On August 30, 2010, the Motor Vehicle Dealer Board and the Auto Industry Division are implementing changes to the Mastery Examination for the following categories: - Motor Vehicle Salesperson's Licenses
- Powersports Salesperson's Licenses
- Motor Vehicle Dealer's Licenses
- Used Motor Vehicle Dealer's Licenses
- Powersports Dealer's Licenses
- Used Powersports Dealer's Licenses
- Wholesaler's Licenses
- Wholesale Motor Vehicle Auction Dealer's Licenses
The new Mastery Examination is now an on-line examination only! CAPSS is an approved administrator for the exams, and as such, we can provide training to prepare for the exam, as well as administer the exam. The following is the Public Notice for these changes: "By means of Senate Bill 07-221 and House Bill 07-1081, the Colorado Legislature required the Motor Vehicle Dealer Board (the "Board" and the Auto Industry Division (the "Division") to reformulate the Mastery Examination testing process. The goal was to increase the accountability of the process and to ensure the validity of test results. The Board and the Division have worked for several years to make the necessary changes in order to satisfy the Legislature's requirements. The Board used public rule-making to establish a relevant set of new and revised rules. The Division, in consultation with educational experts, developed a new Mastery Examination and adopted the Internet testing protocols to allow the examination to be taken on-line and reported electronically back to the division. Additionally, the Division has made some changes in forms and licensing processes to be consistent with the changes in the Mastery Examination process. Until August 30, 2010, the older version of the Mastery Examination as part of an associated, completed application, together with the specific procedures related to the older version of the Examination, remains valid. ON AUGUST 31, 2010, the new version of the Mastery Examination as part of an associated, completed application, together with specific procedures related to the new version of the Examination, becomes the only valid version of the examination. Anyone taking the Mastery Examination on or after August 30, 2010, must take the new version on-line in accordance with the specific procedures for the new version. Note: We checked the Division's web page today and the new information is not yet on-line. We do know they plan on the information being available on Monday, August 30th. Auto Industry Division - Forms/Applications
All Auto Industry Division forms and applications now require that a licensee use their full legal name as shown on the applicant's Driver's License or Identification Card.
A One-in-the-Same form is not acceptable for licensing purposes.

 Getting the Car Deal Rolling: This seminar concentrates on how to complete the basic car deal paperwork involved in a sales transaction. It includes an introduction to the required sales documents for motor vehicles and power sport sales, and to title transfer documents. This seminar is uniquely formatted for the novice dealer/and or title clerk.
Intermediate & Refresher Title Document Training: This seminar includes basic title documents for incoming and outgoing title transfer, various title forms, applications for title, how and why to do a VIN inspection, title assignments, odometer disclosures, secure and verifiable identification and more.
The Well-Informed Dealer - Do You Think You Know It All? Are you complying with the Federal Truth-in-Mileage Act? Do you know what damage disclosure is required to be furnished to your customer? If you did not know the vehicle you sold was previously salvaged, do you have to buy the vehicle back? What charges can be added to an advertised price? This seminar covers numerous items required for compliance of industry's rules and regulations. Dealers taking this class will be prepared for a compliance inspection by the Auto Industry Division.
OFAC/Safeguard Training/Redflags: This seminar explains what Red Flags is all about, who must comply, how to comply, and the sanctions for non-compliance. It includes a template to help you compose your Red Flags policy. The seminar also covers OFAC, and the Gramm-Leach-Bliley Act, including Privacy Notices and Safeguard Training.
Mastery Examination Preparation for Salespeople: This seminar prepares the new salesperson to take the on-line Mastery Examination. The exam can be administered immediately after the class.

The Motor Vehicle Dealer Board and the Auto Industry Division are implementing a new Mastery Exam for all new licenses. The new exam will be given on-line ONLY. The written exam will become extinct.
The applicant will be given 90 minutes to take the exam and must pass with a score of 85%. The applicant will be allowed to take the exam two times in a day if he/she has failed the first time. An applicant will not know which questions were answered incorrectly. The applicant will be made aware of his/her score immediately upon completion of the exam. If the applicant wishes, he/she may take the exam again. No two exams are exactly alike.
Currently licensed dealers will be given a password to log onto the Mastery Exam site to allow their newly licensed salespeople to take the exam. New applicants for a used motor vehicle dealer's license, wholesale dealers, powersports dealers, and wholesale motor vehicle auction dealers will be required to complete the Pre-Licensing Education Program provided by CAPSS and will be advised how to complete the Mastery Exam.

CAPSS is a company owned and operated by experienced former investigators of the Colorado Department of Revenue, Auto Industry Division. Connie Hatch retired as a Field Investigator, after 27 years of state service. Mary Marvin retired as a Supervisor Investigator, after 33 years of state service.
For two years, Mary and Connie contracted with CIADA to provide training for their members. Now they have moved on to better serve all dealers and wholesalers in the State of Colorado.
