Minnesota School Bus Safety Committee

Business Meeting:

A.      Department Reports:

·         Student Safety training videos are available if anyone needs to use them for training. See Kelly or Ray.

·         The DVD 'Staying Alive' was shown at the Stakeholders meeting. It is a graphic tape meant to be shown by troopers to teenagers.

1.       DPS-  Lt Carroll

·     Law Compliance- Duane Bartels

·         New evaluation and pre-trip forms are on the web site. These have the date of 9/2010 and should be the ones used from now on.

·         The MN School Board Conference is Jan. 13-14. Paul and Duane will be attending.

·         Duane and Paul have been 'visiting' with drivers and doing spot checks.

·         Warn drivers of the tall snow banks.

·          Jan-Nov. inspections will be on the web this month

·         Discussion on 8-way vs. 4 way stops. Drivers need to use 8-ways unless the District has designated a stop only use 4-ways.

·         DOT looking to change left turn lights at some intersections that would have a flashing yellow arrow which would allow you to make a left turn with caution.

·         A reminder that all school buses manufactured after Dec. 31, 2007 must have seat belt cutters in them that are the handle style. Special Education buses need to have 2 of them.

·         Skis should not be transported inside the bus.

2.       Driver and Vehicle Services- Kris Ulbrich

·         The new MNLAR system does have a vendor for it. This will mean a $1.75 surcharge per license to cover costs. Beginning July 1, 2011 all applicants will go through the triple check when making application.

·         Physicals and BCA checks are current

·         Issuing is taking about 25 days.

·         Deb has come up with a new pilot project that background checks will be done on CDL drivers when renewal letters go out. That way when information comes back the background will be done.

·         Law enforcement has had several drivers come in to be re-tested. Re-testing has to be done at an exam station not by 3rd party testers. This includes a written and road test.

·         If you have any questions or concerns about the testing or the exam station contact Deb or Chris.

·         Forms are changing and will be fillable forms. They are available at www.mndriverinfo.org. Remember drivers with waivers must carry their letters with them when driving.

4.       MN School safety Center-Barb Fonkert

·         Barb attended a 'After Action Review' in Randolph   MN. This had to do with the ammonia leak in town that caused an evacuation of the local school and homes. Students were taken to a church 1 mile away and 54 students were checked out at a hospital. Some were taken by bus to the hospital.

D.      Committee Reports    

1.       TTT- Ray Kroll

·         The committee met before this meeting. Dates are July 12-15 in Hinckley.

·         Save the date postcards will be sent out to last year's participants.

·         There will be a vendor show at the training.

·         Dave Delmonico is working on the agenda

·         Will meet again next month at 8:30 prior to this meeting

 

2.       Rodeo -Sherry Case

·         The date will be June 4, 2011. Site to be determined. Possibly St. Cloud. Looking for helpers.

 

3.       Poster contest- Cindy McKay. 

·         The theme this year  is 'I see the Driver, the Driver Sees Me'

·         Information is ready to go and will be sent out to all members. Last year three winners from Minnesota placed at Nationals.

 

·         Stakeholders next meeting will be Monday February 14th at 9:00 AM at State Patrol Headquarters in Mendota.

Organization Reports

MAPT -

·         The joint MAPT/MSBOA Conference will be Jan 21-22 in Mankato. Registration is on both MAPT and MSBOA web sites.

·         Summer Conference June 15-17 at Craguns

 

New Business: 

·         After some discussion Sherry Case moved and Theresa Globa seconded that this committee appoint Cindy McKay as the Poster Contest Chair for 2011. The vote was unanimous.

·         There was discussion on this meeting being so far away for regulars to attend. People living in the metro area are having a hard time traveling so far. We should evaluate this at the end of this school year to see if we want to continue to meet at the same day and place as special ed meetings.

Question: Why SCR with DEF?

Answer: The advantage of using DEF is that it enables the engine to use less EGR and higher oxygen levels, offering more efficient combustion. DEF allows us to avoid the disadvantages of increasing EGR to extreme levels and meets the EPA's requirements of near-zero NOx emissions (0.2g/bhp-hr). The results are maximum fuel efficiency and an emission of nitrogen and water, which are elements in the air we breathe every day.

Question: What is DEF?

Answer: DEF stands for diesel exhaust fluid, which is an aqueous solution of 32.5% urea and 67.5% deionized water. It is clear, non-toxic, biodegradable and non-flammable.

Question: How do I know when my vehicle is low on DEF?

Answer: A dash-mounted gauge will notify drivers via an escalating driver-warning system as DEF tank levels reduce. Ample warning will be given before the DEF tank empties. An empty tank will not cause the bus to shut down while driving. A five mph de-rate will only occur after the bus has been turned off and restarted. Full power will resume after DEF tank is filled.

Question: Will the 2010 Emissions Cummins engines be compatible with BioDiesel?

Answer: Cummins products are compatible with up to B20. 2010 products will also maintain the ability to use up to B20.

Question: Is there a fuel economy difference from the 2007 Emissions Cummins engine and the new 2010 Emissions Cummins engine?

Answer: 2007 and 2010 midrange Cummins products will be comparable in fuel economy, however if Cummins would have gone to 'in-cylinder' we would have lost 5-9% in fuel economy.

Question: Will the amount of Nitrogen exhaust be enough to ignite to flame?

Answer: No. Nitrogen is not flammable.

Question: What is the life of the SCR system and its components?

Answer: The SCR system is designed to last the life of the engine.

Question: What are the preventive maintenance requirements on the SCR system on the 2010 Emissions Cummins engine?

Answer: There are no preventive maintenance requirements other than a DEF filter that will need to be serviced at 200,000 miles.

Question: How many sensors are there on the 2010 Emissions SCR System for the Cummins Engine and a Thomas Built Bus?

Answer: 2 NOx sensors, 2 temperature sensors and a diesel exhaust fluid level sensor.

Question: Will diesel exhaust fluid degrade at higher temperatures (above 85° F) if it is stored in a sealed container?

Answer: In order for diesel exhaust fluid to degrade while stored at higher temperatures it must be stored at over 85°F for over 6 months. If the temperature decreases during that time of storage, then the storing timeline is increased. DEF stored at below 85°F will provide for a 12 to 18 month shelf life.

Question: Does diesel exhaust fluid freeze and at what temperature?

Answer: Diesel exhaust fluid freezes at 11°F/-11°C. It does not freeze as a solid block at that temperature, but it has a 'slushy' consistency. To freeze to a solid mass requires temperatures below -20°F/-25°C for 48 hours. From a solid frozen mass, the system will take approximately 40 minutes to thaw the diesel exhaust fluid, which is faster than required by the EPA.

Question: Are there any biohazard requirements of concerns for diesel exhaust fluid? Any clean up requirements?

Answer: No. Diesel exhaust fluid does not have a bio-hazard clean up requirement.
