CACP Initiatives
CACP "First Responders Magazine"
On March 12, 2010 the Board of Directors gave the Executive Director the authority to enter into a three year contract with Naylor Publications to publish a "First Responders Magazine". The annual publication will be released in the Fall of the year. With the endorsement of the CACP Emergency Measures Committee, the Emergency Medical Services Chiefs of Canada will partner with CACP on content and design. The magazine's first publication will be developed to promote the Emergency Measures Committee's National Conference on Emergency Preparedness, scheduled for March 2011.
President Blair's Schedule
On April 28 - 29, 2010 Chief Blair attended the Alberta Association of Chiefs of Police meeting in Grand Prairie, Alberta.
On May 3 - 4, 2010 President Blair is scheduled to attend and speak at the Canadian Professional Management Services Conference, in North York, on "Strategic Policing: The Future in the Present". The CACP is in partnership with CPMS and have endorsed the event.
On May 6, 2010, in Montreal, Quebec, Chief Blair will attend the retirement dinner for Past President, Deputy Director General Steven Chabot.
On May 25, 2010, Chief Blair, accompanied by representatives of the Canadian Association of Fire Chiefs and the Emergency Medical Services Chiefs of Canada, is scheduled to meet with the Minister of Public Safety, the Honourable Vic Toews.
On May 25, 2010, President Blair will chair a meeting of the National Advisory Committee to the Order of Merit. The Chief has requested the Chairs of the Order of Merit Regional Committee to attend the meeting to discuss the Order of Merit criteria, process and ways and means to encourage and promote the Order. On May 26, 2010, President Blair will attend the OOM Investiture, in Ottawa, at the Governor General's residence. He attends as the President of the CACP and as the Chair of the National Advisory Committee.
On June 7 - 8, 2010, Chief Blair will attend the Emergency Medical Services Chiefs of Canada's Annual Conference in Lake Louise, Alberta. Chief Blair has been invited to attend the EMSCC welcoming reception and bring greetings on behalf of the CACP at the Opening Ceremonies.
On June 13 - 16, 2010, Chief Blair will be in attendance at the Ontario Association of Chiefs of Police Conference in Kingston, Ontario. Chief Blair is the Past President of the OACP.
CACP Institute for Strategic International Studies (ISIS) 2011
On April 22, 2010, Mr. Norm Taylor, Mr. Trevor McCagherty and Mr. Peter Cuthbert met to commence the process of designing the 2011 ISIS Program. The Steering Committee members need to be identified, timelines established, potential themes identified, contracts entered into and promotional material designed and printed. Watch for the ISIS 2011 announcement. There are only 24 seats available and past participating agencies have called and expressed interest in continuing with the research project.
Special Purpose Committee on Governance
At the January 2010 President's Council on Strategic Direction meeting, the issue of CACP Governance was discussed at great length. A number of concerns and questions were tabled, such as:
- Should CACP Vice Presidents represent specific regions?
- Should there be a sixth Vice President?
- How does the CACP identify candidates for the position of Vice President?
- What is the role of the Vice Presidents?
- What is the role of the CACP Executive?
- Should the President of the CACP be identified from the succession of Vice Presidents?
At the Board of Director's meeting on March 12, 2010, Chief Bill Blair established a Special Purpose Committee on Governance and requested that A/Commr. Peter German and Chief Dale McFee co-chair the committee. The President also asked A/Dir. Jean-Guy Gagnon, Chief Barry MacKnight, and Chief Armand La Barge to be participants.
On April 18, 2010, the committee met in Toronto, Ontario, and developed a mandate, objectives, action plan, and timelines and attempted to identify all of the issues that needed to be addressed.
The Committee's next scheduled meeting is set for June 9 - 10, 2010.
At the request of the Committee, all CACP members are encouraged to submit to the Special Purpose Body recommendations that they wish to propose in regards to the following:
- The composition of the Board of Directors;
- The Nomination Guidelines and Process;
- The Election Process.
All Submissions are to be forwarded to Peter Cuthbert, at peter.cuthbert@cacp.ca , by May 14, 2010. A copy of the CACP Constitution, dated August 27, 2008, can be found on the CACP website for review.
It is the intention of the Committee to receive and review all recommendations and to brief the Board of Directors at the August 22, 2010 Board meeting. The Chairs of the Committee will make a presentation to the members attending the Annual Conference in Edmonton, Alberta.
A formal notification of Constitutional Change will be made at the CACP Annual General Meeting, scheduled for August 25, 2010.
The Committee's final recommendations are to be tabled with the Board of Directors at the March 2011 meeting and approved recommendations to be voted in at the 2011 Annual General Meeting in Windsor, Ontario.
Chief Blair Attends the Saskatchewan Association of Chiefs of Police Meeting
On April 6, 2010, President Blair and Peter Cuthbert attended the Saskatchewan Chiefs of Police Association's meeting, held in Saskatoon, Saskatchewan. Chief Blair spoke on the 2010-2011 CACP priorities and supported C/Supt. Marty Cheliak's presentation on the CACP National Firearms Strategy. That evening, the CACP President and Executive Director were guests of Chief Clive Weighill, the Vice President of the SACP, at the Association's Annual Spring Mess Dinner.
President Blair Identifies Priorities to Government Relations Firm
On Tuesday, April 20, 2010, immediately following the CACP Criminal Justice System Conference in Toronto, Chief Blair met with John Weir, Principal of Ensight Canada, and his associates. Chief Blair was supported by the Co-Chair of the Law Amendments Committee, D/Chief Murray Stooke, Mr. Trevor McCagherty, and Mr. Peter Cuthbert. President Blair advised Mr. Weir that his Government Relations priorities were:
- Lawful Access;
- Gun Control/National Firearms Strategy;
- Interoperability;
- Radio Infrastructure;
- Emergency Preparedness; and,
- Justice Reform and Efficiency.
Chief Blair also sought support from Mr. Weir and his associates in organizing a CACP Advocacy Day in March 2011.
CACP Ethics Survey
In September 2011, the CACP Ethics Committee will release its online survey on the identification of programs, policies and practices that support professionalism in policing. This project is supported by the Sheldon Chumir Foundation for Ethics in Leadership and the CACP. The lead researcher is Dr. Stephen McGuire, Adjunct Research Professor, Carleton University. Participation in the survey is limited to 36 agencies, and Project Coordinators have received interest from 34 agencies.
The CACP Ethics Committee Chairs, D/Chief Norm Lipinski and D/Chief Jim Hornby, and Dr. McGuire will be in attendance at the Edmonton Conference to discuss the project and its expectations. The survey will be released in September and will be online for six weeks. The analysis will take place from October to January 2011, and its findings will be presented to the CACP Board of Directors in March 2011. The Committee expects to release its findings in the Spring 2011.

Toronto Wrap Up!!!
On April 18-20, 2010, the Canadian Criminal Justice System Conference "The Times They Are A-Changin" welcomed over 70 delegates consisting of members from the CACP, Criminal Justice Officials (Judiciary, Crown Counsel, Criminal Defence, Government Representatives, Corrections Services, Parole), and academic members. The Conference was lead by members of the CACP Law Amendments Committee and focused on positive and progressive change in the Criminal Justice System.

Save the Date: CACP Golf Tournament On Sunday August 22, 2010 in Edmonton, CACP will be hosting a Charity Golf Tournament in support of Special Olympics. Details on this event will be sent to members in the very near future.
Special Announcement
The Edmonton Police Service and the RCMP will be hosting the 2010 Canadian Association of Chiefs of Police (CACP) Conference and Tradeshow. The event will be held in the City of Edmonton from August 22-25, 2010.
The safety and security of all guests attending the conference is of importance to the EPS and RCMP. In order to properly prepare for the event the EPS is requesting that all agencies provide any security issues or concerns regarding their respective members who will be in attendance at the conference.

International Conference for Police & Law Enforcement Executives May 2-4, 2010, Richmond Hill, ON
The 2010 International Conference for Police & Law Enforcement Executives will take place in Richmond Hill, Ontario, on May 2nd to 4th. This is the sixth annual conference and this year's theme is "Strategic Policing: The Future in the Present." The conference will be hosted by Chief Armand La Barge of the York Regional Police. The Canadian Association of Chiefs of Police, Royal Canadian Mounted Police, Canadian Association of Police Boards and Canadian Professional Management Services will be among the sponsors of this year's conference.
