand with our successes in keeping the sport alive. For specifics, every four-wheeler in CA should belong to CA4WDC. I am not confused about that. If you want to add other groups to your lists of memberships (that you can afford and that make sense to you), then for sure I encourage that as well. It is all about memberships.

 

The bottom line of our successes in saving trails and keeping backcountry motorsports alive STARTS with you JOINING everything that makes sense to YOU.

 

I will add that my entire training course (the Recreational Leadership Training Course - RLTC) is based in the fact that volunteer organizations, from churches to charities to clubs, always have "issues" and maybe even some "drama." It just seems to be human nature. Many times the issues are driven by personalities, misunderstandings, lack of communication, or just plain ugliness of some sort.

 

No matter; the strength of volunteer associations/clubs lies in its members working together for a brighter future to serve the cause. It's all about all of us being on the team, and getting past issues. It should never be about undermining the efforts of a good cause, but rather about shoring up the groups fighting for us. It's about fixing things that are broken so we can all have a better off-road future.

 

I hope you will join me and be in the game, by being a solid member of your state and local clubs and associations. If you join other groups as well, I applaud you even more.

NHOHVA fully supports Senate Bill 366 as it was originally introduced, however we do not support the Senate Amendments made and we testified to that fact before the Transportation committee in March of 2012.

 

Then in April of 2012 NHOHVA attended an Executive Session where it was determined that this bill be put on hold for further discussion in May.

 

Now May is here and this bill is on the docket for further discussion and NHOHVA will be there. Please join NHOHVA and send a message to the New Hampshire legislature that voters in this state care about OHV issues!
