CACP Initiatives

Meeting with the Honourable Robert Nicholson,
Minister of Justice


On Monday, February 8, 2010 at the University of Guelph, Ridgetown, ON, OACP and CACP Executives had the opportunity to attend a roundtable discussion with the Justice Minister. The meeting was hosted by the Chief of Chatham-Kent Police Service, Chief Dennis Poole, and CACP was represented by Chief Tom Kaye, Vice President. The purpose of the discussion was to identify and highlight crime and justice issues that are impacting policing and community safety in Canada. Chief Kaye addressed with the Minister, CACP priorities of Lawful Access, Gun Registry, and Urban Gang Violence.

Joint Meeting of the three Emergency Services Associations

On Wednesday, February 17, 2010, the Presidents and Executive Directors of the Canadian Association of Fire Chiefs, Emergency Medical Service Chiefs of Canada and the Canadian Association of Chiefs of Police met at Toronto Police Headquarters to identify common issues and initiatives that the three associations can advocate for and move forward on.

In attendance was:
  • Chief Robert Simmons, Fire Chief of Saint John, New Brunswick & Vice President of CAFC
  • Mr. Don Warden, Executive Director of CAFC
  • Chief Bruce Farr, EMS Chief of Toronto & President of the EMSCC
  • Ms. Kelly Nash, Executive Director of EMSCC
  • Supt. Mark Toman, Toronto EMS
  • Chief William Blair, Chief of Toronto Police & President of the CACP
  • Mr. Peter Cuthbert, Executive Director of CACP
  • D/Chief Sue O'Sullivan, Co-Chair of the CACP Emergency Management Committee
  • Mr. Steve Palmer, Director General of the Canadian Police Research Centre (CPRC)
  • Insp. Lance Valcour (Rtd), CPRC

The Executives of the three associations agreed to:
  1. Develop correspondence to the Minister of Industry, Minister Tony Clement to seek a meeting to discuss the associations' vision on communication and information technology and the creation of a Public Safety Interoperability Centre.
  2. Seek the support of the CACP Government Relations Firm to lobby the Government on Interoperability issues.
  3. Attend and support each other at the three association conferences and Annual General Meetings.
  4. Attend and support the CITIG Conference in Victoria, BC on December 5 - 8, 2010.
  5. Seek the support of the Canadian Advanced Technology Alliance in developing messages and communications for government and association membership.
On the evening of February 17, 2010, the Canadian Advanced Technology Alliance hosted a dinner with Mr. Terry Matthews delivering the key note remarks.

President, Chief William Blair, travels to India on a Police Executive Information Exchange

Chief William Blair and Dr. Alok Mukherjee, Chair of the Toronto Police Service Board, travelled to India on February 19, 2010 for a two week Police Executive Information Exchange. Chief Blair and Dr. Mukherjee's objectives were:
  1. To establish relations with India's senior police and government officials to deal with matters of common interest related to policing and security issues;
  2. To explore opportunities for cooperation and sharing of information in areas such as police governance, policing and security, community policing, policing in a diverse community, policing and human rights and police training; and
  3. To gain a deeper insight into the richness of and challenges to policing, safety and security presented by India's enormous cultural, linguistic, religious, ethnic and demographic diversity.
CACP Research Foundation Renewal

On Friday, February 19, 2010 the Research Foundation Renewal, Special Purpose Committee, met at OPP Headquarters in Orillia, Ontario to commence the process of identifying actions necessary to renew the Research Foundation. Director General Debra Frazer, Chief Tom Kaye, Mr. Trevor McCagherty, and Peter Cuthbert (Commissioner Julian Fantino, absent) reviewed Trevor's report to the Board of Trustees, dated August 2009, and addressed the four components of the Foundation:
  1. General Fund - Foundation's operating and program expenditures
  2. Capital Fund -  Contributions held as endowments
  3. Memorial Fund
  4. Jack Ackroyd Scholarship Fund
The Special Purpose Committee identified the following actions required to renew the Foundation:
  1. Review and renew aims and objectives of the Foundation
  2. Consult with Board and membership to identify 10 research topics
  3. Identify and recommend a new Governance Model
  4. Revise the Research Foundation Constitution
  5. Consider and recommend Research Foundation management options
  6. Identify fundraising initiatives
CACP Secretary Treasurer, Director General Debra Frazer, will file the committee report with the Board of Trustees on March 13, 2010.

Joint Meeting of the CAPB, CPA & CACP

On Friday, March 12, 2010 the three National Police Associations will meet for their ninth Annual Meeting. Approximately 40 Board members from the three associations will attend the meeting to address:
  1. Coalition on Sustainable Public Policing in Canada
  2. National Firearms Strategy
Mr. Norm Taylor will act as the facilitator. The purpose of the meeting is to identify and explore issues that the three associations can support, advocate for, and speak as one voice on.

Congratulations - Deputy Chief Murray Stooke

On behalf of the CACP Board of Directors and membership, Chief William Blair extends his congratulations to Deputy Chief Murray Stooke, Calgary Police Service, for his appointment as Queen's Council. The honorary title recognizes members of the Alberta Bar for their contribution to the legal profession and their communities. This designation recognizes outstanding expertise, work and contributions in a lawyer's public life. It's a longstanding tradition and highly esteemed in the legal community.

"The Times They Are A-Changin"
