CACP Submission to Senate Committee on Legal and Constitutional Affairs on Bill S-2

On April 29, 2010, Mr. Vince Westwick, Co-chair of the Law Amendments Committee, and S/Sgt. John McGetrick, Ottawa Police Service, represented the CACP and appeared before the Senate Committee on Legal and Constitutional Affairs regarding Bill S-2 - an Act to amend the Criminal Code and other Acts (Protecting Victims from Sexual Offenders Act).

The position of the CACP on this Bill is in support of its enactment.

The CACP submission took place after earlier submissions from the RCMP, the OPP, and the S�ret� du Qu�bec. The CACP made it clear to the committee that the CACP fully supported the earlier police submissions and that our submission was to be directed at the broader issue of the National Sex Offender Registry as an important police tool. In particular, the delegation focused their submission on the proposed preventative aspect of the legislation.

As it currently stands, the National Sex Offender Registry can only be utilized by police after a sexual offence has occurred. After a sexual offence, the police can use the registry to help in identifying registered sex offenders who may have been in the area when the crime occurred. The proposed Bill expands the ability of the police to use the Bill in allowing police to utilize the National Sex Offender Registry to prevent crimes of sexual nature.

Special Purpose Committee - National Strategy on
Street Gangs


On May 18 - 19, 2010, a meeting of Subject Matter Experts met in Ottawa to assist in the development of a framework for a National Strategy on Street Gangs. The items addressed at this meeting were the definitions:
  • For prosecution - acknowledge the Criminal Code definition of Criminal Organization, as adopted by the Special Purpose Body, for prosecutions;
  • For intelligence - develop a definition of Street Gang to be used by police during the collection of intelligence and identification of individuals as street gang members.
Also significant is that the term "Street Gang" will be used and recognized across Canada as opposed to Urban Street Gang.

This information will form the basis and will be used to develop the framework for the National Strategy on Street Gangs.

A detailed report of this meeting will be submitted to the Board of Directors, August 2010.

CACP, CAFC & EMSCC Presidents meet with Public
Safety Minister


On May 25, 2010, Vice President Robert Simonds, CAFC, President Elect Chief Mike Nolan, EMSCC, President William Blair, CACP, and D/Chief Sue O'Sullivan, Co-Chair of the CACP Emergency Management Committee, met with Minister Toews in his boardroom at Parliament Hill. The Emergency Services Associations delegation advised Minister Toews that:
  • They were the representatives of the three National Emergency Services Associations;
  • That they have common interests and priorities and that they were working together in the best interest of the First Responders;
  • That they have the expertise and Subject Matter Experts to assist the federal government in the delivery of their responsibilities; and,
  • That they expected the Ministry of Public Safety to assist and support the three National Emergency Services Associations with leadership and coordination of responsibilities.
C-391 - Repeal of Long Gun Registry

On May 26, 2010, Chief William Blair addressed the Standing Committee on Public Safety and National Security in regards to Bill C-391, an Act to amend the Criminal Code and the Firearms Act (repeal of the Long Gun Registry). Recipients of the Order of Merit 2009 - 2010

Congratulations to the following Order of Merit of the Police Forces recipients for the year 2009-2010.  The investiture was held on May 26, 2010 at Rideau Hall in Ottawa where the recipients were honoured by the Chancellor, Her Excellency the Right Honourable Micha�lle Jean, Governor General of Canada and the Principal Commander, Commissioner William Elliott, RCMP.

CACP Executive Director Attends the Emergency Medical Services Chiefs of Canada Conference

On June 7 - 8, 2010, in Lake Louise, AB, CACP Executive Director, Peter Cuthbert, attended the EMSCC Conference and brought greetings during the opening ceremonies on behalf of Chief William Blair, President, and the membership of the CACP. Mr. Cuthbert congratulated the EMSCC delegates for their years of service to Canadian communities and thanked them for their partnership and commitment to the two Associations' priorities of Interoperability, Emergency Measures, Radio Infrastructure and Radio Bandwidth. Peter ensured the EMSCC that the CACP will capitalize on opportunities to be seen together, to stand together in support of each other, and to work as a unified team on the identified priorities.

On April 28 - Chief Blair attended the Saskatchewan Chiefs of Police Association Annual Meeting in Saskatoon, SK.

May 3 - 4 - Chief Blair attended and addressed the delegates of the Canadian Professional Management Services Conference on "Strategic Policing: The Future in the Present" in North York, ON.

May 6 - President Blair attended Deputy Director General Steven Chabot's retirement ceremony in Montreal, QC.

May 6 - 7 -  CACP members attended the PENN State Justice and Safety Institute Conference in Baltimore, Maryland, on Results-Driven Policing. Chief Edgar MacLeod led the CACP delegation and delivered a keynote address on behalf of Chief William Blair.

May 15 - 16- CACP Crime Prevention Committee met in Victoria, BC. The meeting was hosted by the National Crime Prevention Centre of Canada.

May 17 - 19 - Chief Blair attended the National Methamphetamine and Pharmaceuticals Initiative Strategy Conference in San Diego, California.
 
May 25 - Chief Blair hosted a meeting of the Regional Chairs and National Advisory Committee members to the Order of Merit.

May 25 - Chief Blair and the representatives of CAFC and EMSCC met with Public Safety Minister Toews.

May 26- Chief Blair, Chair of the National Advisory Committee to the Order of Merit, attended the Investiture Ceremony at Government House, Ottawa, ON.

May 26 - Chief Blair presented the CACP position on Bill C-391, Repeal of the Long Gun Registry to the Standing Committee on Public Safety and National Security.

June 7 - 8 - CACP Special Purpose Committee on the development of the National Firearms Strategy, met in Miramichi, NB. Chief Earl Campbell hosted the committee meeting.

June 9 - 10 - CACP Special Purpose Committee on Governance, co-chaired by A/Commr. Peter German and Chief Dale McFee, met to develop recommendations in regards to CACP Governance.  Recommendations will be presented to the Board and membership in August 2010.

June 13 - 16 - Chief Blair is to attend the Ontario Association of Chiefs of Police Conference in Kingston, ON. Chief Blair is the past president of the OACP.
