February 11, 2010 Save the Date: Thursday's Child on Helping Public Housing's Most Vulnerable Families

Chapin Hall's and Urban Institute's Thursday's Child series continues in Washington, D.C. and on the web on February 11 at 9 a.m. (EST).

As local governments and housing authorities seek to revitalize troubled inner-city neighborhoods, helping public housing's most vulnerable families -- those with physical and mental health problems, weak employment histories, low literacy levels, drug or alcohol abuse, criminal histories, and serious credit problems -- calls for a unique set of responses. The Chicago Family Case Management Demonstration may have some innovative answers.

February 5, 2010 The Effect of the Economic Downturn on American Families

On Friday, February 5, the Population Association of America brings together a panel of researchers in Washington, DC to discuss the impact of the recent financial downturn on American families, including children of unemployed or underemployed parents, and young adults transitioning to higher education or the workforce. Chapin Hall Executive Director Matthew Stagner will moderate the panel.

Employment Needs of Foster Youth in Illinois: Findings from the Midwest Study
The limited research that has been done on young adults who "aged out" of foster care has found that their labor market outcomes are generally quite poor. This study describes what Illinois young people told us about their current and prior participation in the labor force, including work-related training or services they received.

Researchers Identify Significant Problems with the Standards and Composites in the Child and Family Services Review Process 
This report and issue brief examine shortcomings in the Child and Family Services Review process (CFSR), the federal government's effort to hold state child welfare systems accountable for outcomes of children under their care.
 
The current national standards in the CFSR process do not optimally support the goal of improving the performance of state child welfare systems. A functional, useful CFSR process would encourage improvement with a clear and coherent use of available data, with an eye to ways to improve both the quality and quantity of data related to children and families who come to the attention of the child welfare system.

Inside the Research: What Are the Important Differences Among Kinship Foster Families?
Much of the law and policy encouraging the use of kinship foster families as a placement resource rests on the implicit assumption that kinship foster families constitute a homogeneous population--that is, that they are very much alike. However, findings of studies of different child welfare jurisdictions suggest that the kinship family population is not, in fact, homogeneous.

Chapin Hall recently welcomed Angela Valdovinos D'Angelo as the first Harold A. Richman Postdoctoral Fellow. The fellowship was established in 2008 as a tribute to Chapin Hall's founding director and his commitment to inspiring and guiding scholarship that betters the lives of vulnerable children and families.
