For over 20 years, the replacement of the Stillwater Lift Bridge connecting Wisconsin and Minnesota over the St. Croix River has been a contentious issue. Federal, state, and local agencies and policy leaders have weighed in on whether and how the historic lift bridge should be replaced to accommodate current and future traffic demand.
Jim Oberstar, former congressman and chair of the U.S. House Transportation and Infrastructure Committee, will host a forum to discuss issues surrounding the proposed Stillwater Bridge. A panel of representatives from the Minnesota Department of Transportation, National Park Service, local interests, and environmental perspectives will discuss current plans for replacing the bridge and the public policy and funding issues surrounding these plans. The forum will include a participant discussion led by Oberstar.
This event is sponsored by the State and Local Policy Program at the Hubert H. Humphrey School of Public Affairs, University of Minnesota, with the Citizens League.

Create: Help advance our Common Ground Principles
Following the June 15 release of the report "Principles for Citizen and Government Collaboration in Public Decision-Making," the Citizens League is forming an advancement group to determine next steps. The four Common Ground Principles are:
- Everyone "steps back" to ensure that all who have a stake are represented in the process.
- Ensure that all who have a stake are heard from at an authentic point in the process.
- Use an inclusive, interactive process that gives everyone the tools to understand the bigger picture and the trade-offs involved.
- Expect citizens to be problem solvers, not complainers, and set up processes that put forth that expectation.

Norm Ornstein is a Resident Scholar at the American Enterprise Institute for Public Policy Research in Washington, D.C. He is an election analyst for CBS News and writes a weekly column for Roll Call, the Capitol Hill newspaper. He serves as co-director of the Transition to Governing Project which is committed to creating a better climate for governing in the era of the permanent campaign. The author of numerous books on politics and public policy, he earned an M.A. and Ph.D. in political science from the University of Michigan.
Music precedes the forum at 11:30 p.m. Public reception follows at 1:00 p.m.
This event is presented by the Westminster Town Hall Forum in collaboration with the Citizens League.

Learn: Young adults wanted for civic leadership training program by 9/20
We are looking for students, ages 15-20, for the next round of our Young Adult Civic Leadership Program. Based on last year's successful test run, this year's training will emphasize involvement in and a connection to our policy and current program work. Formal training sessions will be held at Kowalski's Woodbury location four times throughout the school year and include participants from the Citizens League, Kowalski's, and the Islamic Civic Society. Participants don't have to be currently involved in our work, but will become involved in a meaningful way through this experience.
This program is a great opportunity to build civic leadership and civic organizing skills in real-world settings, with peers and with adult leaders.
