President's Agenda and Initiatives
August 19, 2009 - President Blair met with the Federal Liberal
Party Leader, Mr. Michael Ignatieff. Mr. Ignatieff dropped into the President's
office to congratulate him on his appointment as President of the CACP. Chief
Blair capitalized on the opportunity to promote the CACP position on Lawful Access, Bills 46 &
47.
August 25, 2009 - Chief Blair, accompanied by Mr. Vince Westwick, Assistant
Commissioner Mike McDonell, Superintendent Daniel Redmond, and Staff Sergeant
Dan Rajsic, met with the Ontario Privacy Commissioner, Dr. Ann Cavoukian. The
objective of the meeting was; 1) to present the police needs and justification
on the use of Lawful Access; 2) to understand the concerns that the Privacy
Commissioner may have and therefore to better understand the concerns of the
privacy community; 3) to better position the CACP strategically for meetings
with Parliamentarians and Parliamentary Committees.
September 1, 2009 - Chief Blair met with the Federal Privacy
Commissioner, Ms. Jennifer Stoddart. He was accompanied by Mr. Francis Brabant,
Assistant Commissioner Mike Cabana, Mr. Geoffrey O'Brian, Mr. Vince Westwick,
and Chief Vern White. The CACP delegation's objective was to seek the Privacy Commissioner's
support for the CACP position on Lawful Access, to address any of her concerns,
and to invite suggestions on how to present the issue publicly and to the
Privacy Community.
September 8, 2009 - Chief Blair wrote to the Ministers of Justice,
Public Safety, Transport Canada and all Provincial Public Safety and Attorney Generals, providing
them with copies of the 2009 CACP Resolutions. Chief Blair sought meetings with
the Federal Ministers to discuss the resolutions and other issues of concerns
and interest to the CACP.
September 14, 2009- President Bill Blair appointed Chief Vern
White as the CACP delegate on the Police Sector Council.
September 16, 2009- In Edmundston,
New Brunswick, Chief Blair
attended the New Brunswick Chiefs of Police Association Annual Meeting. Chief
Blair spoke on the future direction of the CACP in regards to advocacy,
communications, professional development, services to CACP members,
relationship building with provincial associations, public policy, and funding.
September 27, 2009 - In Ottawa,
Ontario, while attending the
Police and Peace Officer's Memorial, Chief Blair paid tribute to the Police and
Peace Officers who had made the ultimate sacrifice. He spoke on behalf of the
Canadians we serve, the Canadian Association of Chiefs of Police, the Canadian Police
Association, and the Canadian Peace Officers' Memorial Association. Click Here to View Speech by Chief Blair
September 2009 - In early September, Chief Blair received
correspondence from the President of the IACP, Chief Russell Laine, appointing
him to the Executive Committee of the IACP. Chief Blair replaces Deputy Director
General Steven Chabot, Past President of the CACP.

2009 Charlottetown
Updates
The 2009 CACP Annual Conference was held in Charlottetown, PEI
from August 9-12. There were
approximately 235 CACP member delegates, 50 non-CACP member delegates, 118
companions and 18 youth in attendance.
The following are some highlights from the conference:
Vote! Vote! Vote!
At the Annual General Meeting 205 voting members came to
take part in the second Presidential Election to occur in the past 10 years.
Giving back to the
community
The Board of Director's dinner was held at the home of Mr.
Danny Murphy. With the gracious
hospitality offered by him and his family, CACP was able to save costs and
donate $4,000 to Mr. Murphy's charity "Oak Acres Children's Foundation".
Raising the Bar for
Special Olympics
Through an exhibit booth, raffle draws and presentations by
Special Olympic Athletes, CACP was able to raise the profile for Special
Olympics Canada at this years conference.
In doing so, Special Olympics Canada was able to raise $2,200 in the
sale of raffle tickets. With an
additional contribution from CACP, the grand total raised for the PEI Special
Olympics team was $3,500.00.
National Strategy on Urban Street Gangs - A Unified Approach
First Major Steps Taken
On September 25 and 26,
2009 a diverse group of police leaders from across Canada gathered at the
Canadian Police College for the purpose of taking the first steps in developing
a unified approach to a national strategy on urban street gangs.
This joint C.A.C.P./C.P.C.
initiative led by A/Commissioner Mike McDonnell and Commissioner Julian Fantino
was designed to inform participants and to provide a basis for responding to
the C.A.C.P. Board of Director's request that this issue be addressed.
International speakers and
speakers from Criminal Intelligence Services Canada, along with a legal expert
provided situational overviews and information.
Following group
discussions certain recommendations were made.
A full report of these vital first steps will be available following the
briefing of the Board in November in Calgary.
Fall 2009 Events
Please join us in Winnipeg
on October 25-27, 2009 for a conference on "Youth Mental Health and the Justice
System". The conference will demonstrate how a coordinated, integrated
multi-agency response more effectively meets the needs of youth with mental
health issues who are or who may be in the justice system and will identify the
supports required for that approach to be successful. Click on the conference

Announcements from CACP
August 8, 2009 - At the CACP Board of Directors meeting, in Charlottetown, Prince
Edward Island, the Executive Director was given
authority to sell the CACP National Office on Somerset Street, Ottawa,
and to purchase a building on MacLaren
Street, Ottawa. The
offer of purchase was conditional on a
number of requirements; one being a satisfactory and acceptable building
inspection. The building inspector's report outlined a number of concerns and
improvements required prior to taking possession. The CACP President and Secretary
Treasurer accepted the Executive Director's recommendation that the offer of
purchase be withdrawn. The Executive Director maintains the authority to
continue the search for a new National Office in Ottawa.
Canadian Police and Peace Officers' Memorial Service
September 27, 2009 - This year marked the 32nd Annual Police and Peace Officers Memorial which took place again on Parliament Hill to honour our fallen comrades who gave the ultimate sacrifice. This year we honoured three officers who died in the line of duty since last year's Memorial.

Constable James L. Lundblad Royal Canadian Mounted Police (Alberta)
Constable Eric Lavoie Laval Police Service
We also honoured five addtional Historical officers which were added to our Honour Roll.
Forest Officer Donat F. Lalonde Constable Jean-Claude Phoenix Constable Charles-Edouard Denis Constable Frank Hare Forest Ranger Laurence Lees
With the addition of the above noted officers the Memorial now (in 2009) has 752 members names engraved on the Honour Roll.
There was approximately 4,000 to 5,000 officers that marched onto Parliament in honour of these officers.
