It never ceases to amaze me how quickly time seems to pass, as here we are upon another holiday season. We love this time of year as it gives us the opportunity to wish all of you a very Happy Holiday season. May the coming year be one of health and prosperity. Our thoughts are always with our military members and their families, but particularly at this time of year as this is a difficult time to be separated.
We have included the recommended shipping dates for those wishing to send packages overseas. Even though the deadline for shipping packages to Iraq or Afghanistan by the most inexpensive means have already passed, there is still time to get packages and letters overseas in time for the holidays!
Since this is the season of thanks and giving, we thought it only appropriate to use our Featured Site segment this month will give you all of the information you need to make a charitable donation to those organizations that support our troops and their families. If you are looking for a way to give to those that have given so much to us, please take a look and see if there is a charity that touches your heart!
Tis' the season for upcoming pay raises too!! President Obama signed the 2010 National Defense Authorization Act which
includes a 3.4 percent pay increase for all servicemembers. This raise is
.5 percent lower than the 2009 military pay increase. This increase will take effect January 1, 2010.
There are quite a few new laws that have recently been signed that will have an impact on military members and their families. We have included information below on the Homeowners Assistance Program and some specifics on the direct benefits to military families.
Landmark legislation has just been passed that will allow military spouses to claim domicile in the same state that their active duty service member. Take a look at our Military Life segment for all of the details on how this new law will impact you!

Secretary Robert M. Gates today issued a holiday season message giving thanks to
the military men and women who put their lives on the line every day.
"This time of year calls on Americans to reflect on and give thanks for the
freedoms and prosperity we enjoy. Of course, we can only do so because of those
who put their lives on the line every day: the soldiers, sailors, airmen, and
Marines who bear repeated deployments, hardships, and danger - without fail and
without complaint.
"Many have made the ultimate sacrifice. Our nation will always honor their
memory. For the loved ones of the fallen, I offer my deepest sympathies and
prayers for your loss. And, in the wake of the shootings at Fort Hood, know that
I am committed to ensuring that our home bases are safe and secure.
"I know the holiday season can be especially difficult for service members
and their families, who may be separated from each other by thousands of miles.
To the families of our men and women in uniform: know that the American people
are indebted to you for the sacrifices of your husbands and wives, fathers and
mothers, and sons and daughters.
"This will be my third holiday season spent as Secretary of Defense. During
these years nothing has impressed me as much as the determination, resilience
and good humor of those who defend our nation. This holiday season, along with
"Happy Thanksgiving," "Happy Hanukkah," and "Merry Christmas," I would add two
words on behalf of millions of your countrymen: "Thank you."

First-Time Homebuyer Credit Extended to April 30, 2010; Some Current
Homeowners Now Also Qualify

WASHINGTON - A new law that went into effect Nov. 6 extends the first-time
homebuyer credit five months and expands the eligibility requirements for
purchasers.
The Worker, Homeownership, and Business Assistance Act of 2009 extends the
deadline for qualifying home purchases from Nov. 30, 2009, to April 30, 2010.
Additionally, if a buyer enters into a binding contract by April 30, 2010, the
buyer has until June 30, 2010, to settle on the purchase.
The maximum credit amount remains at $8,000 for a first-time homebuyer --
that is, a buyer who has not owned a primary residence during the three years up
to the date of purchase.
But the new law also provides a "long-time resident" credit of up to $6,500
to others who do not qualify as "first-time homebuyers." To qualify this way, a
buyer must have owned and used the same home as a principal or primary residence
for at least five consecutive years of the eight-year period ending on the date
of purchase of a new home as a primary residence.
For all qualifying purchases in 2010, taxpayers have the option of claiming
the credit on either their 2009 or 2010 tax returns.
A new version of Form 5405, First-Time Homebuyer Credit, will be available in
the next few weeks. A taxpayer who purchases a home after Nov. 6 must use this
new version of the form to claim the credit. Likewise, taxpayers claiming the
credit on their 2009 returns, no matter when the house was purchased, must also
use the new version of Form 5405. Taxpayers who claim the credit on their 2009
tax return will not be able to file electronically but instead will need to file
a paper return.
A taxpayer who purchased a home on or before Nov. 6 and chooses to claim the
credit on an original or amended 2008 return may continue to use the current
version of Form 5405.
Income Limits Rise
The new law raises the income limits for people who purchase homes after Nov.
6. The full credit will be available to taxpayers with modified adjusted gross
incomes (MAGI) up to $125,000, or $225,000 for joint filers. Those with MAGI
between $125,000 and $145,000, or $225,000 and $245,000 for joint filers, are
eligible for a reduced credit. Those with higher incomes do not qualify.
For homes purchased prior to Nov. 7, 2009, existing MAGI limits remain in
place. The full credit is available to taxpayers with MAGI up to $75,000, or
$150,000 for joint filers. Those with MAGI between $75,000 and $95,000, or
$150,000 and $170,000 for joint filers, are eligible for a reduced credit. Those
with higher incomes do not qualify.
New Requirements
Several new restrictions on purchases that occur after Nov. 6 go into effect
with the new law:
- Dependents are not eligible to claim the credit.
- No credit is available if the purchase price of a home is more than
$800,000.
- A purchaser must be at least 18 years of age on the date of purchase.
For Members of the Military
Members of the Armed Forces and certain federal employees serving outside the
U.S. have an extra year to buy a principal residence in the U.S. and still
qualify for the credit. An eligible taxpayer must buy or enter into a binding
contract to buy a home by April 30, 2011, and settle on the purchase by June 30,
2011.

US Department of Defense Homeowners Assistance ProgramThe military portion of the original Homeowners Assistance Program, (authorized in Section 1013 of the Demonstration Cities and Metropolitan Development Act of 1966), was intended to help military members who had suffered a loss on the sale of the primary residence as a result of the announcement of a nearby base closure.
As mentioned in the article above, this law has now been expanded to aid wounded warriors, surviving spouses, and military members required to PCS during the current home mortgage crisis.
Because there are special requirements for qualifying for these benefits, we wanted to include a link to the Department of Defense website that will directly address these provisions. It is great to see the special needs of military families being addressed in new legislation. Hopefully this new program will benefit a great number of our military families!

Military Spouses Finally have a State to call Home; Landmark Legislation becomes Law On Veterans Day, President Barack Obama signed into law the Military Spouses Residency Relief Act (SR 475, HR 1182) providing the spouse of military personnel the option to claim the same state of domicile as their active duty spouse.

PR Log (Press Release) - Nov 13, 2009 - Washington, DC -On Veterans Day, President Barack Obama signed into law the Military Spouses Residency Relief Act (S 475 and HR 1182). This bill amends the Servicemember's Civil Relief Act (SCRA) of 1940, guaranteeing the equity of the spouse of military personnel by providing them the option to claim the same state of domicile as their active duty spouse. The law improves the quality of life for military families by allowing the military spouse to claim the same state of domicile as their active duty spouse and guarantees equity regarding matters of property, taxes, voting and residency. Often, military spouses would experience impediments in voting and property ownership as well as deterrents in employment and education because they accompany their active duty spouse under federal government orders. Congressman John Carter (R-TX), who represents Fort Hood, the largest military installation in the country, introduced the bill. "This is fantastic news for our service families worldwide," says Carter. The bill passed through the House earlier this month with strong bipartisan support. Senators Richard Burr (R-NC) and Dianne Feinstein (D-CA) brought the companion bill before the Senate, which passed unanimously in August. "Our military families are often called on to make frequent relocations, and it is only fair that we give the same residency benefits to spouses as we do to service members," Burr said in a statement. Congressman Carter credits two military spouses, Rebecca Poynter and Joanna Williamson, with approaching him with their recommendation to petition Congress for reform. "It's their baby, and they should be recognized," Carter acknowledged. It is here that military spouses from all branches of service united to share their individual stories and contacted Congressional representatives to ask for their support of the bill. "It has been a grass roots effort by thousands of spouses across the country, who have campaigned to get this passed," explains Poynter. "The support from Military Officers Association of America (MOAA) and the Veterans Service Organizations, who testified on our behalf is greatly appreciated," said Williamson. "Together, we claim this victory for all military families."

Bringing the Holidays to Military Men and Women Recommended Mailing Dates to APO/FPO Addresses
WASHINGTON - For military service members stationed around the globe, holiday gifts are a big morale boost. To help the families and friends of U.S. military personnel, the Postal Service offers a discount on its largest Priority Mail Flat Rate box.
The recommended mailing date for the most economical postage to overseas military installations, including Iraq and Afghanistan, is Nov. 13.
Mail sent to overseas military addresses is charged only domestic mail prices. The domestic mail price for the Priority Mail Large Flat Rate Box is $13.95, but for packages to APO/FPO addresses overseas the price is reduced to $11.95. Additional discounts are available for customers printing their Priority Mail postage labels online at Click-N-Ship.
Flat-Rate boxes are free at any Post Office, or can be ordered online at shop.usps.com. Postage, labels and customs forms can be printed online any time using Click-N-Ship.
The Postal Service continues to show support to those serving in the armed forces by offering free Military Care Kits, designed specifically for military families sending packages overseas. The mailing kits can be ordered by phone by calling 1-800-610-8734 and asking for the Care Kit. Each kit includes two "America Supports You" large Priority Mail Flat-Rate boxes, four medium-sized Priority Mail Flat-Rate boxes, six Priority Mail labels, one roll of Priority Mail tape and six customs forms with envelopes.

To ensure delivery of holiday cards and packages by Dec. 25 to military APO/FPO addresses overseas, the Postal Service recommends that mail for service members be entered no later than the mailing dates listed below. Mail addressed to military post offices overseas is subject to certain conditions or restrictions regarding content, preparation and handling. APO/FPO addresses generally require customs forms. A Season for Thanks and Giving The current economy has had a profound effect on many Americans, including many of our military families. While you may not be in a position to make a monetary donation this year, there are ways that you can give the gift of your time or maybe you belong to a local organization that is looking for a way to give back this year!

Sears' Heroes at Home program provides support to military service members, veterans and their families.
Operation Homefront - Illinois State Chapter gives you an opportunity to adopt a local family or to organize a gift card drive to support military families.
Trees for Troops is an awesome way to bring a little holiday cheer into the home of a military family and you can even help them provide trees to wounded warriors in the Medical transient Detachment unit in Germany.
If you are in the Ft. Detrick area, the Family Readiness Program is looking for local organizations that can aid those military families that could use a little help this holiday season.
Fisher House has been a champion for military families that need a home away from home when they have a loved one that is injured or sick. What a great cause to support!
Fisher House also administers the program called Hero Miles, where you can donate your frequent flier miles to provide transportation to service members and their families when they need to travel to a VA medical center for treatment.
Operation Homefront and Dollar Tree have paired up to bring toys to the children of military families. It is as easy as stopping by a Dollar Tree store and donating the toys right at the cash register. Don't have a Dollar Tree near you? You can do it just as easily online!
The American Red Cross has long been a symbol of care and comfort for military families. They are the first responders when there is a family in need. They provide communication and assistance for active duty military when there is a family emergency back home. They are also there to provide care and comfort to our patriots that are in VA hospitals.
National Military Family Association has created many programs to support military families. One of which is their fantastic Operation Purple camps that help children through the deployment cycle. It is great to see organizations that look at all aspects of the military family dynamic.
Sometimes the simple things are the things that mean the most! A letter of appreciation can go a long way for our service members that are away from home over the holidays. It is always nice to let them know how much we appreciate their sacrifice and to let them know they are never forgotten!
