Issue Brief Discusses Home Visitation Programs as Key Investment
in Building Effective Systems of Care

Over the past 20 years, home visitation has
emerged as the flagship program through which many states and communities are
reaching out to new parents. This Chapin Hall issue brief explores the
opportunity to extend high-quality programs to more children and families
presented by pending federal legislation and the mandate to invest in
continuous program development through better evaluation methods. The brief highlights
the need for a system of early intervention services, of which home visitation
is a critical component.

Reports Highlight Lessons of Child
Abuse Prevention Efforts in North Carolina and
South Carolina |

The Strong Communities and Durham Family Initiative (DFI) are
two community-based child abuse prevention efforts that comprise The Duke
Endowment's Child Abuse Prevention Initiative. Chapin Hall's cross-site
evaluation of these efforts documents the extent to which these initiatives
made progress toward accomplishing the Endowment's core outcomes. In interpreting the data, the authors place
particular emphasis on drawing out key lessons of each site's
respective theory of change, the relative efficacy of each site's various
strategies, and the most promising areas for replication.

Inside the Research: Foreign-Born and U.S.-Born Families: Who Takes Up Supports?

 |
A survey of low-income families shows that access to and use of basic
support services by parents of young children differ according to where the
mother was born. U.S.-born mothers are significantly more likely to be covered
by health insurance and to have all of their children covered by health
insurance than foreign-born mothers. They also are significantly more likely to
receive food stamps and receive a childcare subsidy than foreign-born mothers.
Special attention should be paid to informing foreign-born mothers about
these programs and assisting them with the application process.

Launches a Workforce
Research and Data Initiative for the City of Chicago

Last month, the Chicago Workforce Investment
Council (CWIC) was launched to oversee the more than $300 million in public
funds annually invested to support workforce development. To fill a vital missing
element--the availability of consistent data and analysis on workforce programs
and outcomes--CWIC and others turned to Chapin Hall to house the newly created
CWICstats, a research and data
initiative.

New Illinois Law Allows Foster Youth to Reenter Care; Chapin Hall Research Informs Legislation |

On August 25, Illinois Governor Patrick Quinn
signed into law the Foster Child Successful Transition to Adulthood Act, which
will allow young people who leave foster care before their 21st birthday to
reenter the child welfare system or to access services and supports without
reentering.
