Forum and Webcast: Children, the Recession, and the
Economic Recovery Plan
Join Chapin Hall and the Urban Institute for a Thursday's
Child public policy forum to explore how children and adolescents will fare under
the federal economic recovery package. What will it take to implement
provisions for young people successfully, at a time of increasing need and decreasing
resources?

Chapin Hall Conducts National Review of Policies and
Programs for Youth Transitioning Out of Foster Care |

This report provides a comprehensive review of state
efforts to support youth transitioning out of foster care. As part of the
review, Chapin Hall administered a web-based survey of state independent living
services coordinators that covered a number of domains including conditions
under which foster youth can remain in care after turning 18, independent
living and transition services provided, opportunities for youth to reenter
care, and how state dollars are used to supplement federal funds.

Chapin Hall Study of Low-Income Families Details Ways to
Improve Access to Services for Children |

The
Children's Services Council of Palm Beach County, Florida, commissioned Chapin
Hall to conduct a multiyear evaluation of its system of services designed for
families at risk of poverty, teen pregnancy, crime, and child maltreatment and
promote their healthy development and school readiness. Chapin Hall's 2009 report presents findings from the
third year of the study, and offers recommendations for implementing more
flexibly designed services that adapt to families' routines and values, in
order to increase program use and provide greater stability to families' lives.

Chapin Hall Researchers Recommend Strategies for
Reducing Racial and Ethnic Disparities Occurring in the Child Welfare and
Juvenile Justice Systems |

A Chapin Hall paper, "Understanding Racial and
Ethnic Disparities in Child Welfare and Juvenile Justice," first presented at a
symposium cosponsored by Chapin Hall and Georgetown University's
Center for Juvenile Justice Reform last spring, is now available in a
compendium of the symposium proceedings. The paper offers five intervention
strategies, applicable to both child welfare and juvenile justice: (1) increasing
transparency, (2) reengineering structure and procedures, (3) changing
organizational culture, (4) mobilizing political leadership, and (5) partnering
in developing community and family resources.

New Research
Center in Ireland Joins
Chapin Hall's International Network |

The Centre for Effective Services (CES), a new start-up
research and practice organization based in Dublin, is joining Chapin Hall's
International Network of Child Policy Research Centers. Supported by both
philanthropy and government, its role is to provide technical and
organizational expertise to organizations in Ireland that support children and
families at the community level. As a member of Chapin Hall's
International Network, CES will engage in cross-national working groups and
participate in Network conferences to inform children's policy in their own
countries and around the world.
