CACP Initiatives

Special Purpose Committees of the CACP
At the November 2009 Board of Director's meeting, the Board established three Special Purpose Committees:
  • The National Firearms Strategy Committee
  • The National Strategy on Urban Street Gangs Committee
  • The Conducted Energy Weapons Committee
The Committees have been asked by the President to develop or renew the position of the CACP on these issues and to report back to the Board and membership by August 2010.

CACP Research Foundation Review

As reported in the November 2009 'Communiqué', the Research Foundation Board of Trustees approved recommendations that the Research Foundation be renewed in a phased in approach. The Foundation requires the dedication of selected Trustees, a review of the Constitution, a restructuring of the Board of Trustees, an infusion of cash, fund-raising activities and the active support of a qualified management committee. Commr. Julian Fantino, Dir. Gen. Debra Frazer, Chief Larry Gravill (Rtd), Mr. Trevor McCagherty and Mr. Peter Cuthbert are members of the Renewal Committee. Their first meeting is scheduled for February 19, 2010.

CACP President's Strategic Planning Council
On January 17-18, 2010 Chief Bill Blair hosted the CACP President's Council on Strategic Direction. Thirty-nine individuals representing the Board of Directors, Committee Chairs, Project leaders, Presidents of Provincial Chiefs Associations, Major City Chiefs and National Office Staff attended the two day meeting. Mr. Trevor McCagherty, Executive Support Officer to the President and Board, managed the agenda and Chief Blair facilitated each session. Mrs. Ruth Montgomery acted as the meeting scribe and she recorded the entire consultation session. The President asked for the delegates' views and opinions on the following:

  1. Membership Services
  2. Government Relations
  3. Committee Structure
  4. Nomination Guidelines - Election Process - Constitutional Renewal
  5. Committee priorities and the identification of barriers to success
  6. Provincial Chiefs of Police Associations priorities and suggested linkages to the CACP
 
On March 14, 2010 the Board of Directors are scheduled to meet to review the notes from the consultation process and to establish the priorities of the Association.

Meeting with the Honourable Vic Toews
On January 25, 2010, Chief Blair wrote to Minister Toews congratulating him on his appointment as Minister of Public Safety & Attorney General of Canada.
 
The Chief reaffirmed the CACP's commitment to working with government, our public safety partners, private industry, and our citizens to:

  1. Develop and implement a comprehensive, integrated, strategic framework to address organized crime, and in particular, to curb urban gang violence in our communities.
  2. Develop a National Firearms Strategy that supports legislation and government efforts to improve public and officer safety by reducing gun violence, promoting responsible, accountable gun ownership, and reducing the flow of illegal firearms across our borders.
  3. Tackle the challenges of multi-agency and multi-jurisdictional emergency management to ensure public safety agencies and our communities are prepared and equipped to respond effectively to any emergency.
  4. Improve public and officer safety, and enhance investigative capability  through the introduction of interoperable voice and data communications systems.
  5. Advocate for modern and balanced tools (lawful access) to help police prevent harm by detecting and preventing crime and apprehending criminals who seek to exploit modern electronic communications to the detriment of us all.
The Chief requested an opportunity to meet with the Minister to discuss how we can best work together to move forward on these important issues.

Joint Meeting of the Canadian Association of Fire Chiefs, Emergency Medical Services Chiefs of Canada, and the Canadian Association of Chiefs of Police
On Friday, February 17, 2010 in Toronto, at the Headquarters of the Toronto Police Service, Chief William Blair will host the Presidents and Executive Directors of the CAFC and EMSCC. In addition to discussing important public safety issues, such as Interoperability, Emergency Preparedness, and Vaccination for first responders, it is hoped that the meeting will also lead to improved cooperation between the agencies. Also invited to the meeting is the Chair of the Emergency Management Committee, D/Chief Sue O'Sullivan, and Mr. Steve Palmer, Insp. Lance Valcour and Mr. Eric Torunski of the Canadian Police Research Centre.

Joint Meeting of the National Police Associations
On Friday, March 12, 2010, the three Police Associations will meet in Ottawa for the 9th Annual meeting of the Boards. Two topics of interest to the Associations are to be identified and discussed at the meeting. The National Firearm Strategy has been accepted as one of those topics. The intent of the meeting is to explore common issues with the hope of developing a position that all the Associations can agree upon.

CACP Events on the Move......

Join us in Toronto to change with the Times!!

CACP is hosting a National Conference on the Canadian Criminal Justice System "The Times They Are A-Changin" on April 18-20, 2010 in Toronto, ON at the Fairmont Royal York.

This event will bring together members from the CACP, Criminal Justice Officials (Judiciary, Crown Counsel, Criminal Defence, Government Representatives, Corrections Services, Parole), and academic members to engage in an interactive and facilitated discussion on positive and progressive change in the Criminal Justice System. The conference is also targeting on engaging key participants within the Criminal Justice System in meaningful dialogue in the furtherance of comprehensive coordinated and timely criminal justice reform. Our goal is to facilitate a discussion that will contribute to the development of a policy framework on changes to the Criminal Justice System.

We encourage you to take part and have your voice heard.  We hope to see you all in Toronto.

Order of Merit Update
The Order of Merit National Advisory Committee met on January 6, 2010 in Ottawa.  The committee reviewed a total of 43 nominations moved forward by the Regional Committees.  After review, the National Advisory Committee moved 30 nominations ahead.  These nominations will be next reviewed by the Principal Commander.  The Order of Merit investiture is tentatively scheduled for May 26, 2010.
